Funa EXPLANATORY NOTE WHEREAS, pursuant to the objectives embodied in R.A. 9593, otherwise known as the “Tourism Act of 2009”, there is a need to come up with a coherent spatial development framework for tourism that is market responsive, consistent with existing regional and local boundaries, investment responsive, measurable and significant in the present world economy that will set the direction and infrastructure to sustain the tourism development in the region; Moreover, it is known that tourism is capable of creating employment, poverty reduction, human development and environmental sustainability in 2 number of ways and offers an opportunity for all-inclusive growth. ENACTING THE TOURISM CODE OF THE MUNICIPALITY OF BRAULIO E. DUJALI, DAVAO DEL NORTE ARTICLE "ODE POLICY AND OPERATING PRINCIPLES 2017-204 Page 1 of 15 pages SECTION 1. Title - This Ordinance shall be known as the “Braulio E. Dujali Tourism Code”. SECTION 2, Declaration of Policy ~ Pursuant to the implementing rules and regulations of R. A. 9593, otherwise known as the Tourism Act of 2009, in addition to its adjudged policy, it is hereby declared the policy of the Municipality to pursue the sustainable development of Braulio E. Dujali as a serene tourist haven, and for this purpose: a. Conserve the natural environment including its biodiversity; b. Respect the cultural sensibilities and rights of host communities; . Safeguard and preserve the integrity of natural endowments; d. Educate alll stakeholders, community and tourists on the principles of responsible and sustainable tourism; e. Support sustainable tourism development plans; f. Encourage active involvement and participation of communities in tourism development; g. Ensure that all tourism activities and development plans should reflect the positive Filipino values; h. Identify, develop and promote existing and potential tourism areas and tourism enterprise zones; i. Institutionalize and advocate a responsible culture of tourism; j, Promote teamwork and cooperation among stakeholders to attain common goals and objectives for the common good; k. Encourage, promote and link community-based tourism support industries to the tourism mainstream; |. Strengthen through convergence and support the capability of local government units in mandated tourism functions; Development of tourism-related programs, projects, activities/events, and investments; and, 1. Develop highly professionalized human resource components through the concerted efforts and cooperation of both public and private sectors. ©. Benefit visitors by offering a diversity of agricultural experiences. SECTION 3. OBJECTIVES — To pursue the above declaration, the Municipality shall adopt the following objectives: a. In consultation with stakeholders and local communities, develop a Municipal Tourism Development Pian that identifies geographic areas in the municipality with potential tourism value and outlining sustainable tourism approaches to developing such areas, and work for its adoption and implementation by barangay governments; b, Encourage activities and programs which promote tourism awareness, preserve the municipality's culture and heritage. ‘MUNICIPAL ORDINANCE NO. 2017-204 Page 2 of 15 pages ¢. Ensure the right of the people to a balanced and healthful ecology through the promotion of activities geared towards environmental protection, conservation and restoration; d. Develop community-based tourism as a strategy for environmentally-sound and community-participatory tourism programs, participation of local communities, including indigenous peoples, in conserving bio-physical and cultural diversity; e. Ensure that tourism development protects and promotes the general well-being of the Filipino people, to include the monitoring and prevention of any act of profiteering or speculation to the detriment of local residents, as well as the exploitation of women and children in tourism; f. Strengthen the role of barangay tourism councils and encourage the participation of Rongovernmental organizations (NGOs), people's organizations (POs) and the private sector in initiating programs for tourism development and environmental protection; 8. Promote a long term progressive development that would fully promote land transportation policies as they relate to tourism; h. Promote the municipality as convention friendly within the region; Achieve a balance tourism development plan in order to spread the benefits of tourism and contribute to poverty alleviation, better access to infrastructure; j. Enhance capability-building of Barangay Local Government Units (BLGUs), in Partnership with the private sector, in the management of local tourism projects and initiatives, thereby ensuring accessible and affordable destinations throughout the municipality, especially in barangay areas which have shown strong comparative advantage; k. Enhance business relations for the support of tourism projects of the private sector, through partnership, joint ventures and other cooperative undertakings involving local investors; |. Support the establishment of Tourism Enterprise Zones (TEZs), as mandated by RA. 9593, which will provide the necessary vehicle to coordinate actions of the public and private sectors to address development barriers, attract