TERMS OF REFERENCE

(TOR)
Foundation Construction Services for the EPC San Jose – Commonwealth 115kV Lines of the
Manila Electric Company (Meralco)

I. BACKGROUND
Meralco Industrial Engineering Services Corporation (MIESCOR), “EPC Contractor” for the Installation,
Construction and Testing and Commissioning for the Connecting 22- KM 115 KV Transmission Line for
the Manila Electric Company Project. (“Employer”), wishes to obtain the engineering services of a
suitable Contractor for Equipment and Manpower Supply for Conventional Foundation works.

1. SCOPE OF SERVICES
The Contractor is tasked to perform Excavation and Construction of Conventional Foundation for a
total of Two Hundred Fifty-Eight (258) Pole Locations. Excavation and construction operation is to
include but not limited to the following.

• Bonds & Insurances


• Construction, Development and maintenance of Temporary Access Road and staging are to Steel
Pole Sites
• Clearing of ROW of Access Road including tree cutting, claimant fees for ROW and removal of
vegetation & shrubs (Labor & Equipment only)
• Mobilization and Demobilization of Heavy Equipment’s
• List of minimum heavy medium equipment and tools to supply by Contractor are:
o Excavator
o Dump truck
o Boom Truck
o Genset 5kVA
o Welding Machine
o Rebar Cutter
o Rebar Bender
o One-Bagger Mixer
o Concrete Vibrator
o Walk behind
o Submersible water pump
o Scaffoldings
• Submission of Work schedule, Construction safety plan and Construction Methodology
• Workers PPE’s, Water and Electricity (Site TEMFACIL)
• Excavation & backfilling for isolated footing foundation and Disposal of excavated Materials
including rock breaking, dewatering, and shoring works if needed
• Backfilling and Compaction as per required by specification on dwg or general notes (Labor &
Equipment only)
• Lean Concrete 2000psi, install of lean concrete2000psi @ 28 days RMC Concrete or Site mix,
including labor, equipment including pumpcrete for RMC, tools, and necessary setups for concrete
pouring: hauling of supplied cement and aggregates from MESCOR stockyard to steel pole sites
(Labor & Equipment only)
• Formworks includes, supply, fabrication, hauling from MIESCOR stockyard to steel pole site and
Installation including consumables (Labor & Equipment only)
• For 3000psi RMC Concrete: Install of concrete 3000psi @ 28 days RMC Concrete or Site mix,
including labor, equipment including pumpcrete for RMC, tools, and necessary setups for concrete

pouring; hauling of supplied cement and aggregates from MESCOR stockyard to Pole Sites
(Labor & Equipment only)
• Rebar works includes fabrication, hauling from MIESCOR stockyard to steel pole site & Installation
including supply of tie wires (Labor & Equipment only)
• Other fees such as access fee from LGU for hauling/delivery of supplied materials, tools, and
equipment by subcontractor.
• Stub Angle includes hauling from MIES COR stockyard to steel pole site, installation, and setting
(Labor & Equipment only)
• Other necessary to complete the “Works”.

MIESCOR to supply RMC concrete, Admix, Rebars, Aggregates, Cement, thus; Contractor is to install
and construct, see Bill of materials.

Project contract Duration – 15days turnover to MIESCOR per Steel Pole Site.

The initial Plans that will be provided by MIESCOR (See Annex 3) shall be used to develop the proposals
and shall be adjusted if any revision in the plans shall be done based on the actual soil investigation.
The final contract price shall be based on actual quantities installed and the unit rates will not be
changed.

MIESCOR shall provide the Complete Design Drawings for the Construction of the foundation with
extended pedestal.

MIESCOR Shall also provide the final location of the isolated footing foundation.

The contractor is required to submit the following:


• Method statement for construction to describe the whole construction procedures including
material and equipment required for the construction of conventional foundation. Details of
the procedures contained may be reviewed periodically and modified based on actual
requirement.
• Contractor’s Quality Control Plan and shall ensure assignment of its own Quality Control
Engineer to coordinate with MIESCOR's Quality Control team. All procedures, checklists, and
forms referred to in the Quality Control Plan shall also be submitted together with the
Quality Control Plan.
• Inspection and test plans for the relevant aspects of the construction of the Works in
compliance with the Quality Plan to confirm satisfaction of MIESCOR and its client’s
requirements and the applicable standard.

2. EXCAVATION AND FILL
a. Area to be excavated must be cleared of any obstruction prior to excavation.

b. MIESCOR shall provide the required depth and area of excavation. Any over-excavation
performed due to negligence shall be filled and compacted with the suitable material approved by
the Client. Steel Pole foundation excavation shall be based on the foundation design drawing and
shall be verified by the surveyor of both parties (MIESCOR and Contractor). Measured based on the
footprint of foundation.

c. If blasting is necessary, the Contractor is required to submit the proposed blasting procedure
to MIESCOR and the Client before any blasting work is to be done.

d. No filling materials shall be placed in any part of the fill foundation unless the foundations
have been inspected and approved by MIESCOR.

e. Survey checks are necessary before the start of excavation, to ensure the location and
positioning of the foundations.

