Agenda Exemption from levying penalty for the additional Maximum Demand
No. (MD) drawl during extension of Feed from one RSS to other in the
event of failure of both the sources from KPTCL at one RSS

BMRCL is receiving power supply from KPTCL Grid Sub-Substation for four Receiving
Sub-Stations (RSS) at Baiyappanahalli and Mysore Road for Purple Line (Line-1) and
Peenya and Puttenahalli for Green Line (Line-2).

There are two independent incoming sources for all the RSS from KPTCL as detailed
below:

There is an in-built provision in BMRCL’s Traction System that, in the event of failure of
one RSS (both the sources), the power supply can be extended from other RSS to the
same or other Section. The Scheme of 33 kV power supply feeding and switching
under normal and emergency scenarios is explained schematically in Annexure-‘A’.

In the event of extension of power supply in the emergency scenario, the maximum
demand crosses the contract demand of that particular RSS and therefore BMRCL is
paying heavy penalty for the same apart from normal charges, details of which are
enumerated in Annexure-‘B’ (for the period from March 2018 to March 2019).
It is highlighted that, since BMRCL is forced to do power supply extension from one
RSS to the entire Section because of power supply failure from KPTCL Grid. It is felt
that imposition of penalty upon exceeding the contract demand by BESCOM is not
justified.

BMRCL has taken up this issue with BESCOM and requested for waiver of the same
as per letter No. BMRCL/ELE/270/2016/Vol-1/8992 dated 19.09.2017 (Annexure-‘C’)
and No. BMRCL/ 0103/TRC/2018/6143 dated 16.10.2018 (Annexure-‘D’). However,
the decision from BESCOM is still pending.

In view of the above, this issue is put up to HPC to consider the following:

a) Concurring over drawl of power up to 50 MVA at 66 kV during emergencies, i.e.,


complete outage of one RSS; and

b) Exemption from levying penalty for the additional MD drawl during such
exigencies.