and focus investment on specific geographic areas and upgrade product and service quality. SECTION 4. OPERATING PRINCIPLES — The formulation and implementstion of policies, rules, regulations, instructions, and directives on tourism shall be guided by, and circumscribed Page 3 of 15 pages a. As a steward of the municipality's environment and natural resources, it is everyone's Fesponsibility that all development plans should strictly adhere to existing environmental laws and ordinances to ensure its sustainability for succeeding generations to enjoy; b. Respect for the equality of men and women regardless of sexual orientation; ¢. Respect for human rights is a cornerstone for sustainable tourism development, particularly individual rights of the most vulnerable groups, notably children, the elde rly, the handicapped and indigenous people; 4d. Marketing of tourism products and services should be as truthful and honest in all dealings with the travelers; ©. Tourisin should strive to continually Improve products and services to match specific target needs; f. Local government units shall take major responsibility in partnership and cooperation with concerned government entities and the private sector for the improvement, security, administration and management of tourism destinations; 8: All sectors concerned specifically the academe should work to enhance the skills and capabilities of local human resources in response to the needs of the tourism industry; h. Local government units may innovate and implement tourism programs and activities in their respective areas and shall be entitled to fair and equitable allocation of resources in project implementation support; |. For effective and highly coordinated approach to tourism development and promotion, all tourism-related endeavors, programs and projects shall be aligned with the thrusts and directions of the Municipal Tourism Master Plan, and that of the Department of Tourism; i. All laws, rules and regulations of national and local government units shall be harmonized and reconciled to give effect to the program thrusts of the tourism industry; ARTICLE II COVERAGE, SCOPE, DEFINITION OF TERMS SECTION 5. Coverage. -This code shall govern all tourism-related matters within the territorial Jurisdiction of Braulio E. Dujali, Davao del Norte - its units and political subdivisions. SECTION 6. Scope. - (a) The provisions of this Code shall apply to all barangays of the Municipality of Braulio E. Dujali, non-government organizations, businesses and establishments for tourism, persons, whethgg natural or juridical, directly or indirectly involved in the tourism Page 4 of 15 pages (b) Barangay Government Unit with existing tourism ordinances could amend to harmonize its provisions with the Municipal Tourism Code; (c) Local conditions and peculiarities obtaining, the provisions of Republic Act No. 7160 as well as such other relevant and applicable laws, rules and regulations issued by the national government and the Department of Tourism shall guide this Code in case of ambiguity in the implementation thereof. SECTION 7. Definition of Terms — In addition to the terms and phrases duly defined by the Department of Tourism in its several issuances of rules and regulations governing the accreditation of specific tourism establishments and facilities, which definitions are hereby adopted, the following are given their meaning in this Ordinance: a. Accreditation ~ a certification issued by the appropriate government agency that the holder is recognized as having complied with the minimum standards required by the Municipal Tourism Development Council and the Department of Tourism (DOT) in the operation of establishments and facilities concerned. b. DOT - Department of Tourism €. TIEZA - Tourism Infrastructure and Enterprise Zone Authority (TIEZA), 2 government corporation created pursuant to Chapter IV-B of R.A. 9593. 4. Capital resources ~ refers to availability of capital/financing, transportation, roads, airports, railroads, harbours and marinas, trails and walkways, water, power, waste treatment and communications. e. Cultural resources ~ this includes historic war sites, monuments, shrines, cuisine, ethnic cultures, industry, government, religion, and ethnic cemetery. {. Human Resource Infrastructure ~ these include the warm bodies in the tourism industry — the people operating the various establishments and facilities, the local population whose lives are intertwined with the development of tourism sites in their area; the tourists whose quality of lives are enriched and enhanced by the beauty, the history and the culture of their destinations. g. Human resources - include hospitality skills, management skills, seasonal labor force, performing local artists (music, arts), craftsmen, other labor skills from teachers to lawyers to researchers, and local populations. h. Law and Regulatory Infrastructure ~ this component refer to the rules of order necessary to ‘manage and control the tourism industry. These are put in place to protect the industry and the people who are the very reason for the industry -the tourists, the service and amenities providers, and the local population. With laws and regulatory measures, the relationships of tourists and their hosts thus become