SUBJECT : IMPLEMENTATION OF REPUBLIC ACT NO. 11934 OTHERWISE

KNOWN AS THE SUBSCRIBER IDENTITY MODULE (SIM)
REGISTRATION ACT

Pursuant to Section 12 of the above subject Act, the National Telecommunication

Commission (NTC) issued its Implementing Rules and Regulations (IRR) through
Memorandum Circular No. 001-12-2022, dated December 12, 2022. The IRR is
scheduled to be effective fifteen (15) days after its publication or on December 27, 2022.

Relative thereto, this Department, in assisting the NTC, Department of Information and
Communications Technology (DICT), Department of Trade and Industry (DTI), National
Privacy Commission (NPC), and other concerned agencies, encourages all local
government units to carry out interventions that will result to the successful
implementation of the SIM Registration Act.

Examples of interventions, but not limited to the following:

a. Designation of the Provincial/City/Municipal Information Officer, or the Barangay

Secretary in case of the Barangay, as the lead action officer in disseminating
Republic Act No. 11934 and its IRR to its constituents;
b. Coordination and/or partnership with telecommunication companies and/or the NTC,
DICT, DTI, NPC, and concerned agencies to harmonize all information that will be
disseminated,
c. Conduct of information drives in their respective areas using all forms of media to
ensure that relevant information can easily be understood by all residents, especially
those in the remote areas of the LGU;
d. Promotion of the SIM registration drive in LGU activities, such as the flag raising
ceremony, council and committee meetings, barangay assemblies, and other similar
activities attended by the public; and
e. Any other interventions that can result to the successful implementation of Republic
Act No. 11934.

Likewise, the assistance of the Chief Minister of BARMM, thru the Minister of Interior and
Local Government, is requested with regard to the Office’s area of jurisdiction in line with
the directives under this Memorandum Circular.
