 Mr. Rey C. Bermejo did the roll call of the BAC Members, TWG and Secretariat Members
for attendance checking.

Engr. Amar said that there are no observers and no bidders submitted electronically.
The opening of sealed bid documents for the subject civil works was officially started at 2:15
P.M, with the sealed of bids consisted of legal and financial envelopes to the body to check
2. the seal for sign/signs of tampering. The BAC Chairman read first the Contract ID number,
Contract Name, Contract Location, Approved Budget for the Contract and mode of
procurement for the above stated project.
The eligibility determination of the participating bidders shall be pursued based on the manual
eligibility screening about to be conducted by the committee on this particular procurement
3. process pursuant to Section 23 of Rule VII of the R.A 9184.

The BAC Chairman, declared two (2) contractor eligible for contract ID no:
23GA0001.
4. The BAC Chairman officially started the opening of and reading of the tender of bids pursuant
to “pass or fail” criterion, against the checklist of the required documents to ascertain the
presence of the required bid documents.

Immediately after determining compliance with the requirements in the first envelope
(Technical documents) submitted, it was followed by the opening of the second envelope
(financial documents) and the following information/entries appeared and as read by the
Committee on each tender of bids were recorded accordingly in the auction registry, to wit;

Having all the bid documents opened and read publicly in accordance with the rules and
regulations, and there are being no objection/comment and or question raised before the
Committee by any attending individual witnessing the proceeding, the BAC Chairman declared
the bidding process for the above-said projects as completed and concluded.

Before adjournment of the bidding, the BAC Chairman announced that the Funding Source is
NEP 2023 thus, the contract will be awarded to the lowest calculated responsive bidders upon
the release of FY 2023 GAA from the DBM and all bids submitted by the bidders are subject
for post qualification.
There being no other bids to be read and clarification to be made, the bid opening was
