ELIGIBILITY DOCUMENTS

Class “A” Documents

Legal Documents
 Certificate of Registration from BAC (in lieu of Class “A” documents), or a complete set of:
o PHILGEPS Registration Certificate (Platinum Membership);

Technical Documents
o Statement of all ongoing and completed government and private contracts shall include, for each contract, the
following:
a) Name of Contract
b) Date of the Contract
c) Kinds of Goods
d) Amount of Contract and value of outstanding contracts, and
e) Date of Delivery
f) End User’s Acceptance of Official receipt(s) issued for the contract, if completed.

o Technical Specifications (Goods) that may include the following:

a) Production/Delivery Schedule,
b) Manpower Requirements, and/or
c) After Sales Services/parts;

o Omnibus Sworn Statement (in the prescribed form)

o Statement of the bidder’s Single Largest Completed Contract (SLCC) similar to the contract to be bid and
whose value must be at least 50% of the ABC

Bid Security - any of the following form

a) Bid Securing Declaration

b) Cash or Cashier/Manager’s Check issued by Universal/Commercial Bank (at least 2% of
ABC)
c) Bank Draft/Guarantee, Irrevocable Letter of Credit issued by U/C Bank (at least 2% of ABC)
d1) Surety Bond callable on demand (at least 5% of ABC)

FINANCIAL DOCUMENTS
o Net Financial Contracting Capacity (NFCC)/Credit Line Certificate (CLC);
