GENERAL, This document provides information of all operation steps in manufacturing, testing and services activities orders to PT PLN (Persero) Pusat Manajemen Proyek. STC committed to ISO 9001, ISO 14001, OHSAS 18001 requirements and Corporate EHS instructions 2. SCOPE The purpose of this quality plan is to identify the quality management methods being applied to the manufacturing process and services of products provided under the contract, 3. QUALITY PLAN INPUT The scope of works and the requirements are defined in contract and Purchase Order (PO) from customer as a main input for starting the manufacturing process Reference Documents: ‘+ P-PMI-36 Processing Contract Document 4. QUALITY OBJECTIVES The quality objectives established based on company quality and HSE indicators to achieve good quality, on time delivery and no accident. 5. MANAGEMENT RESPONSIBILITIES The Project Manager is responsible for approving and the Quality Manager for authorizing the Project Quality Plan prior to issue to the customer. All the personnel who is working and assisting the project shall comply with this Quality Plan. Customer complaint will be handled by Project Department with following the Customer Complaint Management for the record and follow up administration. Project execution will review technical aspects for every kind of project and input technical data into data base. The output is Technical Review that will be used for Active Part and Mechanic technician to do design. The output of design is the drawing for production line. Technical Review and drawing checked and reviewed by Project Execution and approved by Engineering Manager or above. Engineering Department issue Bill of Material (BOM) for special project and Nomenclature which have contents of list of drawing, material, and others information related to production and CSQ. In the event of a customer request for a change in the scope of supply, contracts department responsible to: Review the requested change of supply against that already agreed and discuss the impact with the departments concerned to determine technical feasibility and any impact ‘on quality, costs or delivery time. Renegotiate with the customer where necessary to recover additional costs or to extend the delivery period, After agreement with the customer and receipt of the customer's amendment to contract, Project Department acknowledges receipt of the amendment by fax or letter and issues a revised PO to all departments. Report of non-conformity is to be addressed to the concemed department for analysis and determine curative action. Measurement of Voltage Ratio and Vector Group ‘The voltage ratio is defined as the ratio of no-load voltages between HV windings and LV windings, Purpose of the measurement is to verify no-load voltage ratios specified by the specification and to detect if there is a problem within the coils or tapping connections, Measurements are carried out on all taps and on all phases. The deviation tolerance between measured value and specified value in specification is not more than 20.5 %. Therefore, transformer shall be supplied with a higher voltage during a suitable duration (a few minutes) for demagnetization of the core before the measurement is performed, Since no-load currents are not symmetrical and generally not equal in magnitude. They have also different phase angles in three phases, so that the indications on the watt meters will not be equal. Short-circuit impedance voltage is an important parameter especially for the parallel operation of the transformers, where as short-circuit losses are important from economical point of view. This measurement is carried out to determine the load losses of the transformer and the impedance voltage at the rated frequency and rated current. The measurements are performed separately for each winding (e.9, between ‘st winding and 2nd winding for a two winding transformer, and between 1st and 2nd, between ‘1st and 3rd and between 2nd and 3rd winding for a three-winding transformer). If the tapping range is more than 5%, measurements are repeated on the extreme tapping also The readings have to be taken as quickly as possible to prevent significant errors caused by the temperature changes in the windings and the applied current should not be less than 0% of rated current (tapping current). The mentioned partial discharges (which do not cause fiashover between the electrodes) are the discharges in a certain area of the insulation between the conductors of the test object. These discharges may occur in the gaps of the insulating environment, in the gaps of the solid materials or in the contact surfaces of two different insulations. This discharge can be captured as a single current impulse in the outer region Although these discharges do not cause permanent deteriorations in the insulating media since their energy is relatively small, the thermal energy of the discharges shall cause depreciation, aging and deterioration in the insulating media. The electrical discharge magnitude at the partial discharge point is not a direct measurement for deterioration of the insulating material in this region. There are some differences in application of this test to hermetic, semi hermetic and conservator type transformers. After all components and accessories which are directly in contact with oil are fully assembled on the subject transformer and oil filing process is finished, the following procedures are applied For conservator type transformers; a) A manometer is connected to the oil drain valve at the bottom of the tank. b) Nitrogen is filed from the de-hydrating breather flange til bottom manometer indicates double static pressure value ©) De-hydrating breather flange is tightly closed and transformer is kept under pressure for 24 hours. At the end of the test if no leakage and/or dramatic pressure drop is observed; test is accepted as successful. 5.2.13 Dielectric test on terminal box and core ‘The purpose of this test is to check insulation of wiring, terminals and devices for terminal box and insulation of core to ground. Core insulation test can only be performed if there is a core bushing on top cover of the tank. ‘The test procedure is as follows. * All terminals are shorted by an appropriate jumper to bring them all to the same potential for terminal box * 2kV AC is applied to any terminal for terminal box, and to core bushing for core for 1 minute During 1 minute, it shall not result to a short circuit between live and earthed parts, 4 5.2.14 Oil Test il in the transformer is used for insulation and cooling purposes. The purpose of the oil test is to verify the insulation properties of the oil. A problem in the insulation may cause serious defects in the transformer. The test procedure is as follows * After all devices are assembled and wired to terminal box, thelr contacts are checked by pressing andior shifting/removing * Continuity checker or buzzer will be used for checking proper connection/wiring to specified protection devices by connecting buzzer probes to related terminals of them. * Alarm and tripping conditions are simulated by pressing or shifting/removing contacts Functioning of all contacts of protection devices shall be observed on related terminals in accordance to the wiring plan For check of heater, lightning circuits, and voltage socket terminal box is energized by external supply. * Lamp is checked by switching on and of. * Proper functioning of heater is checked by manual switch. This test shall be done periodically for cil type transformers in order to prevent faults before the transformer gets out of service For the test, oil samples taken from oil drain vaive of the transformer are analyzed with a Gas Chromotograph device. Some major gases like H2, CH4, C2H8, C2H4, C2H2, CO, CO2, 02, N2 are analyzed Figure 17: Dissoved Gas Arlyis measurement 5.2.17 Polarization Index Test The polarization index is a ratio of the megaohm resistance at the end of a 10 min test to that at the end of a 1 min test at constant voltage. Since leakage current increase at a faster rate with moisture present than does absorption current.the megaohm readings will not increase with time as fast with insulation in poor condition with insulation in good condition This result in a lower polarization index.An advantage of ‘the index ratio is that all of the variables that cab effect a single megaohm reading,such as temperature and humadity.are essentially the same for both the 1 min and 10 min readings. The polarization index test is performed generally by taking megaohm readings at the following intervals at a constant de voltage : 1 min and then every minute up to 10 min.The polarization index again is the ratio of the 10 min to the 1 min megaohm readings.