more harmonious and fulfilling. i. Physical Infrastructures -shall include, but not limited to, roads, bridges, administration buildings, toilets and comfort room facilities, parking areas, rest areas, forest tracks, walkways, viewing platforms, cottages, wharves, boat landing facilities, solid waste facilities, security and service facilities, and communication centers. k. Potential Tourist Properties-these refer to sites and attractions not yet developed including but not limited to, rivers, wild animals, waterfalls, caves and rain forests. |, Sustainable tourism development ~ means tourism development that leads to management of all resources in such a way those economic, social and aesthetic needs can be fulfilled, while maintaining cultural integrity, essential ecological processes, and biological diversity and life support systerns. 'm, Tourism ~ @ major municipal activity in which private sector investment, effort and initiative are encouraged, fostered and supported and through which socio-economic development may be accelerated and the appreciation of the province’s natural beauty, history and culture appreciated with greater pride and commitment. ‘n. Tourism industry - refers to industries or business enterprises providing goods and services to tourists and all types of travelers while they stay, travel, visit and enjoy the facilities and destinations. ©. Tourism Infrastructures - refers to physical, human resource and legal regulatory. . Tourism resources - refer to natural, cultural, human, or capital resources that either are being used or can be utilized to attract or serve tourists, q. Agritourism — involves any agriculturally based operation or activity that brings visitors to an agricultural ambiance. +, Brownfield Tourism Zone - an area with existing infrastructure or development as determined by the Council. s. Municipal Tourism Development Plan — a strategic framework that provides for the orderly and rational development of the tourism activities within a given area, providing the policy and approaches to develop. promote and integrate various programs and projects such as but not limited to accessibility, including infrastructure and transportation; investments and businesses; environment; cultural heritage; tourism products; marketing; human resources development; community development, among others. Physical Infrastructure - Local governments and private stakeholders shall promote and encourage the construction of tourism-related establishments and facilities either through Public or private funding, or both, in their areas of jurisdiction. Towards this end, local governments shall: a. Implement an integrated solid waste and sewerage management system in tourist destination and Tourism Investment Zone, that is adequate and functioning, and in compliance with existing laws and ordinences on environment; b. Sustain the implementation and enhancement of tourism-related infrastructures such as accommodation facilities, health care centers, emergency and safety facilities, and recreation facilities; © Sustain the potable water sources and systems in the protection, rehabilitation and management of watershed areas municipal-wide; d. Pursue a unified effort and institutionalize the proper solid waste management practices; e. Create a web portal for the municipality linking all the barangays and other stakeholders; f. Encourage active community-based tourism undertakings; g. Encourage the establishment of one-stop-shops to be participated in by all barangays, showcasing their best products cornplementing each other; h. Build new and upgrade existing facilities, human resource components and capacity and capability building for health care services, emergency responses and safety and security of the tourists and local residents; i. Diversify wholesome recreational activities and entertainment; and, J. Develop plans that would encourage entry of tourism resources to boast local economy. SECTION 9, Human Resources Infrastructures - Acknowledging tourism as a major factor in income and employment generation of Braulio E. Dujali, every barangay is therefore encouraged to create or strengthen its Barangay Tourism Council with qualified human resource component and sufficient budgetary allocation for its operations. The creation or strengthening shall be geared towards the fulfillment of the needs of the key players and stakeholders of the tourism industry. Towards this end, both local government and private sectors in tourism shall join hands to: a. Organize and train a team of municipal and local trainers to capacitate and improve delivery Page 7 of 15 pages b. The Municipal Tourism Office in coordination with the Municipal Tourism Development Council and the Department of Tourism shall implement a certification ond accreditation system to regulate the quality of service and skills provided by front liners and other taurism industry workers; © Coordinate with concerned government agencies in monitoring and evaluate certified and accredited tourism industry workers annually which will be the basis for renewal or revocation 4. Incorporate the culture of tourism and values formation in all levels of education starting with the elementary or primary level; €. Advocate the culture of tourism that