SECTION 16000
ELECTRICAL GENERAL REQUIREMENTS

PART 1.00 - GENERAL

1.01 GENERAL DESCRIPTION:

A. The work to be done under this Division of the Specifications consists of the, fabrication,
furnishing, delivery and installation, complete in all details of the Electrical System, at the project
premises and all work materials incidental to the proper completion of the installation, except
those portions of the work which are expressly stated to be done by others. All works shall be in
accordance with the governing Codes and Regulations ' and with the specifications, except those
where same shall conflict with such Codes, etc., which latter shall then govern. The requirements
with regards to materials and workmanship specify the required standards for the furnishing of all
labor, materials, and appliances necessary for complete installation of the work specified herein
and indicated in the drawings. The Specifications are intended to provide a broad outline of the
required equipment, and are not intended to include all details of design and construction.

B. PROJECT TITLE AND SITE OF WORK:

The project title is PROPOSED TWO-STOREY COMMERCIAL BUILDING


and shall be located at GENERAL T. DE LEON ROAD, VALENZUELA CITY.

C. SCOPE OF WORK:

Under this section of the specifications, provide all labor, materials and equipment and perform
all the work necessary for the complete execution of all the Electrical System as shown on
Electrical Drawings.

Scope of Work shall include but not be limited to the following principal items of work:

1. Furnish and install feeder from Service Entrance up to Distribution system.


2. Furnish and install feeder for generators from ATS to generator control panel. These also
include conduit and generator control wires.
3. Furnish and install wirings, electrical components, and termination materials required an
effective for electrical grounding system.
4. Furnish and install all circuit breakers, disconnect switches and other protective devices as
required on the plans.
5. Furnish and Install complete lighting system to include conduits, wiring, and wiring devices
as shown in the drawings.
6. Furnish and install a complete wiring system for motors to, include conduits, wires and
fittings as shown in the drawings.
7. Perform all terminations for Electrical Systems.
8. Painting of all exposed electrical conduits, enclosures and equipment.
9. Furnish and install complete grounding system.
10. Install all owner supplied materials, and equipment as shown on the plans.
11. Provide required fire stop sealant/material for all opening provision for conduit and wire way
12. Complete testing of Electrical Systems and Equipment.

13. Application of electric power connection including preparation of all necessary plans as
required by government agency having jurisdiction over the project, forms and related
documents, payment of all required fees and charges and coordination with other authorities
or persons involved in the procedures.
14. Preparation of As-Built Plans and Drawings.
15. All work, materials, equipment, fittings, supports, etc. which are necessary for the completion
of the works must be included in this division of work.

1.02 QUALIFICATIONS

A. Sleeves, Chases and Openings

1. Furnish templates, sleeves or details for chases and openings to be left in the floors and walls
to accommodate the work. Lay 'out the work in accordance with accepted shop drawings.
Furnish and set in place in advance of pouring of slabs or construction of walls, all inserts and
sleeves necessary to complete the work.
2. Pipe sleeves & chase for all electrical conduits and bus ducts passing through walls,
partitions, ceiling, floors, etc. shall be of sufficient length to extend through the full thickness
of the construction, with ends flush with the finish on each side, unless noted otherwise.
3. Chases, sleeves and openings in fire rated walls and floors (telephone, electrical closets, etc.)
shall be "'fire stopped" with acceptable fire safing insulation. Fire safing details shall be based
on UL listed assemblies.

B. Equipment Foundations and Supports (if any)

1. All floor mounted equipment and apparatus will be provided with necessary concrete
pedestals, bases, pads, curbs and anchor blocks by the Main Contractor as shown or required.
Provide anchor bolts, slab inserts, supports, hangers and sleeves as may be required or
necessary for proper support or attachment to the building structure for all conduit, equipment
and apparatus.
2. Concrete pads shall be 150 mm high unless otherwise indicated, with steel reinforcing and
necessary bolts, anchors, etc. Where concrete pad is set directly on concrete floor, provide
dowels in floor to tie base to floor. Pads shall be extended at least 100 mm beyond the
equipment outline on all four sides. Concrete work is specified in other sections by the Main
Contractor. Coordinate size, locations, anchor bolts, etc. Provide acceptable seismic restraint
anchor plates flush with top of housekeeping pads as required.
3. Foundations, hangers, supports, openings, .bracing, etc., shall be in accordance with the
requirements of SMACNA Guidelines for Seismic Restraints of Mechanical Systems.

1.03 SUBMITTALS:

Specific items requiring submittals shall be as specified, Shop drawings shall be submitted and approved
before procurement, fabrication, or delivery of such items to the job site. Partial submittals will not be
acceptable; such submittals will be returned without review.

A. MANUFACTURER'S DATA:

Submittals for each manufactured item shall include manufacturer's descriptive literature,
equipment drawings, diagrams, performance and characteristic curves, and catalog cuts. Each
submittal shall have the manufacturer's name, trade name, catalog model or number, name plate

data, size, layout dimensions, capacity, specification reference, Industry specification


references, and all other information necessary to establish contract compliance.

B. SHOP DRAWINGS:

Shop drawings shall show types, sizes, accessories, elevations, floor plans, sectional views,
installation details, elementary diagrams, and wiring diagrams.

Wiring diagrams shall identify circuit terminals and shall indicate the internal wiring for each
item of equipment and the interconnection between the items. Drawings shall also indicate
adequate clearance for operation, maintenance and replacement of operating equipment devices.
If any equipment is disapproved, the drawings shall be revised to show acceptable equipment and
may be resubmitted.

C. STANDARD COMPLIANCE:

When materials or equipment must conform to the standards of organizations such as American
National Standard Institute (ANSI), American Society for Testing and Materials (ASTM),
National Electrical Manufacturer's Association (NEMA), Underwriters Laboratories (UL) and
Philippine National Standard (PNS), proof of such conformance shall be submitted to the
Engineer for approval.

If an organization uses a label or listing to indicate compliance with a particular standard, the
label or listing will be acceptable evidence, unless otherwise specified in the individual sections.
In lieu of the label or listing, the Contractor shall submit a certificate from an independent testing
organization, which is competent to perform acceptable test and is approved by the Engineer. The
certificate shall state that the item has been tested in accordance with the specified organization's
Test methods and that the item conforms to the specified organization's standard. For materials
and equipment whose compliance with organizational standards or specifications is not regulated
by an organization using its own listing or label as proof of compliance, a certificate of
compliance from the manufacturer shall be submitted for approval. The certificate shall identify
the manufacturer, the product and the referenced standard and shall simply state that the
manufacturer certifies that the product conforms to all requirements of the project specification
and of the referenced standards listed.

D. CERTIFIED TEST REPORTS:

Before delivery of materials and equipment, certified copies of all test reports specified in the
individual sections shall be submitted for approval.

E. OPERATION AND MAINTENANCE MANUAL:

The Contractor shall furnish an operation and maintenance manual for each System and for each
piece of equipment. Five copies of the complete manual bound in hardback binders or an
approved equivalent shall be provided to the Owner. One manual shall be furnished before the
contract is completed. The following identification shall be inscribed on the cover; the words
"OPERATING AND MAINTENANCE MANUAL", the name and location of the project and
name of Contractor, the manual shall include the names, addresses, and telephone number of each
subcontractor installing equipment and systems, and of the local representatives for each item of
equipment and each system. The manual shall have a table of contents and be assembled to
conform to the table of contents with the tab sheets placed before instructions covering the

subject. The instruction sheets shall be legible with-large sheets of drawings folded in. The
manual shall include, but not be limited to the following: a system layout showing circuits,
devices and controls; wiring and control diagrams with data to explain detailed description of the
function of each principal component of the system, the procedure for operating: shutdown
instructions; installation instructions; maintenance instructions; test procedures; performance
data; and parts list.

