2. In connection with the issuance of NAPOLCOM Resolution Numbers 2019-


1031 and 2019-1032, forwarded for your appropriate action are copies of the following

RESTRUCTURING AND STRENGTHENING OF UNITS


(Police Provincial Offices)

1. Effective this date, the 81 Police Provincial Offices (PPOs) are hereby
restructured and strengthened to effectively perform its functions in accordance with
NAPOLCOM Resolution Numbers 93-023 and 96-058, to wit

a. Enforce and execute the provisions of laws, decrees, General Orders,


Instructions, Executive Orders, City Charters, and ordinances of local
application;

b. Maintain peace and order and take all necessary steps to ensure public
safety;

c. Investigate and prevent crimes, effect the arrest of criminal offenders,


bring offenders to justice, and assist in their prosecution;

d. Exercise the general powers to make arrest, search, and seizure in


accordance with the Constitution and pertinent laws;

e. Detain an arrested person for a period not beyond what is prescribed by


law, informing the person so detained of all his rights under the
Constitution;

f. Implement the policies, directives, programs, and projects formulated


and adopted by the Chief, PNP in his exercise of the power of
administrative and operational control and supervision over the police;

g. Issue detailed implementing policies and instructions regarding


personnel, funds, properties, records, correspondence, and such other
matters as may be necessary to effectively carry out the functions,
powers, and duties of the Philippine National Police at the provincial
level; and

h. Perform other tasks as directed by the Chief, PNP or the concerned


Regional Director, PRO.

2. The Command Group of each Police Provincial Office shall be composed


of the Provincial Director, PPO (PO, PPO), with the rank of Police Colonel; the Deputy
Provincial Director for Administration (DPDA), and the Deputy Provincial Director for

Operations (DPDO). The prescribed rank for DPDA, PPO and DPDO, PPO shall
be Police Lieutenant Colonel.

3. All Provincial Directors, PPOs shall exercise administrative supervision and


operational control over the personnel aSSigned in their respective PPO including
the personnel assigned in Police Stations and lower units within the jurisdiction of the
Province.

4. All PPO Headquarters shall maintain six (6) Provincial Staff, namely: a)
Provincial Administrative and Resource Management Unit (PARMU); b) Provincial
Intelligence Unit (PIU); c) Provincial Operations Management Unit (POMU); d)
Provincial Community Affairs and Development Unit (PCADU); e) Provincial
Investigation and Detective Management Unit (PIDMU); and f) Provincial Plans and
Programs Unit (PPPU). Each PPO Staff shall be headed by a Police Commissioned
Officer (PCO) with the rank of Police Lieutenant Colonel. In addition, there shall be
Police Strategy Management Unit (PSMU) under the Office of the Provincial Director,
PPO.

5. The organizational structure and staffing pattern of all PPO Headquarters


shall be as reflected in Annex B hereof.

6. Requisite support pertaining to personnel, logistics, training, facilities, funds,


and other resources shall be requested by the Regional Directors, PROs to the
concerned Directorial Staff subject to existing PNP policies and procedures as well as
the approval of the Chief, PNP.

7. The issuance of this General Orders is in pursuance of the vested powers


of the Chief, PNP under Section 26 of Republic Act No. 6975. All directives and
issuances in conflict with the provisions hereof are hereby repealed.

1. Direct, command, and control the Company and attached elements in the
accomplishment of the following tasks:

a. Conduct of internal security operations against insurgents, secessionists and


terrorists as an independent unit or part of a larger force;
b. Conduct of law enforcement operations against threat groups/organized crime groups
and other lawless elements;
c. Conduct of long-range reconnaissance, surveillance, and target acquisition;
d. Establishment and supporting a Forward Operations Base whenever the need for
such arises for tactical advantage, in coordination with units of the Armed Forces of
the Philippines deployed within AOR of the concerned PPO;
e. Conduct of public safety operations, civic assistance operations (during disaster,
natural calamities or emergency operations) and other similar operations that
promotes public safety;
h. Augment police stations which are identified to be prone to Communists/Terrorists
atrocities;
i. Provide police presence (visibility) in support to the anti-crime programs undertaken
by Police Stations when so directed by the Provincial Director, Police Provincial Office;
and
j. Conduct of border control, special police operations and other law enforcement
operations in support of the Police Station within the area of jurisdiction of a Province
as directed by the Regional Director, PRO and/or the Provincial Director, Police
Provincial Office.

2. Develop, organize, and train organic personnel in the furtherance of assigned mission.
3. Establish, support, and operate a Forward Operations Base whenever the need arises,
in coordination with other AFP Units within AOR.