includes sports, arts and crafts, festivals and events and other livelihood programs as its component at the barangay level; f, Implement guidelines, rules, and regulations through appropriate local government agencies in accordance with DOT standards for the construction of appropriate and adequate accommodation facilities including health care centers, emergency and safety facilities, recreation and entertainment. SECTION 10. Legal and Regulatory Infrastructure ~ (a). The tourism industry is governed by national and local laws as well as rules and regulations issued by the administrative bodies Pursuant thereto. Local government units shall issue rules, regulations and directives on tourism pursuant to the provisions of Republic Act No.7160, otherwise known as the Local Government Code of 1991. b. No foreign tour guides/escorts shall be allowed under this. Code except when there are no available local tour guides speaking the language of a particular foreign tourist market, in which case travel/tour organizers shall be required to hire accredited local tour guides es understudy. Upon effectivity of this Code, all tour guides shall be from Braulio E. Dujali taking into consideration the locals in the barangay. ARTICLE IV. CREATION OF THE MUNICIPAL TOURISM COUNCIL SECTION 11, Creation of the Municipal Tourism Council - There is hereby created the Muni Tourism Council which shall be the highest coordinating and policy formulating body on tourism in the municipality. SECTION 12. A. Composition. - The Municipal Tourism Council shall be composed of the following: Honorary Chaiggerson —The Municipal Mayor Page 8 of 15 pages Members: President, Market Vendors Association/Cooperative Braulio E. Dujali inland Resorts Owners/Operators President, Transport Association Chieftain, Municipal Tribal Council of Braulio E. Dujali Chairman, Municipal Agriculture and Fishery Council Representative, Department of Education Highschool (DEP ED) Representative, Department of Education Elementary (DEP ED) Municipal Engineer ~ Municipal Engineering Office (MEO) Chief of Police ~ Philippine National Police (PNP) Municipal Environment and Natural Resources Officer/Designate (MENRO) Municipal Local Government Operations Officer (MLGOO) - DILG Municipal Tourism Officer President, Womens Association President, Senior Citizen Association DAPECOL Representative Sanggunian Kabataan President Religious Sector Representative Municipal Agriculturist Municipal Planning and Development Coordinator 8. Board of Directors - The Board of Directors shall be composed of seven (7) members elected from the general membership of the council. The composition shall be: five (5) members coming from the private sector and two (2) members shall be from the government sector. C, Term of Office — The Board of Directors shall serve for three years, subject for re-election as long as they remain member of the association or organization they are representing. SECTION 13. Meetings and Quorum - The BOD of the Municipal Tourism Development Council shall meet once every quarter. A simple majority of the officers present in any meeting called upon by the BOD with prior written notice shall constitute a quorum. Special meetings can be called by the Chairperson of the BOD as the need arises. SECTION 14. Duties and Functions of the Council - The Municipal Tourism Development Council shall: a. Develop a Municipal Tourism Development Plan for submission to DOT-Tourism Infrastructure and Enterprise Zone Authority (TIEZA) for the inclusion in the National Tourism Master Plan; b. Formulate tourism policies, plans and projects for the development of tourism as an engine of socio-economic and cultural growth in the municipality; MUNICIPAL ORDINANGNO. 2017-204 & Page 9 of 15 pages ¢. Look for possible sources or funding institutions to implement tourism policies, plans and projects; d. Advocate for a responsible culture of tourism among stakeholders and tourists alike; e. Create sustainable tourism programs and projects for the communi f. To create and promote awareness on the benefits of tuurisim through mixed media; &. Assist in monitoring compliance of the requirements of standards and regulations set by DOT-TIEZA, LGUs and other government agencies for the general welfare of tourists, visitors and community. h. Call upon all private sectors and agencies of government to properly carry out their programs in relation to and in coordination with the policies, plans and projects of the Council and to assist in the implementation thereof; i. Provide an integrated market development program to attract people to visit Braulio E. Dujali and enhance the prestige of the people in the international community; j, Initiate and recommend the implementation of programs and activities on tourism in coordination with the DOT-TIEZA, other LGUs, private sector and other entities; k. Provide technical assistance to the DOT-TIEZA and other government agencies, including LGUs in the creation of tourism zones and tourism development plans with the end in view of integrating all tourism plans while ensuring adherence to national policies and programs; |. Pursue the provincial interests in multilateral, bilateral, international and regional tourism cooperation and agreements; ™m. Initiate private