MSW site inspected by the Officer of the Board on 28/08/2018. seaaeees Your attention is invited to the provisions of Solid Waste Management Rules, 2016 (SWM Rules, 2016) framed under Environment (Protection) Act 1986 as per which it is required to process the Municipal solid waste in a scientific manner without causing any type of pollution to the environment as specified under Rule 15 of SWM Rules, 2016. In this regard, your MSW disposal site was inspected on 28/08/2018 and noticed the following non-compliances, 1, The authorization issued under MSW Rules, 2000 from the Board is for sy. No. 15/1 & 2, Bedar Shiragur village and that too is also expired on 31/12/2013. In the meantime, you have identified the new disposal site at Sakalaga village and are operating the compost plant and the landfill site without authorization under SWM Rules, 2016. 2. As per the Solid Waste Management Rules 2016, you are required to create. sanitary ° landfill facility for disposal of non recyclable, non-calorific inert waste, but, you have not |e rise eesti facility of sanitary landfill. Extent of land available at the site was 03 acres. This is too small space compared to the types of facilities you have to create at the site. For eg., As per SWM Rules, 2016, you have to develop sanitary landfill facility to take care of 25 years demand. But, the area available at the site is too small to take care of 2-3 years of your requirement also. 3. You have not yet developed the sanitary landfill site at the MSW site and-alsocnot provided leachate collection and treatment facility. 4. You have provided conerete plat form for processing of municipal solid waste; te same was not in use.5. Maximum portion of the site was grown with weeds. You have not taken up periodi maintenance and not utilizing the land for scientific treatment of MSW. Most of the MSW is not reaching the facility. ; 6. Not provided multiple rows of plantations around the site. 7. You are not disposing the solid waste as per Solid Waste Management Rules, 2016. 8. Unscientific handling of municipal solid waste leads to fly nuisance and odour nuisance in the vicinity of the MSW site. 9. Not obtained EC as required under EIA notification. From the above, it is clear that, you are not following the guidelines provided under the provisions of SWM Rules, 2016 for management of municipal solid waste. You are also violating the provisions of section 25 of the Water Act, 1974, This attracts penal provisions under section 15 of Environment (Protection) Act, 1986 and section 44 of the Water Act. 1974. Hence, you are directed to take following immediate actions to rectify the observations made during inspection: 1, Make an application for authorization in Form-1 along with all necessary details and copy of annual returns in Form-4. bl 2. Make proper arrangement for collection of leachate from the compost yard. This leachate | collection tank shall be protected from rains in order to prevent any overflow and shall be reused on the compost heap for spraying. ~ 3. Take action for construction of sanitary landfill facility as per the design given under schedule-II of Solid Waste Management Rules, 2016. 4. Every effort shall be made to recycle or reuse the rejects to achieve the desired objective of minimum waste going to sanitary landfill. 5. Please note that, as per SWM Rules, 2016, you are supposed to allow only. the non- usable, non-recyclable, non-biodegradable, non-combustible and non-reactive inert waste and pre-processing rejects and residues from waste processing facilities to go to sanitary landfill, However, it was found that there is not only no sanitary landfill facility, but, you are dumping all types of wastes including non-recyclable plastic carry bags, rags, old cloths, etc., in the most unscientific way into the forest land near Ambewadi. This is not acceptable. Further, you are hereby directed to explore the possibility of using thé ndr= * recyclable palstic carry bags for road construction or sending them to cement plants for co-incineration. ey There shall not be Animal grazing inside the site premises. Multiple rows of plantations shall be provided all around the site boundary. =| ~ You have to declare bufferzone of no development around the solid waste processing/landfill site as required under the SWM Rules, 2016 to avoid any. public ‘complaints and also to avoid any residential layout coming up in nearby area. 9. As per Plastic Waste management Rules, 2016, the producer of the branded items or, the so called brand owners will have to develop the action plan in consultation with local body for recycling of the waste generated due to sales of their products.
