The document discusses the importance of communities taking responsibility for local issues rather than relying on the government. It argues that local problems should be addressed by citizens and municipalities as deferring them to the national government could divert attention from larger national concerns. Taking responsibility for one's own neighborhood through cleaning, waste disposal, and drainage maintenance can help solve issues like flooding and pollution. Being responsible means making choices that benefit both oneself and others while acknowledging one's own limitations.

Many individuals feel our government should do more to address
our issues. Nevertheless, when we expect our government to solve our communities' and nations' problems rather than ourselves, we have taken a step away from self-sufficiency and independence. Why can't we make changes in our communities that benefit everyone when we have the ability to do so? Why must we continually turn to the government for assistance in resolving neighborhood issues when there are more significant national issues to address? These local issues would eventually divert the government's attention away from national issues. Certainly, each municipality must take greater responsibility for its challenges, such as crime, local pollution, insufficient transit, and education.
Many people's lives would be impacted by an ineffective drainage
system. An ineffective drainage system would jeopardize the area's cleanliness, health, and traffic. Addressing the problem of poor drainage systems, particularly in Dayao Roxas City, would be a major undertaking. And to be able to handle the issue of Manila's poor drainage system, which causes traffic and floods, and to remedy it by maintaining and cleaning the drainages, as well as building new drainage system outlets. These, when combined, can assist to solve the current situation in Dayao.
As a citizen, I propose that the DPWH clean and maintain the
choked rivers and obstructed drainages. This would handle the issues of cleanliness, health, and, in particular, floods. We should also stop tossing rubbish on the streets. I propose that the DPWH construct and maintain more drainage outlets. Thus this would address the issue of drainage system inefficiencies.
This area is not heavily affected by the problem since it is in
good condition, and the people who live there are responsible for cleaning and disposing of rubbish to minimize flooding.
If you are responsible in your neighborhood, there won't be any
problems for you, according to my comparison of the two locations. Being responsible means having the ability to make choices that are in our best interests as well as that of others. Before we can be responsible for others, we must first be accountable for ourselves. We must be aware of our limitations if we want to become more responsible. No matter how intelligent we are, a human can only bear so much responsibility. It's also crucial to keep in mind that we are not accountable for things that are beyond our control, such as how other people feel or behave.