The parts list for equipment shall indicate the sources of supply, recommended spare parts, and
the service organization which is reasonably convenient to the building site. The manual shall be
complete in all respects for all equipment, controls, and accessories provided.

1.04 DELIVERY AND STORAGE:

Equipment and materials shall be properly stored and adequately protected and carefully handled
to prevent damage before and during installation. Equipment and materials shall be handled,
stored and protected in accordance with the manufacturer's recommendations and as approved by
the Engineer. Cables shall be sealed, stored and handled carefully to avoid damage to the outer
covering or insulation and damage from moisture and weather. Damaged or defective items shall
be replaced with new items at no cost to the Owner.

1.05 CATALOGED PRODUCTS

Materials and equipment shall be cataloged products of manufacturers regularly engaged in


production of such materials or equipment and shall be of manufacturer's latest standard design
that complies with the specification .requirements. When two or more units of the same type,
class, and size of equipment are required, these units shall be the products of a single
manufacturer: however, the component parts of the system need not be the products of the same
manufacturer. Each major component of equipment shall have the manufacturer's name, address,
and the model and serial number on a nameplate securely affixed in a conspicuous places; the
nameplate of the distributing agent will not be acceptable.

1.06 MANUFACTURER'S RECOMMENDATIONS:

Where installation procedures are specified to be in accordance with the recommendations of the
manufacturer of the material or equipment being installed, printed copies of these
recommendations shall be furnished to the engineer prior to installation. Installation of the
item will not be allowed to proceed until the recommendations are received. Failure to furnish
these recommendations can be cause for rejection of the material.

1.07 COORDINATION:

Electrical work shall be coordinated with other trades involved in the construction of the project.
All work shall be carefully laid out in advance, coordinating electrical features with architectural
and structural features of construction.

1:08 CODES, INSPECTIONS, PERMITS AND FEES:

A. The work under this Contract is to be installed according to the requirements of the latest edition
of the Philippine Electrical Code, the rules and regulations of the local authorities.

B. All permits and fees required for this work shall be obtained by and at the expense of the
Contractor. The Contractor shall furnish the Engineers, and the Owner final certificates of
electrical 'inspection and approval from the proper government authorities after completion of the
work. The Contractor shall prepare all as-built and all forms and documents required by the
approving authorities.

1.09 RECORD DRAWING'S:

The Contractor shall, during the progress of the work, keep a careful record of all changes where
the actual installation differs from that shown on the Contract Drawings. Upon completion, the
Contractor shall, in a neat and accurate manner, finalize "As-Built" drawings on an Electronic
File.

These drawings shall be submitted to the Engineers for approval. Final payment will be withheld
until receipt of the approved record drawings showing circuit runs and pullboxes with sufficient
information for future rewiring, maintenance and identification. The final submittal of “As-Built
Plans” shall consist of an electronic file and three (3) sets of prints of "As-Built Drawings" of
Electrical System Works. The print copies shall be duly signed and sealed by a Registered
Professional Electrical Engineer of the Contractor. This approved final submittal shall become the
property of the Owners.

1.10 MINOR MODIFICATIONS:

The plans as drawn are based upon architectural plans and details and show condition as
accurately as it is possible to indicate them in a scale. The plans are diagrammatical and do not
necessarily show all fittings, etc., necessary to fit the project conditions. The location of
equipment, apparatus and appliances shown on them are approximate. Contractor shall be
responsible for the proper location in order to make them fit with architectural details and
instructions from Owner's representative at the site.

1.11 GUARANTEES:

A. The contractor shall guarantee that the systems are free from all grounds and from all defective
workmanship and materials and will remain so for a period of one year from date of acceptance
of work. Any defects, appearing within aforesaid period, shall be remedied by the Contractor at
his own expense.

B. The Contractor shall indemnify and save harmless the Owner and the Engineers from and against
all liabilities for damages arising from injuries or liabilities to persons or damage to property
occasioned by any act or omission of the Contractor or any of his Sub-Contractors, including any
and all' expenses, legal or otherwise, which may be incurred by the Owner, or the Engineers, in
the defense of any claim, action or suit.

1.12 SUBCONTRACT, ETC.:

The Contractor shall be held fully responsible for the work of any Subcontractor or manufacturer
performing work or supplying materials and ascertain that the work, when finally delivered to the
owner, shall be ready in every respect for satisfactory and efficient operation.

A. The work throughout shall be executed in the best and most thorough manner under the direction
of the Contractor and to the satisfaction of the owner and Engineers, who will jointly Interpret the
meaning of the drawings and Specification and shall have the authority to reject any work
materials which, in their judgment are not in- full accordance therewith.
B. The Contractor shall have on file, for ready access and reference, a set of drawings indicating all
work as actually installed incorporating in the same all changes and additions. Upon the
termination of the Contract, he shall prepare a set of tracings indicating there on the Work as
actually and finally installed. These drawings shall be turned over to the Engineers.
C. The Contractor shall be responsible for keeping stocks of material and equipment stored on the
premise in a neat and orderly manner.

1.14 CONTRACT DRAWINGS:

A. The location of outlets, apparatus and equipment indicated on the drawings are shown as
accurately as possible, that the small scale drawings are necessarily diagrammatic and that such
locations, as shown, are subject to slight revisions as the work is installed which may be
necessary to fit construction conditions. No major changes shall be made, however, without the
approval in writing of the Engineers.
B. The Contractor shall examine and study the architectural scale drawings, large scale and full size
details, the approved shop drawings of other parties and he shall frequently consult with them to
ascertain any changes that may have been made and he shall be .guided accordingly before
establishing the precise location of conduits runs, pull and junction boxes and devices. All outlets
covered or partially covered by ducts, piping, etc., shall be extended laterally or to underside of
same so that the equipment may be properly installed.
C. The Contractor shall effectively protect his own work from damage during and, as may be
necessary after installation, and he shall likewise Protect adjoining work of other parties from I
damaged resulting from his installation.

1.15 LOCATION OF WIRING AND EQUIPMENT:

A. The Contractor shall coordinate his work with all parties involved so that exact locations may be
obtained for all apparatus, appliances and wiring.
B. The location of equipment shown on diagrammatical wiring plans shall be considered as
approximate and it shall be incumbent upon the. Contractor, before installation to study 'all
pertinent drawings and obtain precise information from the architectural schedules, scale
drawings, large scale and full size details of finished rooms, approved shop drawings of other
parties involved or from the Engineer.

1.16 BUILDING PROVISION:

Certain provisions have been made in the Building for the accommodation of electrical
Installation, these provisions include space allocation, holes through beams and structural I slabs,
etc. The provisions so made are shown on the Drawings. Before proceeding with the Works, the
Contractor is to check and confirm that the provisions are adequate and satisfactory-for the
Works, and where necessary, additional information is to, be provided.

It is the Contractor's responsibility to ensure that the Builder is informed of all holes required in
the structure. Any subsequent structural openings required due to negligence in providing sleeves
beforehand shall be at the expense of the Contractor unless they are covered on a duly authorized
variation order issued by the Architect. It is the Contractor's responsibility to ensure that all holes,
openings etc., are provided correctly during construction of the Building.

1.17 MATERIAL PROPOSED:

The contractor is required to state in his bid the manufacturer and type proposed for all materials
to be used for the Works. Any alternative offer shall be submitted at the time of bidding.

Samples of the materials to be used shall be submitted to the Architect/Engineer for approval
before procurement and/or installation.

1.18 INTERPRETATION OF SPECIFICATIONS AND DRAWINGS:

Any queries regarding the interpretation of the specifications or of the drawings may be addressed
to the Architect or Engineers in writing before submission of bid and the Contractor will be
deemed to have satisfied himself that he is able to comply in all respects with the plans and
specification to a degree acceptable to the Architect and Engineers.

