Why do you think that the last level of Kohlberg’s Six Stages of Moral
Development is not reached by all and is even rarely seen in adults?

I think this is because not all people get past through the conventional morality
which I would like to call the safe zone. We all vary considerably in moral reasoning but
not all of us stands firmly with our moral principles. Sometimes most people tend to just
choose playing on the safe side to avoid conflicts but as we know of post-conventional
moral reasoning judge moral issues based on deeper principles and shared ideals rather
than self-interest or adherence to laws and rules.

Another thing, people are highly affected of each other’s opinion of everything.
Most are likely to stay lowkey than explicitly express themselves because it is less
confrontational, less problematic and it does not call for big arguments.