and public partnerships in implementing tourism development plans, programs and activities; n. Establish close coordination with local government tourism councils to ensure responsive tourism through the proper implementation of the Municipal Tourism Development Code; ©. Undertake continuing research studies and surveys Lo analyse economic conditions and trends relating to tourism and travel, and compile and integrate a statistical databank on the tourism industry; P. Monitor conditions of any community in the municipality, and in consultation with the LGUs and law enforcers, issue timely advisories on the safety or viability of travel to particular places within the municipality and on patronage of entities engaged in tourism related activities and of ‘tourism products; MUNICIPAL ORDINANCE NO. 2017-204 t Page 10 of 15 pages ARTICLE V SECRETARIAT SECTION 15. POWERS AND FUNCTIONS - As the primary operating agency of the Municipal Government, the Municipal Tourism Office shall be responsible in the efficient and effective implementation of the policies, plans, and programs as recommended by the Municipal Tourism Development Council. Towards this end, in addition to its usual duties and responsibilities, the Municipal Tourism Office shall: A. Facilitate Council Meetings. b. Initiate and organize tourism and cultural activities, that includes sports and livelihood, that truly represents Braulio E. Dujali; b. Establish and maintain a tourism statistical database as repository of all information in the municipality and to allow access to information by the general public; ARTICLE VI MUNICIPAL INFORMATION OFFICE SECTION 16. The Municipal information Office shall serve as industry and media coordination of the Municipal Tourism Development Council which shall: (1) Enlist the support of the private sector and media in all tourism programs and activities as well as the implementation of tourism development plans and policies; (2) Perform such other functions as may be delegated to it. ARTICLE Vil TOURISM MONTH SECTION 17. Celebration of Tourism Month. Tourism Month shall be celebrated every month of March, and the Municipal Tourism Development Council shall determine the program of activities which implementation shall be spearheaded by the Municipal Tourism Office. The celebration shall, among others, include the rich culture of the indigenous people living in Braulio E. Dujali SECTION 18. Promotion of Festival — The Municipal Tourism Development Council shall identify and promote existing festivals that enhance tourism activities in the areas falling within the jurisdiction of the municipality. The said festivals, when funds would warrant, shall be institutionalized. ARTICLE VIII ER-GOVERNMENT RELATIONSHIP ‘MUNICIPAL ORDINANGE Ng Page 11 of 15 pages SECTION 19. THE BRAULIO E. DUJALI MUNICIPAL TOURISM DEVELOPMENT COUNCIL - The Braulio E, Dujali Municipal Tourism Development Council will be an instrument for inter- government coordination, communication and cooperation on tourism and related issues. It shall: a. Promote harmonious relationship between LGUs and government instrumentalities and facilitate open communication between them. b. Courdinate with the DOT- Tourism Infrastructure end Enterprise Zone Authwrity (DOT-TIEZA) in the designation and application of Tourism Enterprise Zone (TEZ) and the availment of tourism infrastructure project; SECTION 20. in case of conflict among local government instrumentalities, the purpose, objectives and intent of the Tourism Code of Braulio E. Dujali shall prevail. SECTION 21. Local Government Units should regularly appropriate funds for programs and projects of the Local Tourism Councils subject to the availability of such funds and shall endeavor to find means to received funds from other sources. SECTION 22. Local Government Units should closely coordinate with the PNP and other law enforcement organizations for the special training of personnel assigned to tourism destinations and zones. SECTION 23. The Municipal Tourism Council shall seek the assistance of appropriate government agencies in the implementation of its policies, projects and activities to attain its objectives. ARTICLE IX ‘TOURISM RESOURCES SECTION 24, THE TOURISM RESOURCES - Tourism resources are any natural, cultural, human or capital resources that are being used or can be utilized to attract or serve tourists. SECTION 25. INVENTORY AND CLASSIFICATION OF RESOURCES - The Municipal Tourism Office, in coordination with the Municipal Tourism Development Council, shall periodically make an inventory to identify and classify the resources available that provide opportunities for tourism development. SECTION 26. ASSESSMENT OF RESOURCES - The Municipal Tourism Office shall periodically conduct an objective and realistic assessment of the quality and quantity of resources that can be used for tourism purposes using the accreditation standards set by the Department of Tourism. SECTION 27. CLASSIFICATION OF TOURISM DESTINATIONS ~ The Municipal Tourism Office, in coordination with the Municipgf Tourism Development Council and the respective BLGU, shall [ MUNICIPAL ORDINANCE NO.2017-204 Sf Page 12 of 15 pages on an annual basis, classify tourism sites as destinations in accordance with DOT standards as existing, emerging