1.19 MAINTENANCE AND-DEFECTIVE LIABILITY PERIOD:

The defective liability period shall be twelve (12) months starting from the date of satisfactory
completion of the work and formal acceptance of the work by the Owner.

If any defects or signs of deterioration occur to the said work within such period, the Contractor
shall be liable to make good all such defects at his own expense and to the satisfaction of the
Architect and Engineers. The period of maintenance of such repaired work shall be extended to a
further three (3) months.
1.20 COMMENCEMENT AND COMPLETION OF WORK:

The Contractor shall commence the work within 14 days from the date of receipt of the written
acceptance of the tender.

1.21 SUBMITTAL REQUIREMENTS:

A. All submittals shall be submitted within 60 days from the issuance of notice to proceed.
B. Materials and equipment requiring samples, catalogue, data, shop drawings and manufacturer's
certification shall be as indicated in the specifications.
C. Material samples shall be fixed on 6 mm (1/4 inch) thick plywood of sufficient size and fully
labeled.
D. Quantity of submittals shall be six (6) sets shop drawings and seven (7) sets for catalogue data
and manufacturer's certification.
E. Submittals of the Contractor shall be reviewed and' returned within a minimum of 21 days, each
stamped "REVIEWED" and "A", "B", or "C" I "ACTION". The review actions are as follows:

"A" ACTION means that fabrication, manufacture, or construction may proceed providing
submittal complies with the Contract Documents.

"B" ACTION means that fabrication, manufacture, or construction may proceed providing
submittal complies with the Consultant's notations and the Contract Documents, If, for any
reason, Contractor cannot comply with the notations, Contractor shall resubmit as described for
submittals stamped "C" ACTION.

"C" ACTION means that submittal does not comply with the Contract Documents and that
fabrication, manufacture, or construction shall not proceed. Submittals stamped "C" ACTION are
not permitted on Job site. Contractor shall make revisions and resubmit.

F. Biodata of Contractor site staff shall be submitted for approval prior to field assignment.

1. The Sub-Contractor shall provide a suitably qualified Site Engineer for the whole
duration of the Contract.
2. The Site Engineer shall be well experienced, fluent in English and shall adequately
represent the Contractor at site meetings and other meetings as required.
3. The Site Engineer shall be authorized to receive and execute efficiently instructions
issued by the Engineers and the Architects.
4. In addition to the Site Engineer, foremen and supervisors shall be provided by the Sub-
Contractor as required, to the satisfaction of the Engineer.
5. The Engineer reserves the right to remove, or cause to remove, from site the Contractor's
Site Engineer and/or any of his subordinates who, in the opinion of the Engineer, fails to
perform satisfactorily his duties in the best interest of the project.

DIVISION 16: ELECTRICAL


SECTION 16010
INTERIOR WIRING SYSTEM

PART 1.00 – GENERAL

1.01 GENERAL REQUIREMENTS:

Section 16000, “Electrical General Requirements,” applies to this section with additions and
modifications specified herein. In each of the standards referred to herein, consider the advisory
provisions to be mandatory, as though the word “shall: wherever it appears. Interpret reference in
these standards to the “authority having jurisdiction.” or words of similar meaning, to mean the
Engineer.

1.02 SUBMITTALS:

A. MANUFACTURER’S DATA:

1. Receptacles
2. Circuit breakers/Disconnect Switches
3. Wiring Devices
4. Conduit and fittings (each type)
5. Ground rods
6. Device plates
7. Insulated conductors
8. Outlet and junction boxes

B. SHOP DRAWING:

1. Panel board (Lightning, receptacles, distribution and power panels)


2. Busbar, wire and breaker gutters.
3. Support details including hangers, brackets and clamps.

PART 2.00 – PRODUCTS

A. CONDUIT AND FITTINGS:

1. Conduits in general shall be RIGID STEEL CONDUIT / ELECTRICAL METALLIC


TUBING with an interior coating as manufactured by PANASONIC, McGILL or
approved equal.
2. Rigid Non Metallic Conduit (RNC) should be of uPVC pipes conforming to
PNS14:1983. For embedded applications use thin wall pipes and for direct burial\above
ground without encasement use thick wall pipes subject to 4.1.
With brand name: NELTEX, EMERALD or approved equivalent.
3. No conduits shall be used in any system smaller than 15mm (1/2 inch) diameter electric
trade size, nor shall have more than four (4) 90 degree bends in any one run and where
necessary, pull boxes shall be provided as directed.
4. No wire shall be pulled into any conduit until the conduit system is completed in all
details, in the case of concealed work until all rough plastering masonry has been

completed, and in the case of exposed work until the conduit work has been completed in
every detail.
5. The ends of all conduits shall be tightly plugged to exclude plaster, dust and moisture
while the construction of building is in progress. All conduits shall be reamed to remove
all burrs.
6. All pipes and fittings on exposed work shall be RSC or EMT and be secured by means of
metal clips, which shall be held in place by means of machine screws. When running
over concrete surface, the screws shall be held in place by means of expansion sleeves.
All pipes on expose work shall be run at right angles to and parallel with the surrounding
walls. No diagonal runs shall be allowed and all bends and offsets shall be avoided as
much as possible. Where necessary, conduit fittings shall be used. Conduits in all cases
shall be run perfectly straight and true, satisfactory to the Engineer. Conduits shall be
supported at 1.50 meter interval maximum.

B. OUTLETS, BOXES AND FITTINGS:

1. At all outlets of whatever kind, for all system, there shall be provided a suitable fitting,
which shall be either a box or other device especially designed to receive the type of
fitting to be mounted thereon.
2. The Contractor shall consult with the Engineer as to the nature of the various fittings to
be used before installing his outlet fittings, and shall conform strictly in the use of
fittings, to the nature of the appliance to be mounted on them, so that the work. When
completed will be a finished design.
3. All outlets on exposed conduit work shall be cast alloy conduit fittings of proper type,
locally manufactured.
4. At all outlets on concealed conduit work, provide galvanized pressed steel outlet boxes of
standard make. These boxes shall be in all cases standard and where such boxes are not
available on the market, special boxes shall be secured by the Contractor at his own
expense. In general outlet boxes shall be at least 100 mm in diameter, 53 mm deep and
1.35 mm minimum thickness.
5. All utility boxes intended for outlet devices shall be especially designed to receive the
particular type of device to be mounted and should by deep enough to accept and fit the
total number of conductors and device required as per drawings, Minimum box interior
volume shall be 2337.61 cu. cms. (14.5 cu inches).
6. Boxes shall be as manufactured by Quality Products Corp. or approved equal.
7. In case of fixtures, their outlet fittings shall be provided with suitable supports of size and
kind required by the fixture to be hung. Fixture studs if required shall be 9 mm dia.
8. Electrical boxes & Outlet Boxes to be of uPVC with molded fixed socket with brand
name: NELTEX, EMERALD, or approved equivalent.

C. JUNCTION AND PULL BOXES:

1. Junction and pull boxes, of Code gauge steel, galvanized shall be provided as indicated or
as required for facilitating the pulling of wire and cables. Pull boxes in finished places
shall be located and installed with the permission and to the satisfaction of the Architect
and Engineers.
2. All junction and pull boxes on exposed conduit work shall be provided with hubs for
threaded pipe entry and covers provided with neoprene gaskets.
3. Boxes shall be as manufactured by Quality Products Corporation or approved equal.