3. FABRICATION AND PLACEMENT OF REBARS

a. All reinforcing steel of the sizes shown on the drawings shall be furnished. The bar schedule
shall be prepared.

b. All reinforcing steel shall conform to the requirements of ASTM A615. Before installation, Mill
certificate of rebar to be used shall be provided and testing shall be done as per PNS 49 requirement.

c. All reinforcing steel shall be field bent. All bending, splicing and length of embedment shall be
in accordance with the provisions of SSC and latest ACI Code.

d. All reinforcing steel at the time concrete is placed shall be free from oil, grease, rust, mud, and
other objectionable coatings which might destroy or reduce its bond with concrete.

e. Unit measures are in kgs, to be measure as installed rebar at site.

4. FORMWORKS

a. Prior to commencing any operations, MIESCOR shall provide a representative to verify all
associated technical information such as presence of services, footing coordinates, platform and cut-
off levels, validity of drawings etc.

b. All forms must be properly applied by oil before setting out in the excavated area.

c. Alignment, discrepancies, and support of the formworks must be monitored and checked
during installation. This is to ensure the compactness of the formworks, as well as to reduce
the chances of spillage or leakage of concrete.

d. Phenolic boards must be stripped properly and is advisable for up to 3 reuses only.

e. Plywood sheathing with timber and steel props will be used for formwork and manual labor for
lifting and placing according to survey-lines of the foundation outline.

f. Forms are braced to the excavation profile or walling in the case of a sheet pile wall.

e. Area of formwork must be measure area covered by a concrete in sq.m.

5. CONCRETING

a. All Foundation shall be concreted by using the Direct pouring or Line Pump method. The concrete
supplier shall be evaluated and approved by MIESCOR and its client. Trial Mix of concrete shall be
conducted upon approval of concrete supplier.

b. Concrete shall be conveyed from the mixer to the forms as rapidly as practicable by
proper methods which will not cause segregation or loss of ingredients. It shall be
deposited as nearly as practicable in its final positions in the forms. At any point in the
conveying, the free vertical drop of the concrete shall not exceed 910mm.

c. Concrete placement will not be permitted when weather conditions


prevent proper placement and consolidation.

a. Concrete shall be deposited in horizontal layers approximately 31 to 51 cm deep in a manner


to preclude the formation of cold joints between successive layers.

b. There shall be no vertical drop greater than 1.5 meters except where suitable equipment like a
tremie or funnel is used.

f. No concrete shall be poured directly onto the earth’s surface. The underside of all
structural concrete shall be either mass concrete or an impervious membrane.

g. All concrete shall be compacted with high frequency, internal, mechanical vibrating
equipment supplemented by hand spading and tamping.

h. All testing and sampling of the concrete shall be carried out as instructed by the MIESCOR or
Owner’s representative.

i. A complete record of all cylinders taken shall be maintained in a proper form and slump
test results shall be recorded on the ‘Delivery Order’. All records must be submitted to the
MIESCOR Quality Control team for review.

j. All compressive concrete tests will be carried out at the supplier’s laboratory and independent
lab. The Client will be notified of the dates of the test by regular issuance in order that the
tests may be witnessed. Outsourced Testing Laboratory must have BRS/DPWH Certificate and
updated calibration certificate of compression machine.

K. All Site Mix and Sampling will be carried out by the Contractor and to this agreement will be
subject to inspection/testing by MIESCOR QA/QC and/or the Client will witness, either at the
site or to the accredited laboratory testing. In the event a sample fails to meet the required
compressive strength of 3,000 psi as per requirement of this agreements, and unless
otherwise agreed in advance, the cost of any inspection and/or testing, demolition and/or
rectification will be the responsibility of the Contractor.

6. SAFETY REQUIREMENTS
a. The contractor will provide the necessary barricades, warning signs, lighting, and other safety
devices always during the execution of the work.

b. All contractor personnel shall wear prescribed uniforms, personal protective equipment, and IDs
always during the performance of their work. Below are the minimum requirements of PPEs:
• Hard hat
• Goggles
• Safety Shoes/Boots
• Raincoat

• Reflectorized Vest
• Ear Plug
• Specialized PPE depending on the scope of work
c. The contractor shall always observe proper hygiene in the work area to maintain cleanliness and
orderliness.

d. The contractor is responsible for and liable to undue damage to MIESCOR and/or private
properties that may arise during the execution of the work due to negligence of its personnel.

e. Contractor must always observe COVID-19 protocols including but not limited to swab test
documentation of health declaration, handwashing stations, disinfection area, and contact
tracing documentation.

f. Contractor must provide a Safety Officer depending on the total number of employees (Refer to
DOLE D.O. 198)

g. Contractors must always deploy a safety officer on site during execution of work.

h. Contractors must provide a first aid/Nurse depending on the total number of employees. (Refer
to DOLE D.O. 198)

i. Contractors must submit their OSH Program in compliance with MIESCOR safety standard.

IV. OTHERS
Complying with the above requirements of this TOR without any exclusion of the above scope
of work and the details of it will increase the chances of awarding this project to the
prospective subcontractor.

The above-mentioned scope of work will be a valid guide for the Lumpsum proposal if needed
by approval by MIESCOR. The subcontractor must ensure that all costs are included in their
lumpsum offer. The Lumpsum proposal will not be subject to any Variation Order. The
Lumpsum offer will be based on this TOR.

No stamp, signature, or e-sign on RFP documents, will not consider on evaluation.
