WHEREAS,
Article Il, Section 5, of the 1987 Philippines Constitution states that the maintenance of peace and
order, the protection of life, liberty, and property, and promotion of the general welfare are
essential for the enjoyment of all people of the blessings of democracy;
WHEREAS,
the Republic Act No. 7160 (Local Government Code of 1991) states that each Local Government Unit shall
adopt measures to protect the inhabitants of the city from harmful effects of man-made or natural disasters
and calamities and to provide relief services and assistance for the victims during and in the aftermath of
said disasters or calamities and their return to productive livelihood following said events;
WHEREAS,
Republic Act No. 10121, (National Disaster Risk Reduction Management Act of
2010), seeks to address the country's vulnerabilities to disasters, to strengthen
institutional capacities for risk reduction and management, and to build the resilience
of different sector against disasters, including climate change impacts;
WHEREAS, Republic Act No. 10121 also mandates the conduct of a risk assessment by the LGU
to support the formulation and implementation of its contingency plans, LDRRMP,
Comprehensive Land Use Plan (CLUP), Comprehensive Development Plan (CDP),
and other development plans
the Climate and Disaster Risk Assessment (CDRA) studies the risks and
WHEREAS,
vulnerabilities of exposed elements namely, the people, urban areas, agriculture,
forestry and fishery production areas, critical point facilities, lifelines and other
infrastructure associated with natural hazards and climate change. It seeks to
establish risk and vulnerable areas by analyzing the underlying factors on hazard,
exposure, vulnerability/sensitivity, and adaptive capacities.The CDRA facilitates the
identification of priority decision areas and allow the identification of various disaster
risk reduction and climate change adaptation measures in the form of land use policy
interventions to address current and prevent future risks and vulnerabilities;
NOW, THEREFORE, I, MICHELLE N. RABAT, Mayor of the City of Mati, by virtue of the powers
vested in me by laws, do hereby order.

The Technical Working Group (TWG) for the Conduct of Climate and Disaster Risk
Assessment (CDRA) of the City of Mati is hereby created and shall be composed of
the following,viz:

2.1. Formulate the Climate and Disaster Risk Assessment following the
steps and guidelines set by the Department of Human Settlements and
Urban Development (DHSUD), particularly gathering, validating and
analyzing based on data assigned to respective officers;
2.2. Integrate the results of the assessment into the CDP and CLUP;
SECTION 3. MEETINGS
Meetings of the TWG shall be held as often as necessary until the completion of the
assessment
SECTION 4. EFFECTIVITY

Section 120 of the Implementing Rules and Regulations of Republic Act No. 9593
(The Tourism Act of 2009) states that LGUs shall adopt the principle of
sustainable tourism development in the formulation of their local tourism
development plans to give due regard to the conservation of natural endowments
and preservation of cultural heritage while according opportunity for local
communities to achieve a better quality of life;
WHERE the current City of Mati Coastal Tourism Master Plan 2010-2025 will
AS, expire in next couple of years and there is need to develop a more
comprehensive tourism development plan for the City;
NOW, THEREFORE, I, MICHELLE N. RABAT, Mayor of the City of Mati,by virtue