D. WIRES AND CABLES:

1. All wires shall be copper, soft-drawn and annealed, shall be 98% conductivity, shall be
smooth and true of a cylindrical form and variation shall be within 1% of the actual size
called for,
2. All wires and cables shall comply with the requirements of the PNS as they apply to the
particular usage.
3. All wires and cable shall be as manufactured by Columbia Wires and Cables, Phelps
dodge or approved equal.
4. Wires and cables for power and lighting system shall be plastic insulated for 600 volts
working pressure type “THHN / THWN” unless otherwise noted on plans or specified.
5. Wire and cables for lighting system installed or run throughout within the ballast
compartment shall be plastic insulated for 600 volts working pressure type “THW” unless
otherwise noted on plans or specified.
6. All wires shall be stranded copper.
7. Control leads for motors or lighting shall be of type “TW”.
8. For lighting and power systems no wire smaller than 3.5 mm sq. shall be used, except for
control leads or otherwise specified.
9. Color Coding:
Provide for all service, feeder, branch control and signaling circuit conductors. Color
shall be green for grounding conductors and White for neutrals. The color of the
ungrounded conductors in different voltage systems shall be as follows:

a. 230 volt, 3-phase: A – Red


B – Blue
C – Yellow
Ground – Green

10. Splices and Termination Components:

Connectors for wires 5.5 mm2 and smaller shall be insulated pressure-type or twist-on
splicing connector. Provide solder less terminal lugs on stranded conductors (AL9CU).

E. WALL SWITCHES AND PLATES:

1. Wall switches shall be rated with ampere and voltage ratings as required. Switches shall
be for flush mounting type and of the quiet type, spring operated. The type of switches
shall be tumbler operation and the color, plating and appearance of wall plates shall be as
selected by the Architect. Appropriate samples shall be submitted prior to the purchase
of wall switches and face plates. Switches and plates shall be as manufactures by
National, or approved equal.
2. Provide weather proof metal switch plate covers where indicated on plans.
3. All utility boxes intended for switch devices shall be specifically designed to receive the
particular type of switch device to be mounted and should be deep enough to accept and
fit the total number of conductors required as per drawings. Minimum box interior
volume shall be 237.61 cubic centimeter (14.5 cubic inches).

F. WALL RECEPTACLES AND PLATES:

1. Receptacle outlets shall be 15 Ampere, 250 V, 2 pole, 3-wire parallel slot, grounding
type. Parallel slot outlet rated 15A, 125 V grounded type shall be acceptable for use with
250 V systems. Locking type and other special purpose receptacle outlets shall be as
indicated in the drawings.
2. Appropriate weather proof fitting metal cast alloy boxes shall be provided for
convenience outlet where indicated to be weather proof.
3. Provide weather proof metal receptacle plate cover for each convenience receptacle outlet
indicated as weather proof.
4. Type and color of receptacle outlet and plates shall be as selected by the Architect.
Appropriate samples of outlets and plates shall be submitted prior to purchase of devices.
5. All utility boxes intended for receptacle outlet devices shall be specially designed to
receive the particular type of receptacle outlet device to be mounted and should be deep
enough to accept and fit the total number of conductors required as per drawings.
Minimum box interior volume shall be 237.61 cubic centimeters (14.5 cubic inches).
6. Aesthetic consideration by architects approval

G. PANELS AND CABINETS:

1. Standard panels and cabinets, as much as possible shall be used and assembled on job.
All panels shall be dead front construction, furnished with trims for flush or surface
mounting as required. Cabinets shall be of Code gauge steel with gutter at least 100 mm
wide and wider if necessary. The trim for all panels shall be finished in industrial grey
enamel over a coat of rust inhibitor.
2. Panels and cabinets shall be as manufactured by Square-D, G.E., Schneider or equal.
Manufacturer’s shop drawings shall be submitted before manufacturing.
3. Lighting panels shall be equipped with branch molded case circuit breakers as required
and mains as noted on Plans or panel schedule. All circuit breakers shall be Square-D,
G.E., Schneider or approved equal.
4. Panel board main bus work shall be ampacity rated to equal or exceed overcurrent
protective device immediately ahead of it. All bus work shall be properly secured to
withstand available short circuit forces at the location.
5. Distribution panels shall be of the same type as lighting panels except equipped with two
poles and three poles molded case circuit breakers of sizes, voltages ratings and
interrupting capacity as called for on Plans.

H. INDIVIDUAL BREAKERS AND SWITCHES:

1. Provide individual circuit breakers, safety switches and disconnect switches where
indicated on plans. Voltage ratings shall be suitable in each case of service application.
Enclosures shall be General purpose, NEMA Type 1, except where specifically noted on
plans or assembled on panel cabinets.
All protective devices shall meet NEMA and Underwriter’s Laboratories, Inc.
specification.
2. Circuit breakers shall consist of a quick-make, quick-break type entirely trip-free
operating mechanism with contacts, arc-interrupter, and thermal magnetic trip unit for
each pole, all enclosed in a molded-phenolic case. The thermal-magnetic trip unit shall
provide time-delayed overload protection, and in case of overload or short circuit current
in any one pole. Circuit breaker shall be trip indicating, with the tripped position of
breaker handle midway between “ON” and “OFF” positions.

3. All circuit breakers shall be bolt-on type unless noted otherwise.


4. Circuit breaker shall be as manufactured by Schneider Electric, G.E., Square-D, or
approved equal. All Circuit breakers rated above 225 amperes shall have interchangeable
trip units. Unless otherwise specified, minimum interrupting level for 240 volts circuit
breakers shall be 10,000 amperes.

I. DISCONNECT MEANS:

1. Disconnect means shall be provided as indicated on the drawings at motor locations.


Disconnect switches shall be fusible or non-fusible as required and of sizes as indicated
on the plans.
2. Disconnects shall be horsepower rated, of sufficient capacity to carry the continuous
current of the load it controls and of the correct voltage rating, Disconnect switches shall
be as manufactured by Alliedcor or approved equal.

J. PANELBOARD BUSES:

Support copper bus bars on bases independent of the circuit breakers. Main buses and back pans
shall be designed so that breakers may be changed without machining, drilling, or tapping.
Provide a separate ground bus marked with a green stripe along its front and bonded to the steel
cabinet for connecting grounding conductors.

PART 3.00 – EXECUTION

3.01 INSTALLATION:

A. GENERAL REQUIREMENTS:

Electrical installations shall conform to the requirements of the Code and to the requirements
specified herein.

B. WIRING METHODS:

Wiring method shall be insulated conductors installed in conduit, except where specifically
indicated or specified otherwise, or required by the Code to be installed otherwise. An
insulated equipment grounding conductor shall be provided in all branch circuits, including
lighting circuits.

C. CONDUIT INSTALLATION:

Unless indicated otherwise, conceal, conduit within finished walls, and floor. Install conduit
panel parallel with or at right angles to ceilings, walls, and structural members where located
above accessible ceilings and where conduit will be visible after completion of project.

