1. PURPOSE:

This procedure intends to ensure that the evaluation of the Certificate of Stewardship Contract (CSC)
conforms to the requirements of DENR Memorandum Circular 1993-21 otherwise known as Revised
Procedures on the Conduct of Performance Evaluation of Stewardship Agreement, Cancellation and
Compensation of the Holders and FMB Technical Bulletin No. 11 “Supplemental Guide on the Evaluation of
Certificate of Stewardship Contracts (CSCs)” and the prescribed period specified in the DENR Citizen’s
Charter is timely evaluated for appropriate recommendation.

2. EXPECTED OUTPUT:

By implementing the controls defined in the procedure, the following specific outputs are expected:

2.1 Timely evaluation for Certificate of Stewardship Contract (CSC)

2.2 Evaluation report determining the extent of developments introduced by the holders and assess
their compliance to the Stewardship Agreement (SA)
2.3 Filled up Performance Evaluation Sheet
2.4 Formulated maps

1. SCOPE:

This procedure covers the activities from CSC evaluation; field inspection and survey analysis
results and preparation of final list with recommendations for either renewal, outright
cancellation or re-evaluation of CSC after one year of implementing recommended remedial
measures and evaluation report endorsement for Certificate of Stewardship Contract (CSC).

Field survey This is an on-site activity to verify and validate the extent of
developments introduced by the holders and assess their
compliance to the Stewardship Agreement (SA)

Formulated maps This is the GIS generated map using the prescribed layout (Technical
Bulletin No. 11) with its technical descriptions attached to the CSC. A
scale of 1:1000, 1:2000 and 1:5000 shall be used, depending on the
size of the CSC area.
Certificate of Stewardship The Certificate of Stewardship Contract (CSC) is an agreement
Contract (CSC) entered into by and between the government and
individuals/families occupying or tilling portions of the
forestlands under the then Integrated Social Forestry Program
(ISFP) for twenty-five (25) years renewable for another 25 years.

3. PROCESS INPUTS

3.1 The documents required for this process are:

3.1.1 Letter request from the CSC Holder/Representative or BLGU for the CSC evaluation and
assessment;
3.1.2 Copy of approved CSC Agreement and Sketch Map of the area coverage signed by
CENRO, PENRO and RED;
3.1.3 GIS generated map of the evaluated CSC area signed by the CENRO;
3.1.4 NCIP certification of non-coverage if the area is within CADC/CADT pursuant to RA
8371 known as the “Indigenous Peoples Rights Act of 1997”;
3.1.5 Performance Evaluation Sheets filled out as the result of the field inspection/survey
3.1.6 Complete Staff Work/ Evaluation Report

4. REVIEW AND ENDORSEMENT

1. CENR Office Receiving & Releasing (R&R) receives the letter request from the
CSC holder/representatives requesting for evaluation for the renewal/cancellation of
the agreement. CENRO R&R forwards the letter request to the Office of the

CENRO and refer to the Chief, CDS and forward to CBFM unit personnel to review
and conduct field evaluation after the receipt of the letter request.

2. Creation of team composed of at least three members from the DENR (CENRO
level), provincial and/or municipal/barangay LGU and PO or IP representative if
the CSC areas are within CADC/CADT areas. The team will conduct the CSC
evaluation, analyze results and prepare the final list with recommendations for
renewal or cancellation. In the event that the team recommends re-evaluation of
CSC, one year of implementing recommended remedial measures is done.

3. A perimeter survey of the CSC area using GPS handheld receiver shall be
conducted for more accurate delineation of boundaries. GPS readings shall be taken
on every corner which shall be plotted and layout on a GIS map.

4. The TWG will prepare documentary requirements and evaluation report with
recommendations for the renewal, cancellation and re-evaluation of CSC areas.

5. Review and refer the CSC evaluation report to the Office of the PENRO and
prepares memorandum forwarding the evaluation documents to the Office of the
RED and refer to the Asst. Regional Director for Technical Services thru the
PENRO for further validation and appropriate recommendations on the
renewal/cancellation of the CSC award.
