1. The Department of Education issues DepEd Memorandum No. 63, s. 2022 or the 2022
Oplan Balik Eskwela (OBE). With the theme "Kapit-Bisig Para sa Ligtas na Balik-Aral,"
this year's OBE aims to engage agencies, organizations, and other stakeholders in
preparation for the opening of the school year. The OBE is part of the Department’s
effort to ensure that learners from public and private schools are properly enrolled. It
aims to address problems, queries, and other concerns commonly encountered by the
public at the start of the SY. The theme of the OBE 2022 is Kapit-Bisig Para sa Ligtas na
Balik-Aral.
2. In line with this the school will conduct Oplan- Balik Aral from August 15-26, 2022.
Gapan East Integrated School acknowledges the importance of providing the public with
important information through press releases, media interviews, website postings,
updates on the official DepEd Facebook and Twitter accounts, and other available media.
3. This activity also included the Creation of an OBE Public Assistance Command Center
(PACC) shall be set up at the school through its Public Affairs Unit (PAU).
I. Functions of the OBE-PACC
The OBE-PACC shall serve as an information and complaints processing and routing
mechanism. It shall perform the following functions:
(1) Receive, process, and respond to simple queries,
information requests, and complaints from the general
public, including those forwarded by other DepEd
offices;
(2) Assist in the dissemination and clarification of DepEd
policies, programs, projects, and processes, particularly
those relevant to the opening of classes;
(3) Correctly identify and coordinate with the concerned
DepEd offices on complex concerns that will require the
specific offices' appropriate action; and
(4) Monitor, document, and submit reports on all issues
and concerns received by the OBE-PACC, including the
action taken.
II. Services of the OBF-PACC
5. All expenses incurred during this activity and the payment for the services of
the concerned personnel during the OBE shall be charged to the General
Administrative Support Services (GASS) Funds and local funds for regional and

1. The Scouting Movement, through the Boy Scouts of the Philippines (BSP) and the Girl
Scouts of the Philippines (GSP), is an effective program in the leadership and value
formation of every child. The main objective of this Program is consistent with the
Department’s mission to enhance, support, and develop boys and girls into well-
rounded individuals with exemplary character. The BSP and the GSP have, so far,
produced leaders who are true to the Scout Oath and Law or Girl Scout Promise and
Law.
2. With its impressive track record on youth development, the DepEd recognizes the
significant role of the BSP and the GSP in helping the school system mold pupils and
students into responsible and responsive citizens of the country. As a co-curricular
program, scouting activities help stem away vices and bad influences of drugs and peers.
3. Membership and participation in Boy/Girl Scouting indicates the interest of pupils and
students in worthwhile activities which develop productive skills through leadership
programs and projects that contribute to values development and character formation
of the schoolchildren.
4. All school personnel are encouraged to promote membership to the BSP and GSP among
all pupils and students, including parents and teachers, at the start of the School
Year.4.2. Membership and Collection of Membership Fees.
5. Membership to the BSP and GSP is voluntary and shall not be made a condition for
enrolment, transfer or clearance of pupils and students. Membership fees and other
fund raising activities of boys and girls scouts shall be collected by the GSP and BSP unit
leaders who shall immediately remit in full to the BSP and GSP local councils duly
chartered by their respective national office. No quota in membership shall be
required.4.3. Strengthening Quality Scouting Program
6. DepEd officials are urged to contribute in the development and implementation of
quality scouting programs.4.4. Participation of DepEd Officials and Schoolchildren in
Scouting Activities
7. All DepEd officials and schoolchildren are encouraged to participate in scouting
activities, such as jamborees, camps, meetings, competitions, trainings and conferences
in the school, division, regional, national and international levels, subject to existing
DepEd. 2022policies, rules and regulations.
10. The Technical Working Committee is attached here with to observed the precautionary
measures to ensure the safety and security of all pupils and personnel. School
Intramurals Committee and First aid team are organized also to ensure smooth, fair and
safe conduct of the activity.
11. All expenses incurred during this activity GEIS learners, will be subjected to schools’
MOOE.
12. The participants to this activity are all GEIS learners, teaching personnel, Head Teacher
and School Head.