1. Where conduits rise through floor slabs, the curved portion of bends shall not be visible
above the finish slab.

2. Conduit Support:
Support conduit by pipe, straps, wall brackets, hangers or ceiling trapeze. Fasten by
machine screws, welded threaded studs, or spring-tension clamps on steel work. Do
not weld conduits or pipe straps to steel structures. The load applied to fasteners shall

not exceed one-fourth of the proof test load. In partitions of light steel construction,
use sheet-metal screws.
3. Make changes in direction of runs with symmetrical bends or cast-metal fittings. Make
field-made bends and offsets with a hickey or conduit-bending machine. Do not install
crushed or deformed conduits. Avoid trapped conduits. Prevent plaster, dirt, or trash
from lodging in conduits, boxes, fittings, and equipment during construction. Free
clogged conduits of all obstructions.
4. Install pull wires in empty conduits in which wire is to be installed. The pull wire shall
be 2mm2 (No. 14 AWG) zinc-coated steel or plastic having not less than 90 kilogram
(200 pound) tensile strength. Leave not less than 300 mm of slack at each end of the
pull wire.
5. Conduit installed in Concrete Floor Slabs:
Locate so as not to adversely affect the structural strength of the slabs. Installs conduit
within the middle one-third of the concrete slab. Space conduits horizontally not closer
than three diameters except at cabinet locations. Curved portions of bends shall not be
visible above the finish slab. Where embedded conduits cross expansion joints,
provide suitable watertight expansion fittings and bonding jumpers. Conduit larger
than 25 mm trade size shall be parallel with or at right angles to the main
reinforcement; when at right angles to the reinforcement, the conduit shall be close to
one of the supports of the slab.
6. Fasten conduits to sheet metal boxes and cabinets with locknuts where required by
Code, where insulated bushings are used, and where bushings cannot be brought into
firm contact with the box; otherwise, use at least a single locknut and bushing.
Locknuts shall be the type with sharp edges for digging into the wall of metal
enclosures. Install bushings on the ends of conduits and provide insulating type where
required by Code.
7. Flexible connections of short length maximum of 1.828M) shall be provided for
lighting fixtures. Liquid0tight flexible conduit shall be used in wet locations. A
separate ground conductor shall be provided across flexible connections.

D. BOXES, OUTLETS AND SUPPORTS:

Provide boxes in the wiring or raceway systems wherever required for pulling of wires, making
connections, and mounting of devices of fixtures.

Boxes for metallic raceways shall be of the cast-metal hub type when located in normally wet
locations, when surface mounted on outside of exterior surfaces, when installed exposed up to
2M above interior floors and walkways, and when installed in hazardous areas. Boxes in other
locations shall be sheet steel. Each box shall have the volume required by Code for the number
of conductors enclosed in the box. Boxes for mounting lighting fixtures shall be not less than
10mm square (or octagonal), except that smaller boxes may be installed as required by fixture
configurations, as approved. Provide gaskets for cast-metal boxes installed in wet locations and
boxes installed flush with the outside of exterior surfaces. Fasten boxes and supports with
machine screws or welded stubs on steel work. In open overhead spaces, cast boxes threaded to
raceways need not be separately supported except where used for fixture support: support sheet
metal boxes directly from the building structure or by bar hangers. Where bar hangers are used,
attach the bar to raceways on opposite sides of the box and support the raceway with an
approved type fastener not more than 600 mm from the box.

1. Boxes for use with raceway systems shall not be less than the minimum size required
by Code of code-gage aluminum or galvanized sheet steel, except where cast-metal

boxes are required in locations specified above. Furnish boxes with common pull box,
tag the feeders to indicate clearly the electrical characteristics, circuit number, and
panel designation.

E. MOUNTING HEIGHTS:

Mount panel boards, circuit breakers and disconnecting switches so the height of the operating
handle at its highest position will not exceed 2M from the floor. Mount lighting switches 1400
MM above finished floor, receptacles 300 MM above finished floor. Measure mounting
heights of wiring devices and outlets to the center of device or outlet.

F. CONDUCTOR IDENTIFICATION:

Provide conductor identification within each enclosure where a tap, splice or termination is
made. For conductors 14mm2 and smaller, color coding shall be factory-applied color
impregnated insulation. For conductors 22mm2 and larger, color coding shall be by plastic
coated self-sticking markers, colored nylon cable ties and plates, or heat – shrink type sleeves.
Identify control circuit terminations.

G. SPLICES:

Make splices in accessible locations. Make splices in conductors 5.5mm 2 and smaller with an
insulated pressure type connector. Make splices in conductors 8mm2 and larger with a
solderless connector and cover with an insulation material equivalent to the conductor
insulation.

H. COVERS AND DEVICE PLATES:


Install with all four edges in continuous contact with finished wall surfaces without the use of
mats or similar devices. Plaster fillings will not be permitted. Plates shall be installed with an
alignment tolerance of 1.5mm. The use of sectional type device plates will not be permitted.
Plates installed in wet locations shall be gasketed.

I. GROUNDING AND BONDING:


Ground all exposed non-current-carrying metallic parts of electrical equipment, metallic
raceways systems and neutral conductor of wiring systems. Make ground connection at the
main service equipment and extend grounding conductor to the point of entrance of the metallic
water service. Make connection to the water pipe by a suitable ground clamp or lug connection
to a plugged tee. If flanged pipes are encountered, make connection with the lug bolted to the
street side of the flanged connection. Supplement the metallic water service grounding system
with an additional made electrode in compliance with the code. Make ground connection to
buried ground wire on the exterior of the building.

1. Grounding Conductor:
Provide an insulated, green-colored equipment grounding conductor in all feeder and
branch circuits. This conductor shall be separate from the electrical system neutral
conductor.

2. Resistance:
The maximum resistance to ground of the grounding system shall not exceed 5 ohms
for power 2 ohms for communication under normally dry conditions. Where the

resistance obtained exceeds 5ohms and 2 ohms respectively, contact the Engineer for
further instructions.

J. FIELD TESTS:

The Contractor shall provide all test equipment and personnel and submit written copies of all
test results. As an exception to requirements that may be stated elsewhere in the Contract, the
Engineer shall be given 5 working days notice prior to each test.

1. Devices Subject to Manual Operation:


Each device subject to manual operation shall be operated at least five times,
demonstrating satisfactory operation each time.
2. Test on 600-Volt Wiring:
Test all 600-volt wiring to verify that no short circuits or accidental ground exist.
Perform insulation resistance tests on all wiring 14mm 2 and larger using an instrument
which applies a voltage of approximately 500 volts to provide a direct reading of
resistance; minimum resistance shall be 250,000 ohms.
3. Grounding System Test:
Test the grounding system to assure continuity and the resistance to the ground is not
extensive. Test ground wire for resistance to ground. Make resistance measurement in
normally dry weather, not less than 48 hours after rainfall. Submit written results of
each test to the Engineer and indicate the resistance and soil conditions at the time the
measurement were made.

SECTION 16020
TESTING

PART 1.00 – GENEAL

A. Section 16000, “Electrical General Requirements”, applies to this section, with the additions and
modifications specified herein
B. The Contractor shall provide any materials, equipment and labor requires, and make such tests as
specified in the various Electrical Power and Lighting Systems and as deemed necessary to show
proper execution of the work in the presence of the Engineer.
C. Any defects or deficiencies discovered as a result of such tests shall be corrected at the expense of
the Contractor without additional cost to the Owner.
D. After the installation is completed and properly adjusted, and at such time as the Engineer may
direct, the Contractor shall conduct operating tests. The various equipment and systems shall be
demonstrated to operate in accordance with the requirements of the Contact Documents. Tests
shall be performed in the presence of the Engineer. The Contractor shall provide electric power,
instruments and personnel necessary for performing the various tests.
E. Contractor shall engage the services of a recognized independent testing laboratory (hereinafter
referred to as testing laboratory) to perform tests herein specified.
F. Testing laboratory shall provide all material, equipment, labor and technical supervision to
perform such tests.
G. It is the intent of these tests to assure that all electrical equipment is operational within industry
and manufacturer’s tolerances.
H. Upon completion of the tests noted in these specifications, a label shall be attached to all serviced
devices. These labels shall indicate date serviced and the service company responsible and the
name of the Electrical Contractor.
I. Tests shall determine suitability for continued reliable operation.
J. Division of Responsibility:

1. Contractor shall perform routine insulation resistance, continuity and rotation tests for all
distribution and utilization equipment prior and in addition to tests performed by the
testing laboratory.
2. Contractor shall supply suitable and stable source of test power to test laboratory at each
test site. Testing laboratory shall specify requirements.
3. Contractor shall notify testing laboratory when equipment becomes available for
acceptance tests. Work shall be coordinated to expedite project scheduling.
4. Contractor shall supply complete set of electrical plans, specifications and any pertinent
change orders to the testing laboratory prior to commencement of any testing.
5. Testing laboratory shall notify the Engineer prior to commencement of any testing.
6. Testing laboratory shall be responsible for implementing all final settings and
adjustments on protective devices and tap changes in accordance with specified values.
7. Any system material or workmanship which is found defective on the basis of acceptance
tests shall be reported directly to the Engineer.
8. Testing laboratory shall maintain written record of all tests and upon completion of
project, assemble and certify final test report.