RESTRUCTURING AND STRENGTHENING OF UNITS


(City Police Offices)

1. Effective this date, the 20 City Police Offices (CPOs) are hereby
restructured and strengthened to effectively perform the following functions:

a. Enforce and execute the provisions of laws, decrees, General Orders,


Instructions, Executive Orders, City Charters, and ordinances of local
application;

b. Maintain peace and order and take all necessary steps to ensure public
safety;

c. Investigate and prevent crimes, effect the arrest of criminal offenders,


bring offenders to justice, and assist in their prosecution;

d. Exercise the general powers to make arrest, search, and seizure in


accordance with the Constitution and pertinent laws;

e. Detain an arrested person for a period not beyond what is prescribed by


law, informing the person so detained of all his rights under the
Constitution;

f. Implement the policies, directives, programs, and projects formulated


and adopted by the Chief, PNP in his exercise of the power of
administrative and operational control and supervision over the police;

g. Issue detailed implementing policies and instructions regarding


personnel, funds, properties, records, correspondence, and such other
matters as may be necessary to effectively carry out the functions,
powers, and duties of the Philippine National Police at the City level; and

h. Perform other tasks as directed by the Chief, PNP or the concerned


Regional Director, PRO.

2. The Command Group of each City Police Office shall be composed of the
City Director, CPO (CD, CPO), with the rank of Police Colonel; the Deputy City
Director for Administration (DCDA), and the Deputy City Director for Operations

(DCDO). The prescribed rank for DCDA, CPO and DCDO, CPO shall be Police
Lieutenant Colonel.

3. All City Directors, CPOs shall exercise administrative supervision and


operational control over the personnel assigned in their respective CPO including the
personnel assigned in Police Stations and lower units within the jurisdiction of the
Province.

4. All CPO Headquarters shall maintain six (6) Staff, namely: a) City
Administrative and Resource Management Unit (CARMU); b) City Intelligence Unit
(CIU); c) City Operations Management Unit (COMU); d) City Community Affairs and
Development Unit (CCADU); e) City Investigation and Detective Management Unit
(CIDMU); and f) City Plans and Programs Unit (CPPU). Each CPO Staff shall be
headed by a Police Commissioned Officer (PCO) with the rank of Police Lieutenant
Colonel. In addition, there shall be Police Strategy Management Unit (PSMU) under
the Office of the City Director, PPO.

5. The organizational structure and staffing pattern of all CPO Headquarters


shall be as reflected in Annex B hereof.

6. Requisite support pertaining to personnel, logistics, training, facilities, funds,


and other resources shall be requested by the Regional Directors, PROs to the
concerned Directorial Staff subject to existing PNP policies and procedures as well as
the approval of the Chief, PNP.

7. The issuance of this General Orders is in pursuance of the vested powers


of the Chief, PNP under Section 26 of Republic Act No. 6975. All directives and
issuances in conflict with the provisions hereof are hereby repealed.

81 POLICE PROVINCIAL OFFICES

WHEREAS, the Constitution and Republic Act No. 6975, as an'\ended by Republic
Act No. 8551, placed the Philippine National Police (PNP) under the a~ministrative control
and operational supervision of the National Police Commission (NAPOLCOM):

WHEREAS, the PNP submitted for approval of the Commission a copy of


NHQ-PNP General Orders Number DPL-18-24 which provides for the restructuring and
strengthening of 81 Police Provincial Offices (PPOs):

WHEREAS, the said PNP proposal Includes, among others, the following salient
provisions:
a. Adoption of standard template for the organization and staffing patterns of all
PPOs (except for the Non-Uniformed Personnel (NUP) complement of the
three (3) newly created PPOs, namely: Dinagat Island PPO and Davao
Occidental PPO under Police Regional Office 11 (PR011), and Zamboanga
Sibugay PPO under PR09, which shall stili be subject to the approval by the
Department of Budget and Management [DBM!):

b. Creation of additional two (2) Support Staffs, namely: (1) Administrative and
Resource Management Unit (ARMU ), and (2) Plans and Programs Unit
(PPU):

c. Renaming of the Police-Community Relations Unit (PCRU) to "Community


Affairs and Development Unit" (CADU): and

d. Identification of 11,502 uniformed personnel pOSitions for 81 PPOs (excluding


the 22,735 uniformed personnel positions under the PPO Mobile Force
Companies) and 1,134 NUP positions:

e. The Police Provincial Office (PPO) - Police Strategy Management Unit shall
be placed under the Office of the Provincial Director.
WHEREAS, the CommiSSion, after review of the PNP's proposal, finds the same
to be in order conSidering that said restructuring and strengthening of the 81 PPOs will
further enhance the capability said PNP units;

NOW THEREFORE, the Commission, in the exercise of its administrative control


and operational supervision over the Philippine National Police, HAS RESOLVED, AS IT
HEREBY RESOLVES, to approve the restructuring and strengthening oflhe 81 PPOs.

which provides for the standard organizational structure and slaffing pattern of the 81

CPO under PR08 which shall be subject to the approval by the DBM);

b. Provision for additional 335 NUP positions for all CPOs:

c. Creation of two (2) Support Staffs: (a) Administrative and Resource


Management Unit (ARMU), and Plans and Strategy Management Unit
(PSMU);

d. Renamin9 of the Police-Community Relations Unit (PCRU) as

WHEREA~, the Commission, after review of the PNP's proposal, finds lhe same
to be in order cortsidering that said restructuring and strengthening of the 20 CPOs will
