Definition of light vehicle:

1. Any vehicle used in the transport of passengers.


2. Any vehicle with a gross loading not exceeding 20 tonnes.
3. Any personnel carrier, utility, bus and station wagon.

Purpose:

To ensure the safety of personnel and prevent damage to vehicle.

Identified Hazards:

1. Speeding
2. Unauthorized driving
3. Lost Control of vehicles
4. No pre-start inspection
5. No driving license.
6. Unauthorized passengers
7. Overtaking on trucks
8. Ran over by big trucks
9. Parking at the blind spot of heavy equipment.
10. Reversing
11. Driving under the influence of alcohol.
12. Driving not wearing seatbelt.

Site Light Vehicle Minimum Requirement:

1. All light vehicles must be provided with seat belts, beacon light, buggy whip or
flag and radio.
2. All light vehicles must be in good condition and has a four-wheel drive.

Light Vehicle Driver Responsibility:

1. Responsible for the vehicle and authorised by his Department Manager and
Project Manager. The driver must pass and have record of written and skill
assessment.
2. Holder of Mali Driver’s license or International Driver’s license for expatriates
when driving on roads and must be appropriate to the class of vehicle being
driven.
3. A pre-start check must be performed at the start of each shift.

4. The light vehicle is to be washed and fuelled everyday or as required.


5. Any defects are to be reported to workshop immediately.
6. At any time, a vehicle goes to workshop it must have an "Out of Service Tag"
placed on the key ring.
7. Any damage regardless of how small must be reported.
8. Ensure wearing of seatbelt including passengers.
9. Passengers are limited to the number of seats of the vehicle.
10. Check the vehicle four-wheel drive.

Parking Procedure:

1. Park your vehicle only in designated area at Workshop, Administration, Shift


Change Area, Camp/Canteen at the Laydown Area.
2. Parking is not permitted on haul roads or any ramp system.
3. Parking is not permitted below overhangs and slips or within 15 meters of
highwall.
4. Drivers of light vehicles must park at least 25 meters away from any heavy earth
moving equipment, and in such a position that they can be seen clearly by the
operator.
5. During repair of equipment in the field, Mechanics can park their vehicle near
the equipment but ensure the Operator is on the ground before and after fixing
the equipment and remain on the ground until light vehicle has cleared the area.
6. The driver of a light vehicle shall not park at the rear of another parked or
standing vehicle or where the vehicle cannot be seen.
7. The driver of a light vehicle shall ensure that before moving from a parked
position, the path is clear of any obstruction and or personnel.
8. Park the vehicle in reverse position if required.
9. Do not park vehicle in front of any truck that is facing down the ramp or sloping
down.
10. Do not park vehicles behind any truck that is facing up the ramp or sloping up.
11. Parking on slopes or ramps during emergency.
▪ Always turn Tyres to the left.
▪ Ensure vehicle is in gear and the engine is turned off.
▪ Remove keys from the ignition.

Driving with Care:

1. No person shall drive a vehicle on, or enter the site while under influence of
drugs or alcohol. Or under medication that can cause drowsiness.

2. A driver shall keep a safe distance of at least five (5) truck lengths (50 meters)
behind a truck when traveling on any road.
3. A driver shall not drive a vehicle over unprotected electric cables, air hoses or
water lines.
4. No person shall drive a vehicle in a reckless manner or without due regard to
safety or other road users.
5. Pranks will not be tolerated.
6. Drivers must make themselves familiar with the project layout.
7. Road signs, where posted must be obeyed. STOP means stop regardless of
whether there is another vehicle coming or not.
8. Road signs overrule any other rule.
9. Light vehicle and service vehicle drivers must ensure that their flashing light is
working at all times while driving on the mine roads
10. Seat belts must be worn at all times when driving.
11. Drivers must immediately report all incidents to their Supervisor whether or not
damage or injury results.
12. Vehicles involved in accidents must not be moved until a supervisor has
investigated the accident scene.

Right of Way:

1. Heavy vehicles have the right of way at all times and drivers of light vehicles
must give way to all heavy vehicles in areas that are not controlled by traffic
signs.
2. All drivers must give way to emergency vehicles attending an accident.

Maximum Speed Limits:

1. 10 km/hour – Workshop, Administration Compound and Laydown Area.


2. 30 km/hour – Plant and TSF Access Roads

Note: These are maximum speeds permitted and must be reduced to suit the
following:
▪ Traffic conditions.

▪ Weather conditions, i.e., rain, fog and dust.
▪ Road condition.
▪ Speed limit signs as posted.

Reversing:

1. Do not reverse without spotter in confined area.


2. Always look around and listen when reversing.

3. Reverse carefully in a parking area and anticipate incoming vehicles crossing your
path.
4. When reversing in the village, see to it that no children are playing near your
vehicle.

Restricted Area for light vehicle:

1. Access to blasting area is strictly prohibited.


2. Access to areas marked by hazard signs and danger tape is strictly prohibited.
3. Access to an accident scene is prohibited, only vehicles involved in emergency,
recovery or investigation.
Passengers:

1. Passengers are not permitted to ride in any vehicle unless it is fitted with safe
seating, seat belts and access.
2. No person is permitted to ride in the rear of a utility or pickup unless an
approved seat, seat belts and rollover protection are fitted.
3. No overloading, only seating capacity.
4. No person shall get on or off a moving vehicle.
5. All passengers must be wearing a seat belt.
6. All passengers must be seated before the vehicle moves off.
7. Only IMS personnel are allowed as passengers, no civilians unless authorised by
management.

Towing:

1. Vehicles in the process of towing must not exceed 30km/hour.

2. Vehicle towing heavy load must maintain a safe distance from the vehicle ahead,
at least 50m.
3. Always maintain a safe distance from vehicles or equipment ahead. No
tailgating.
4. Before to operate, the driver must check if the state of the towing system is safe.
Don't operate defective equipment.

Driving in Steep Road or ramp more than 20% gradient or wet condition:

1. The driver must know how to use a four-wheel drive and test the low and high
range of the vehicle before proceeding to drive onto the steep road or ramp.
2. NO ENTRY FOR VEHICLE WITHOUT A FOUR-WHEEL DRIVE SYSTEM.
3. Use a low gear-(1st or 2nd gear) while ascending or descending the steep road.
Do not change gear while ascending or descending the steep road.

Interaction with motorbike and bicycle:

1. Slow down when approaching intersection and roads with motorbike and bicycle
moving along or opposite the road.
2. Avoid activating the horn signal to avoid panicking of motorbike or bicycle rider
that may cross your path.