K. General Requirements:

1.01 INSPECTION AND TEST PROCEDURES

A. Panel board, Switchgear and Switchboard Assemblies – General:

1. Visual and Mechanical Inspection:

a. Inspect for physical damage.


b. Compare equipment nameplate information with latest single line diagram and
report discrepancies.
c. Inspect for proper alignment, anchorage and grounding.
d. Check tightness of accessible bolted bus joints by calibrated torque wrench
method. Refer to manufacturer’s instruction for proper foot pound levels. In the
absence of specific instructions use Table 1.
e. Key Interlock systems shall be physically tested to insure proper function.

1. Closure attempt shall be made on locked open devices. Operating


attempt shall be on closed locked.
2. Key exchange shall be made with devices operated in off-normal
positions.
f. All doors, panels and sections shall be inspect4ed for paint, dents, scratches and
fit.

in accordance with requirements hereinafter and/or manufacturer’s

B. Cables – Low Voltage (600 Volts and Less):

1. Visual and Mechanical Inspection:


a. Cables to be inspected for physical damage and proper connection in accordance
with single line diagram.
b. Cable connection shall be torque tested to manufacturer’s recommended values.

2. Electrical Tests:

a. Perform insulation resistance test on each cable with respect to ground and
adjacent cables.
b. Perform continuity test to insure proper able connection.

3. Test Values:

a. Insulation resistance tests shall be performed at 1000 volts D.C. for one-half (1/2)
minute.
b. When insulation resistance must be determined with all switchboards, panel
boards, fuse holders, switches and overcurrent devices in place, the insulation
resistance when tested at 500 volts D.C. shall no less than Table 7.

d. Insulation resistance shall be determined pole to pole, across pole and pole to
ground. Test voltage shall be 1000 volts D.C.

3. Test Values:

a. Contact resistance shall be compared to adjacent poles and similar breaker.


Deviations of more than fifty percent (50%) shall be investigated.
b. Insulation resistance shall not be less than fifty (50) megohms.
c. All trip times shall fall within Table 9. Circuit breakers exceeding maximum
three hundred percent (300%) time (column 5) shall be replaced.
d. Instantaneous pickup current levels should be within twenty percent (20%) of
manufacturer’s published values.

Inspect ground system for compliance with plans and specifications.

Perform ground continuity test between main ground system and equipment frame,
system neutral and/or desired neutral point. This test shall be made by passing a
minimum of ten (10) amperes D.C. current between ground reference system and the
ground pint to be tested.

Voltage drop shall be measured and resistance calculated by voltage drop method.

F. Rotating Machinery:

1. Visual and Mechanical Inspection:


a. Inspect for physical damage.
b. Compare equipment nameplate information with single line diagram and report
discrepancy.
c. Inspect for proper anchorage, mounting, grounding and connection.
d. Special tests as suggested by manufacturer, such as gap spacing and pedestal
alignment, shall be made where applicable.

2. Electrical Tests:

a. Dielectric Absorption Tests:

1. (Large motors) A dielectric absorption test shall be made on motor and


starter circuit. Polarization index shall be determined for motor winding.
2. (Small motors) A dielectric absorption test shall be made on motor
winding. The thirty/sixty (30/60) second ratio shall be determined.

b. Perform insulation resistance test on pedestal per manufacturer instructions,


where applicable.
c. A rotation test shall be made to insure proper shaft direction.
d. Measure no load and full load running current and compare to nameplate.
e. Observe proper operation and sequence of any reduced voltage starters.
f. Vibration Tests:

1. (Large motors) Perform vibration base line tests. Amplitude to be


plotted vs. frequency.
2. (Small motors) Perform vibration amplitude test.

3. Test Values:

DIESEL ENGINE GENERATOR SET

PART 1.00 – GENERAL

1.01 Description

A. Provide one (1) diesel electric generating unit (220KVA, 3Ø, 230V, 60HZ – OPEN
TYPE) with accessories, auxiliary equipment and associated work as specified. Provide
equipment layout and necessary machine foundation, ventilation and other accessories for
coordination with the others trades.
B. The generator set shall consist of a diesel fueled engine directly coupled to an electric
generator, together with the necessary switchgear, controls and accessories, to
automatically provide continuous electric power for the duration of any failure of the
normal utility power supply.
C. Quality and Experience
All materials and parts of the generator set shall be new and unused. Each component
shall be of current manufacture from a firm regularly engaged in the design and
production of such equipment. Units and components offered under these specifications
shall be covered by the manufacturer’s standard warranty or guarantee on new machines.
D. Parts and Service:
Bids shall be accepted only on electric generator sets which can be properly maintained
and serviced without causing the purchaser either to carry expensive parts stock or to be
subject to the convenience of long periods of interrupted service because of lack of
available parts. Supplier/Contractor shall have in the Philippines an authorized
representative office to which all inquiries can be made and parts and service are
available.
E. The system shall be designed, assembled, tested and shipped by one manufacturer so that
there is one source of supply and responsibility on all components supplied with the
system.
F. Acoustic performance shall not exceed published OSHA standards of 90DBA. Provided
enclosure for the generator sets as maybe required to attain the desired acoustic sound
level
G. The standby diesel oil fueled generating set shall be mounted in perfect alignment on all
welded structural steel sub base which shall provide for attachment of all necessary
engine and generator accessories.
H. The specified standby KW ratings shall be for continuous electrical service during
interruption of the normal power utility source. These ratings must be substantiated by
performance curves and net of all power consumed by auxiliary equipment such as water
pumps and fan blowers. Special ratings or maximum ratings are not acceptable.
I. All equipment shall be designed, assembled and tested to conform with applicable
standards of ASA, IEEE, ASME, ASTM, and NEMA or VDE and DIN.

PART 2.00 – PRODUCTS

2.01 Engine

A. The engine to be furnished under these specifications shall be a high-speed water-cooled


diesel engine, and shall operate satisfactorily on a commercial grade of No. 2 or No. 3
fuel oil.

B. The diesel engine shall be of the vertical multi-cylinder, four-cycle, solid injection type
fuel system, with moving parts housed. The maximum speed of the engine in the service
anticipated shall not exceed 1800 RPM. The lubrication system shall be of the wet-type
and removable. The crankshaft shall be fully counterbalanced with all bearing surfaces
Tocco hardened or equal and fitted with an acceptable viscous type vibration damper.
There shall be one more main bearing than there is number of cylinders.

The complete diesel engine generator unit shall be free from critical and torsion vibration
within the operating speed range. The engine is to be furnished complete with the
following accessories:

1. One (1) full flow type and one (1) bypass lubricating oil filter.
2. Oil bath type air cleaner or cleaners for air intake system.

