All of us wishing to drive or operate a motor vehicle.

With this program, you must able to learn and equip with
knowledge of the traffic laws, rules and regulations and to know the duties and responsibilities of a driver and a
responsible road user.

RA 4136- an act to compile the laws relative to Land transportation and traffic rules, tp create a Land transportation
commission and for other purposes.

Registration of Vehicles
-Only the registered motor vehicles can operate or use to any highway.
-PURPOSE to determine the vehicle ownership and provide data when tracking a criminal. (Anti-Criminality Campaign
against car napping and motor napping.

Q. Can a student’s permit operate or drive a motor vehicle?
A. Yes, as long it is accompanied by a driver who have a driver’s license either Professional or Non Professional.

Duty to have License


RA 4136 Sec. 19
“Except otherwise specifically provided in this Act, it shall be unlawful for any person
to operate any motor vehicle without having in his possession valid license to drive
a motor vehicle.
The license shall be carried by the driver at all times when operating a motor
vehicle, and shall be shown and/or surrendered for cause and upon demand to any
person with authority under this Act to confiscate the same. (As amended by B.P.
398)”

TAKE NOTE: ONLY LTO AND DEPUTIZED AGENT CAN CONFISCATE A DRIVER’S LICENSE.

RA 10586 – Anti-drunk and driving act


- An act penalizing persons driving under the influence of alcohol, dangerous drugs and similar substances and
for other purpose.
- It is a law that condemns drunk drivers and gives the law enforcers the power to fine and imprisoned drugged
and /or drunk drivers.
- Motorists caught mixing driving with drinking will get s maximum fine 20,000. And /or jail term to be decided
by the court.

RA 10054 – Motorcycle helmet act of 2009


- An act mandating all motorcycle riders to wear standard protective motorcycle helmets while driving and
providing penalties therefore.

- This law obliges all motorcycle riders including back riders to wear standard protective helmets.

RA 11229 – Child safety in motor vehicles Act


- An act providing for the special protection of child passengers in motor vehicles and appropriating funds
thereof.
- It is the law that mandates the use of age-appropriate and quality child restraint system (CRS) in motor
vehicles and prohibits children below 12 yrs old to sit beside the driver when the vehicle is moving.
Exemption- section 6 of rule III

if a child with a height of 150 cm or 59 inches or 4”1’ feet or taller can use a regular seatbelt,. Children whose height is
below 4”11’ ft should be secured in a car set.

Section 7 of rule III

-No child should be left unaccompanied in a motor vehicle.

Section 8 of rule III

No child should sit in the front of a running motor vehicle.

RA 10913 – Anti-distracted driving act


- Is a law that prohibits distracted driving by restricting and penalizing the use of mobile phones and other
electronic devices while driving on any public thoroughfare, highway or street in the phils.
- It is illegal to use a mobile phone when driving a vehicle.
- This act which aims to promote the responsible use of electronic devices on the road and protect citizens from
vehicular accidents.

Exemptions

- Motorists are allowed to make or take emergency call to authorities in cases of crime, accidents, bomb or fire
explosion instances needing immediate medical attention or when personal safety and security is compromised.

RA 10926 – Road speed limiter act of 2016


- An act requiring the mandatory installation of speed limiter in public utility and certain types of vehicle.
- To includes closed van, tanker trucks cargo vehicles and shuttle services like UV express vans including taxicabs
and jeepneys.
- Penalties shall suffer a fine amounting to 50,000.00

RA 8749 – Philippine Clean Air Act of 1999


- Is a comprehensive air quality management policy and program which aims to achieve and maintain healthy air
for all Filipinos.
- Law that requires air emissions from stationary and mobile sources.
Classification of Roads
National road- road that connects one province to another province.
Provincial road- road that connects the municipalities or cities within the province.
City/Municipality- road network within city or municipality.
Barangay road- road that connects the brgys from the city or town with the location of a brgy.
Farm to market road- access road from farm to transport of products outlet.

TRAFFIC LIGHTS
Red signal- means you must bring your vehicle to a STOP at a marked line or stop line.
- Means bring your vehicle to a STOP and proceed only when it is safe.
Yellow- indicates that the red signal is about to appear.
- Means slow down and proceed with caution.
Green- means you can proceed, provided you yield to pedestrian and traffic lawfully using the intersection.
- Means proceed with caution and be prepared for pedestrians who might cross the street.
Red means to 'stop': When the signal turns red, all the vehicles have to stop. Yellow means to slow down: When the
signal turns yellow, vehicles should slow down and prepare to stop. The 'Walk' or a walking man symbol at
intersections are for pedestrians. Cross the road only if these signs turn green.

Traffic rules help protect you on the road as well as everyone else driving on the same road. People should know
about the basic traffic signs and rules that should be followed while driving any vehicle on roads.

The aim of education, training and encouragement in Road Safety is to educate all road users in the proper and safe
use of roads in order to change user attitudes and behaviour and to stimulate an awareness of the need for
improvement in road safety.

Traffic Investigation

Let’s get this clear, you were not jailed. The drivers involved in the collision are being held for purposes of the
investigation. Any detention is temporary. It is only a part of the process of an investigation leading to the filing of
charges against a suspect.

RULE OF LAST OPPORTUNITY O LAST CLEAR CAHNCE


Means the opportunity to avoid an accident. If in a situation both parties are negligent on their part and whosever has
the last opportunity of avoiding such consequences fai ls to do so will be held responsible for such accident solely.