and potential destinations. SECTION 28. PRIORITIZED TOURISM DESTINATION - Tourism destinations that are given higher classification category shall be included among the priority for promotion and marketing. The classification will guide tour operators and tourists where to go and what to do. ARTICLE X INVESTMENT AND DEVELOPMENT SECTION 29. The Municipal Tourism Office, in coordination with the Municipal Tourism Development Council, shall encourage LGUs to invest and develop their respective tourist destinations. SECTION 30. The Municipal Tourism Development Council shall endeavour to invite investors to invest on primary tourism enterprise in every BLGU to boost the local image of that locality, to the extent that it may facilitate the enactment of law that would provide tax incentives to the investors. SECTION 31. Promotion of One-Town One Product - The Municipal Tourism Development Council through the Investment Promotion Office (IPO) shall support the efforts of component local government units to promote a standard product for its OTOP. The Municipal Tourism Office shall work with barangay government units for the establishment and/or strengthening of its respective local products. ARTICLE XI ASSESSMENT, MONITORING AND EVALUATION SECTION 32. MONITORING AND EVALUATION SYSTEM - The Municipal Tourism Office, together with the Municipal Tourism Development Council and the respective LGUs, shall establish a monitoring and evaluation system in order to evaluate the economic, social and environmental impact of the tourism activity. They should cover all elements that are crucial to sustainability of the tourism resource in compliance with the provisions of this Code. Monitoring and evaluation indicators should include service quality and participation of local communities. SECTION 33. ~ SUBMISSION OF REPORTS — The Municipal Tourism Office, every quarter, shall to the Chairman of the Municipal Tourism Development Council its assessment, In and monitoring report of all tourism activities. The methodology in reporting must show among other things the travel and tourism competitiveness index within the region, tourism industry performance and opportunities, domestic trends, tourism employment using the standard local tourism statistics system develop by the DOT, The report is in accord with Section 38 of R.A. 9593 requiring the council to periodically report to the DOT all of its tourism plans and activities. LINKAGES - Both the Municipal Tourism Office and the Municipal Tourism Development Council shall strengthen their networking and linkages to access financial and technical resources including organizing a pool of trainers to provide other skills trainings needed by the industry. SECTION 35. TRAINING PROGRAMS AND LABORATORY. Local communities shall have priority access to all tourism training programs. The barangay government unit shall provide training centers to cater its training programs. The Alternative Livelihood System (ALS) and the Pasalubong Center shall serve as the alternate municipal tourism training center. ARTICLE XIII ‘SUPPLETORY PROVISIONS SECTION 36. NATIONAL LAWS, RULES, REGULATIONS AND ISSUANCES APPLICABILITY In the implementation of the provisions of this Code, reference shall always be made to existing national laws, rules, regulations and issuances on Tourism. For this purpose, the Municipal Tourism Development Council shall issue directives to spell out with clarity specific provisions of law applicable in the municipality. SECTION 37. PENAL PROVISIONS. Penal provisions provided for in specific tourism laws, rules, regulations are hereby adopted to protect the best interest of tourists, stakeholders, visitors and the general public. ‘SECTION 38, APPLICABILITY OF THE INVESTMENT AND INCENTIVE CODE. Relevant provisions of the Local incentives Code of the Municipality to the Tourism Industry are hereby adopted to highlight the overriding importance of environment preservation and protection. ARTICLE XIV FUNDING REQUIREMENTS: SECTION 39, REGULAR BUDGETS a. Local Government Units shall include in their annual budgets such estimated funding requirements for the development of tourism facilities, access roads and amenities. b. A minimum of TWO HUNDRED THOUSAND PESOS (PHP 200, 000. 00) shall be initially and continuously appropriated in the next budget. SECTION 40. Funding from Other Sources. Consistent with its powers under the Local Government Code, the Municipality may secure funding from other sources, whether public or private, domestic or international, for the implementation of its tourism-related policies, programs and projects. The Municipal Tourism Development Council, from time to time, may issue rules and regulations as he may deem fit and necessary for the effective implementation of this ordinance. SECTION 42. SEPARABILITY CLAUSE. If, for any reason or reasons, any part or provision of this Code shall be declared invalid or unconstitutional, other parts or provisions hereof which are not affected thereby shall continue to be in full force and effect, ARTICLE XVI EFFECTIVITY OF ORDINANCE SECTION 43, EFFECTIVITY OF CODE. This Code shall take effect thirty (30) days after completion of its publication in a newspaper of general circulation in the Province of Davao del Norte.