3. Replaceable element type filter to be engine mounted in fuel line between fuel
supply tank and fuel pump. Provide fuel transfer hand pump.
4. Hydraulic governor or equal to control engine speed within 3% speed regulation.
5. Over-speed shutdown control for protection against over-speeding in case the
governor fails to control the speed within proper limits for any reason.
6. Heavy duty electric starter for automatic starting, generator, and voltage regulator,
batteries and line operated trickle charger.
7. Suitable separate instrument panel, for wall or floor mounting, including the
following instruments:

▪ Lubricating oil temperature gauge


▪ Lubricating oil pressure gauge
▪ Water temperature gauge
▪ Engine hour meter
▪ Technometer

8. Residential type silencer and required number of spring type vibration isolators.
9. An audible and visible alarm system to protect engine against both high water
jacket temperature and low lubricating oil pressure.
10. Engine Fuel System: the engine shall be provided with all necessary equipment,
including piping, fittings, valves, filters (replaceable, element type), strainers and
appurtenances. A pump for priming the fuel system shall be provided to facilitate
easy starting. Provide an indoor type fuel day tank with a capacity suitable for 24
hours operation

a. Fuel oil system shall conform to NFPA 30 and NFPA 37 and the requirements
herein.
b. Fuel day tank shall be of steel construction not less than 5 MM thick, with
welded joints and necessary stiffeners on exterior of tank and provided with
adequately braced structural steel framework support. Provide the tank with a
level gage. Include connections for fuel inlet, drain, overflow, vent and high
and low level alarm switches.
c. Level Alarm Switches:

External float cage, mercury contact, single-pole, single throw type. Arrange
high level alarm switch to close on rise of liquid level, and low level alarm
switch to close on fall of liquid level. Mount units with isolating and drain
valves. Mercury contact shall be suitable for 24 volt dc operation. Level alarm
switches on fuel oil tank shall be of the type approved for the use on fuel oil
tank.
d. Tank Gages:
Provide tank gages for the fuel oil day tank. Gage shall be buoying force type
with dial indicator not less than 100 mm in size and arranged for side
mounting. Each reading dial of scale shall be calibrated for its specific tank to
read from empty to full, with intermediate points of 1/4, 1/2, and 3/4.
e. Fuel Piping:
Provide black steel seamless schedule 40 piping for the fuel piping from the
fuel day tank to the diesel engine. Pipe shall conform to ASTM A53, Grade A.
f. Threaded Fittings:
Black malleable iron, class 150 lbs.

rectangular cross section to contain gasket material.

Class 150, open stem and yoke, for 6.5mm and larger, flange connection.

4. Globe Valve, Cast Iron Type:
Class 150, open stem and yoke, flange connection.
5. Bronze Check Valve:
Swing check valve, Class 200, threaded connection for 50mm and smaller.
6. Cast Iron Check Valve:
Class 150, flange connection, non-slam.
7. Balancing Valves
Bronze or steel lubricated plug valves with one hand and adjustable memory
stops.

11. Air Intake and Exhaust Systems

Provide air intake and exhaust systems for the engine. Include piping, fittings, and
expansion joints necessary to interconnect equipment with the engine.
Arrangement of air intake and exhaust systems shall be similar to that indicated and
modified, as required, to suit the engine furnished, subject to the approval of the
Engineer.

A. Air Intake Filter

Provide oil bath or dry type for the engine. Filter shall be capable of removing
a minimum of 92 percent of dirt and abrasive 3 microns and larger from intake
air. Size filter to suit engine requirements at 110 percent of rated full load.
The unit shall be designed to permit easy access to the filter for maintenance
purposes. Flange and drill filter piping connections in accordance with ANSI
B16.1 for 125 pound flanges.

B. Air Intake Silencers:


Provide for the engine to limit noise of intake air system to a level below the
audible mechanical noise level of the engine. Silencers shall be as
recommended by the silencer manufacturer for the engine furnished. Flange
and drill inlet and outlet piping connections in accordance with ANSI B16.1
for 125-pound flanges.

C. Exhaust Silencers:

Provide an exhaust silencer for each engine. Arrange the silencer with inlet as
indicated. Design silencer for degree silencing, complete with handhole
openings, and all necessary brackets for supporting purposes. The size and

type shall be in accordance with the manufacturer’s recommendations. Inlet


and outlet connections shall be flanges and conform to drilling dimensions of
ANSI B16.1 for 125-pound flanges.

D. Expansion Joints:

Provide suitable sections of multiply corrugated stainless steel expansion joints


with linear in the engine exhaust piping for each engine to absorb expansion
strains and vibration in the piping. Air intake expansion joints shall be as
specified for the exhaust or may be metal reinforced rubber type. Joints shall
be of the same size as the pipe and provided with flanged connections of
conforming to drilling dimensions of ANSI B16.1 for 125-pound flanges.

E. Exhaust Piping:

Provide piping for the engine complete with necessary fittings, flanges,
gaskets, bolts and nuts. Pipe shall be open hearth, lap-welded, or seamless
steel pipe conforming to ASTM A 54. Exhaust piping shall have wall
thickness not less than 9mm and shall slope away from engine. Flanges shall
be 150-pound slip-on forged steel welding flanges conforming to ANSI B16.5,
with material in accordance with ASTM A 181, Grade I. Fittings shall be butt-
w4elding conforming to ASTM A 234, with wall thickness same as adjoining
piping. Built-up miter welded fittings may be used. Fittings shall be of same
material as pipe. Miter angles of each individual section shall not exceed 22
1/2 degrees total and not more than 11-1/4 degrees relative to the axis of the
pipe at any one cut. Gaskets for piping shall be of high temperature non-
asbestos. Bolting material for exhaust flanges shall be alloy-steel bolt-studs
conforming to ASTM A 193, and alloy-steel nuts conforming to ASTM A 194.
Bolts shall be of sufficient length to obtain full bearing on the nuts and shall
project not more than two full threads beyond the nut.

12. Cooling System

A. The engine shall be water-cooled.

Submit bids based on the cooling water system as specified. If the engine
manufacturer considers that a different arrangement is more suitable for the
engine furnished, successful Bidder shall, within 10 days after notice to
proceed, submit to Engineer information on cooling system arrangement which
he proposes. If proposed arrangement is approved by the Engineer, the
Contractor shall provide the proposed system without increase in contract
price.

13. Engine Accessories:

a. Piping on engine to inlet and outlet connections, including all non-standard


companion flanges.
b. Engine platforms and ladders from operating floor to platforms with railings, as
required, for engine furnished. These shall comply with ANSI B15.1.
c. Drilled and tapped holes for installation of pyrometer thermocouples for
measuring exhaust gas temperatures

and firing pressures, complete with indicator cocks and adapters.
e. Foundation bolts, nuts, and sleeves for engine-generator unit.
f. Rails, chocks, and shims for installation of engine and generator.
g. Indicating thermometers on cooling water inlet and outlet headers and on
turbocharger cooling water outlet and, if design permits, on turbo-charger lube
oil outlet
h. Drilled and tapped holes for attachment of manometer to measure crankcase
pressure or vacuum.

2.02 Generator:

A. The generator shall be rated as in the equipment schedule based on 24-hour continuously
operation, standby rating 3-phase, 5W, 60 cycles, 1800 RPM, 400/230V, and shall have
two (2) bearings of the sleeve type and shall be direct connected to the engine flywheel
with a Flexible Coupling or approved equal. The generator shall have full amortisseur
winding. The transient voltage drop on sudden application of 100% rated load shall be
less the 15%.
B. A suitable solid-state exciter and automatic voltage regulator capable of maintaining
rated voltage at 200% rated current and sustaining under short circuit conditions 400%
rated current shall be provided. The automatic voltage regulator shall be provided with
manual control capable of setting the regulated output voltage to any value between rated
and +-10%.
C. The steady state regulation of the output voltage shall be within plus or minus two
percent. Output voltage complete recovery time after sudden application or rejection of
rated load shall be within 0.3 second.
D. Voltage regulator shall be of the same manufacturer as generator, with manual automatic
switch.
E. Generator shall be open, drip-proof construction with an overall efficiency of at least
90% at full load.
F. The generator shall have full rated neutral brought out at the terminals for grounding use.
G. Generator shall be as Manufactured by Cummins, Caterpillar or approved equal.

