B. Assumption or Hypotheses

This study was premised on the following assumptions:

1. That the respondents are in the best position to provide the needed output for assessing
the level of security measures implemented by the Philippine National Police in
Enforcing Environmental Laws in Quezon province
2. That the information and responses given by the respondents were true and correct to the
best of their knowledge and belief
3. That the respondents are qualified and competent to answer the questions given in the
survey questionnaire and interviews
4. That the recommendations that will be provided, which was assessed by the respondents
are highly acceptable.

This study is composed of forty (40) respondents which includes DENR employees,
police officers of the Philippine National Police, and volunteers deputized by DENR.
Among the forty (40) respondents, 19 agreed that some violations of PD 705 are not
properly reported causing unaccounted problems. Community's lack of awareness about PD 705
caused uncertainty for the respondents with a mean average of 3.25. Out of 40 respondents, 19
agreed that authorities do not have access to areas prone to the commission of violation of PD 705.
In this study, authorities include not just DENR forest rangers but also their deputized agents such
as the Philippine National Police and other volunteers from communities. Lack of coordination
between DENR and deputized authorities caused uncertainty for the respondents with a mean
average of 3.275. Lastly, 20 respondents agreed that lack of funds allotted for DENR and deputized
authorities is another problem encountered in implementing the programs of the DENR deputized
law enforcement officers in implementing the provisions of PD 705.
