SUBJECT : After Activity Report Re: Webinar on Republic Act 7279,

Executive Order No. 153, and other related laws for Various
Barangays of Region XI

1. References:
a. Letter Order Nr 2021-100, authorizing the NPTFPSSS personnel to
travel from present office to DHSUD in Quezon City on October 28 and
29, 2021 as Resource Speakers dated October 26, 2021; and

b. Letter from Atty. Alvin T. Claridades, Director IV, National Drive Against
Professional Squatters and Squatting Syndicates (NDAPSSS) –
Department of Human Settlement and Urban Development (DHSUD)
dated October 25, 2021.

2. This pertains to the Webinar attended by PEMS Katherine D Molina and

PCMS Almario P Aviles of this Office as Resource Speakers in the two (2) days
Webinar on Republic Act 7279 (Urban Development Act of 1992 (UDHA)), Executive
Order No. 153, and other related laws for various Barangays of Region XI and
personnel of DHSUD Region XI via virtual platform (Zoom App) held at 8th Floor,
DHSUD Building, Kalayaan Ave., Quezon City.

3. In this regard, the following were the highlights of the activities:

October 28, 2021

a. Engr. Hazel Zafra, Assistant Provincial Administrator for Operation of

Region XI, gave the opening remarks and officially opened the 2-day
activities. In her opening statement, she gave a brief background of the
current situation of anti-squatting in their area and emphasize that the
creation of the Local Committee Against Professional Squatters and
Squatting Syndicates (LCAPSSS) in Davao del Norte was a great help
 in their campaign against PSSS. She further stated that this kind of
training/webinar amidst the pandemic is essential to various barangays
to increase their information awareness in curtailing the activities of
PSSS in their area of responsibility;

b. The webinar for various barangays of Region XI started by the

following resource persons:

b.1 Atty. Jeryl Rondez of DHSUD who discussed the salient features of
Executive Order 153;
b.2 Atty. Adrian Fadrilan of Land Registration Authority (LRA) on “How
to detect fake/spurious and fraudulent land titles”;
b.3 Atty. Jose Domingo Aizpuru from Public Attorney’s Office (PAO)
discussed the Role of PAO;
b.4 Atty. Raymond Velicaria of Department of Environment Natural
Resources (DENR) on Public Land Act and other related laws;
b.5 Atty. Gina Wenceslao of Department of Interior and Local
Government (DILG) on the Creation of the Local Committee on
Professional Squatters and Squatting Syndicates (LCAPSSS);
b.6 PEMS Molina and PCMS Aviles discussed the Legal Bases of
NPTFPSSS and the Modus Operandi of PSSS;
b.7. ASEC Margaret Castillo-Padilla from DOJ, discussed the Roles
and Program of Department of Justice for the NDAPSSS; and
b.8. Mr. Winston Morella of Presidential Commission for the Urban
Poor (PCUP) on the salient provisions of Republic Act No. 7279,
respectively.

c. During the open forum, the resource speakers adequately address all
issues raised.

October 29, 2021

a. Continuation of the webinar for different sets of participants from

various barangays of Region XI was presented by the same resource
persons.

b. Before the end of the webinar, Atty. Claridades expressed his gratitude
to the resource persons and Barangay Officials for their active
participation during the 2-day activities. He further emphasizes that we
should continue our campaign against PSSS. The activity ended at
about 4:30 PM.

4. In view thereof, request for the issuance of a Certificate of Commendation

to the above-named PNCOs for their active participation during this activity.

5. For information and approval of para 4 above.