2.03 Automatic Starting:

A. The diesel generator unit shall be equipped with cranking provision/equipment for
automatic starting with safety shutdown control.
B. Under normal conditions, the engine generator set shall come up to rated speed and build
up rated voltage within 10 seconds from rest.
C. Cranking controls shall allow for a safe number of starts without discharging the batteries
or damaging the starting motor. If after this number of starts, the diesel engine fails to
start the safety shutdown control shall prevent further starts and sounds an audible alarm
and light up an indicator lamp.

GENERATOR CONTROL PANEL (GCP):

A. The generator control panel shall consist of separately mounted free-standing type metal
enclosed switchgear, with all protective devices, instrumentation, and control wiring as listed,
terminal blocks and solderless connectors for terminals. It shall be completely assembled,
wired and tested at the factory and shall conform with the applicable standards of ASA, IEEE
and NEMA, or VDE and DIN. The panel shall be dust-proof adequately ventilated and
provided with front access door of hinged type.
B. The generator control panel shall include the following control and metering equipment,
namely: AC ammeter and ammeter transfer switch, AC voltmeter and voltmeter transfer
switch, power factor meter frequency meter. Voltage regulator, exciter, field rheostat, “Fail to
Start” audible and visible alarms with contacts for remote signals, “Engine Fault” audible and
visible alarms with contacts for remote signals, manual selector for “Run” and “Test” with
manual “Start” and “Stop” button.
C. The GCP shall include all provisions needed for automatic starting including cranking
accessories and panels.
D. The GCP shall include the necessary relays, voltage sensing devices and auxiliary contacts (4
N.O. and 4 N.C.).
E. Incoming supply to GCP shall be top entry while outgoing feeder shall be bottom exit. Bus
duct shall be utilized for incoming and outgoing feeder which shall be provided by this
Contractor.
F. Visual / Audible Alarms and Indicators:
a) High water temperature alarm and indicator
b) Low oil pressure alarm and indicator
c) Low fuel level alarm and indicator
d) Mains failure indicating light
e) On-load indicating light
f) Overspeed indicating light
g) The main breaker for 220KVA-OPEN TYPE generator to be installed with GCP shall be
power breaker, 700A, 3P, 60Hz, 230V with 65KA symmetrical interrupting capacity at
230 volts.

2.04 Engine Starting Battery:


Batteries shall be provided, adequate to supply the engine starting system when electric starting is
employed. Battery shall be high discharge rate Pocket Plate nickel cadmium, heavy-duty
industrial type. Total number of cells to be provided shall be 20 cells. Battery shall have a
voltage rating of not less than 24 volts. The voltage and ampere-hour rating of the battery shall
be sufficient to provide not less than 5 cranking operations ate zero degrees F while retaining a
battery voltage of 1.14volt or more per cell. Each operating consisting of 5 cranks with in-
between off loads of 30 seconds. Battery shall be complete with connectors and cable terminals
and shall be firmly anchored in racks in a battery compartment. Racks and compartment shall be
finished in a manner to permanently resist corrosion.
2.05 Battery Charger
Battery charger shall be enclosed, wall-mounted, constant-voltage type, heavy-duty, dual rate
industrial type designed for the operation from a 230 volt single-phase, 60 hertz, AC supply.
Charger shall be suitable for automatically keeping the diesel engine starting batteries in a
charged condition during periods when the engine is idle. Rectifier elements shall be silicon
diode capable of continuous operation at full temperatures up to 120 degrees F. Control charger
output by a magnetic amplifier or semi-conductor devices which shall maintain 1.4 to 1.45 volts
per cell within plus or minus one percent, from zero to full load current, when operating at the

float voltage settings, and during variations in supply voltage of plus or minus 10 percent.
Charger output shall be continuously adjusted automatically depending on state of charge of
battery. Charger shall be able to provide continuous float charge of 1.4 to 1.45 volts per cell and
1.55 volts per cell to fully charged the discharge batteries. Provide timer adjustable from 0-24
hours for the high charge. Charger shall be capable of providing equalizing charge of 1.55 volts
per cell for a minimum of five (5) hours. Provide a 0-24 hour range timer for equalizing charge.
Provide voltmeter and ammeter to show charger output. Voltmeter dial shall have red markings
to show lower and upper limits of the normal operating range. Provide pilot lamps for mains
supply, float equalize and failure. Selector switch for float/equalize shall be provided. Equip
charger with protective relays to be interlocked with engine starting circuit, to disconnect the AC
supply to the charger during engine cranking and to ensure against charger failure upon
resumption of charging following a cranking operation. The charger shall automatically shut
down if the outgoing voltage exceeds the adjusted limit and an alarm shall be initiated. Charger
enclosure shall be of corrosion-resistant material with sheet metal thickness of not less than 2mm.
the charger shall be provided with input and output circuit breakers. Charger shall be suitable for
application to nickel cadmium batteries as specified. Provide ground terminal for grounding the
charger unit.

PART 3.00 – EXECUTION

3.01 General
A. Generator equipment and auxiliaries shall be delivered to the project site.
B. Installation of all the supplied equipment shall be supervised by the manufacturer’s
qualified representatives, who shall be personally present at all times while the equipment
are being installed and tested.
C. TESTING:

1. Factory Tests
The engine-generator shall be subject to the manufacturer’s standard run-in
conditioning tests. Following the run-in tests, test the engine-generator set at
rated speed and voltage for 8 hours of continuous operation within 2 hours each
at 50, 75, 100, and 110 percent of rated load, consecutively, 0.8 power factor.
Determine generator frequency phase current, and voltage record at 15-minute
intervals. Run tests on the voltage regulator to determine the variation in
terminal voltage under conditions of constant load, and under conditions of
abrupt load changes to determine the maximum voltage change during the
surging period and the time required.

Factory test shall also be performed to demonstrate compliance with 15%


maximum voltage dip at 100% step load.
2. Field tests and inspections:

The equipment supplier shall perform all field tests and trial operations, and
conduct all field inspections. Field tests shall be the same as for factory tests.

GROUNDING SYSTEM

PART 1.00 – GENERAL

A. The Contractor shall furnish and install complete grounding system as shown in the drawings.
B. Grounding system shall include building perimeter ground wires, ground rods, and clamps,
connectors, grounding buses, ground wells and auxiliary ground wire taps as shown in the
drawings.
C. Equipment Grounding:
The grounded neutrals of the secondary distribution system although grounded at the source,
must not be used for equipment grounding. It should be supplemented by equipment
grounding system to properly safeguard the equipment and personnel. The equipment
grounding system shall be installed so that all metallic structures, enclosures, raceways,
junction boxes, outlet boxes, cabinets, machine frames, portable equipment and other
conductive items in close proximity with electrical circuits operate continuously at ground
potential and provide a low impedance path for possible ground fault currents. The system
shall comply with the Philippines Electrical Code, modified as indicated on the drawings
and/or as specified.

2.01 GROUND WIRE:


Shall be bare copper stranded, with sizes as shown in the drawings and shall be of cylindrical

2.02 GROUND BUS:
Ground bus shall be solid copper with size as indicated in the drawing.
2.03 GROUND RODS:
Shall be copperclad steel with a diameter of 25mm by 3m. long unless otherwise specified.
2.04 GROUND CLAMPS AND CONNECTORS:
Shall be terminated using Exothermic Process (Cadweld).

PART 3.00 – EXECUTION


A. The building perimeter ground wire and electrode shall be installed as shown in the drawings.
B. Locations of ground wells are as shown on the plans.
C. The main substation and switchgears shall be connected to the grounding system through the
ground bus installed as shown on the plans.
D. Test the grounding system to assure continuity and the resistance to ground is not excessive.
Make resistance measurements in normally dry weather, not less than 48 hours after rainfall.
Submit written results of each test to the Engineer for approval.
