SECTION I: READING COMPREHENSION (40 marks)


Read ALL PASSAGES and answer ALL the questions that follow each passage.
You should spend about 60 minutes on this section.

PASSAGE 1 (16 marks)

An old lady was walking with her basket down the middle of a street to the confusion of the traffic
with no small peril to herself. It was pointed out to her that the pavement was for pedestrians but she
replied: 'I'll walk where I like. We've got liberty now.' It did not occur to the dear old lady that if liberty
entitled the pedestrian to walk down the middle of the road, then the end of such liberty would be
5 universal chaos. Everybody would be getting in everybody else's way and nobody would get anywhere.
Individual liberty would have become social anarchy.

There’s a danger of the world getting liberty-drunk these days and it is just as well to remind ourselves
of what the rule of the road means. It means that in order for all liberties to be preserved, the
liberties of everybody must be curtailed. For instance, when the policeman at a circus steps into the
10 middle of the road and puts out his hand, he is not the symbol of tyranny but of liberty. You may not
think so. You may, being in a hurry, and seeing your car pulled up by this insolence of office, feel that
your liberty has been outraged. Then, if you are a reasonable person, you will reflect that if he did not
interfere with you, he would interfere with no one and the result would be that the circus would be a
maelstrom that you would never cross at all. You have submitted to a curtailment of private liberty in
15 order to enjoy a social order which makes liberty a reality.

Liberty is not a personal affair only, but a social contract. It is an accommodation of interests. In
matters which do not touch anybody else’s liberty, I may be as free as I like. If I choose to go down
the road in a dressing-gown, who shall say me nay? If I fancy dyeing my hair, or going to bed late,
I shall follow my fancy and ask no man’s permission. I shall not inquire of you whether I may follow
20 this religion or that and you will not ask me whether I may prefer Frost to Wordsworth.

In all these and many others, you and I please ourselves and ask not one’s leave. We have a whole
kingdom in which we rule alone, do what we choose, be wise or ridiculous. But directly we step out
of that kingdom, our personal liberty of action becomes qualified by other people’s liberty. I might
like to blow the trombone from midnight till three in the morning but if I do it in bedroom my family
25 will object. If I do it out in the streets, the neighbours will remind me that my liberty to blow it must
not interfere with their liberty to sleep in quiet. There are a lot of people in the world and I have to
accommodate my liberty to their liberties.

We are all liable to forget this, and unfortunately we are much more conscious of the
imperfections of others in this respect than of our own. A reasonable consideration for the rights
30 or feelings of others is the foundation of social conduct. It is in the small matters of conduct, in the
observance of the rule of the road, that we pass judgment upon ourselves, and declare that we are
civilized or uncivilized. The great moments of heroism and sacrifice are rare. It is the little habits
of commonplace intercourse that make up the great sum of life and sweeten or make bitter the journey.

PASSAGE 2 (6 marks)

Much of what goes by the name of pleasure is simply an effort to destroy consciousness. If one
started by asking, what is man? what are his needs? How can he best express himself? one would
discover that merely having the power to avoid work and live one’s life from birth to death in
electric light and to the tune of tinned music is not a reason for doing so. Man needs warmth,
5 society, leisure, comfort and security: he also needs solitude, creative work and the sense of
wonder. If he recognized this he could use the products of science and industrialism eclectically,
applying always the same test: does this make me more human or less human? He would then
learn that the highest happiness does not lie in relaxing, resting, playing poker, drinking and
making love simultaneously.

Key Pacific Issues - Environment and the Oceans

Environment priorities for New Zealand in the Pacific include climate change, the protection of whales
and concerns over the shipment of spent nuclear material through the region. At the Pacific Islands
Forum in 2005, a Pacific Islands Framework for Action on Climate Change was endorsed as a regional
mechanism to support responses to climate change and related issues for the next decade. Rising global
5 oil prices and concern about the contribution that carbon emissions make to climate, has led to an
increased development of alternative energy sources, especially coconut oil. New Zealand works with
PICs and regional organizations on whale conservation issues to work towards the establishment of a
South Pacific Whale Sanctuary and support for regional initiatives on marine mammal protection. It
opposes the transport of nuclear materials through the Pacific, Britain, France and Japan. Forum island
10 governments have approved the Pacific Islands Regional Ocean Policy to set out an action plan for
sustainable use.
