ENERGY EFFICIENCY AND CONSERVATION PROGRAM OF


BIA-O ELEMENTARY SCHOOL

1. Pursuant to RA 11285 otherwise known as An Act Institutionalizing Energy


Efficiency and Conservation, Enhancing the Efficient Use of Energy, and
Granting Incentives to Energy Efficiency and Conservation (EEC) Projects and
in line with the Division Memorandum No. 831, s. 2022 entitled Reiteration on
the Government Policies; Re: Electricity and Fuel Saving Measures, this office
enjoins all school personnel to comply and observe the following Energy
Efficiency Conservation Program of Bia-o Elementary School;

2. The program is divided into ten (10) parts:

2.1 EEC Officer official issuances:


2.1.1 This school shall release an official Issuance on the designation
of the EEC Officer as follows:
2.1.1.1 Release the required official issuance;
2.1.1.2 The school EEC Officer shall fill up the EECO
Information Form (GEMP Form 1. EEC Officer); and
2.1.1.3 Submit the filled-up form with the office issuance to

2.2 This school shall make an official issuance on the School EEC Program
in addition to the Reiteration of the Government Policies, Re: Electricity
Saving Measures;
2.3 The data collection and reporting process for the electricity consumption
records shall be as follows:
2.3.1 Notify the Division EEC Officer of the school’s electricity
meter/Account No/s. with account name and address not later
than September 15, 2022;
2.3.2 The Division EEC Officer shall receive and consolidate all the
electricity meter/account no/s. with account name and address
and send a letter (grouped by district to the SOCOTECO II)
requesting for a certified print-out records of monthly
consumption of the school starting from the January 2015 base
line up to the most recent 2022 billing not later than September
20, 2022;
2.3.3 The school’s EEC Officer shall receive their respective monthly
billing records from the January 2015 base line up to the most
recent 2022 billing from the Division EEC Officer and promptly
upload the same to the GEMP Online Submission System within
the day or at least not later than 12 noon the next working day
from the receipt of the transmitted documents; and
2.4 GEMP Online Submission system:
2.4.1 Access GEMP online submission system
https://gemp.doe.gov.ph;
2.4.2 Submission of the succeeding monthly electricity consumption
report shall be not later than 15 days after the reference month;
2.4.3 The monthly electricity consumption GEMP online submission
system shall require the following information:
2.4.3.1 Period (month)
2.4.3.2 Electricity meter/Account No.
2.4.3.3 KWh Consumption
2.4.3.4 Php Consumption (monthly electricity cost)
2.4.3.5 Cost/KWh
2.4.3.6 Scanned files (SOCOTECO II billing)

2.5 Conduct inventory for energy consuming equipment’s/Facility:


2.5.1 Conduct a pre-inventory clearing operation for any electrical
equipment that are not related or relevant to the operation of the
school;

2.5.2 Identify high consuming electrical equipment in the classrooms
and offices for strategic repositioning, removal or to arrange for
future replacement thru issuance of the official issuance such as,
but not limited, to water dispensers, water heater, and others;
2.5.3 Conduct inventory, not later than the 2nd week of October
2022, of all energy-consuming equipment’s/facility (fully identified
with specification and counted) as follows:
2.5.3.1 Lighting System
2.5.3.2 Air-conditioning system
2.5.3.3 Office Equipment
2.5.3.4 Classroom Equipment
2.5.3.5 Water system
2.5.3.6 School Vehicles
2.5.4 Conduct inventory, not later than the 2nd week of October
2022, of energy-generating equipment’s (fully identified with
specification and counted) as follows:
2.5.4.1 Generator
2.5.4.2 Solar PV
2.5.5 Issue an official issuance for the list off office vehicle/s owned by
the school that are for educational/training purposes only if any;
2.5.6 File the accomplished GEMP inventory forms for energy-
consuming / generating equipment’s in preparation for
(Department of Energy) DOE audit:
2.5.6.1 Inventory form for Air-conditioning Units and
Generators (GEMP Form);
2.5.6.2 Inventory form for light system (GEMP Form); and
2.5.6.3 Inventory form for other office equipment (GEMP
Form); and
2.5.6.4 Refer to the Division EEC Officer for the soft copy of
these forms.
2.6 Comply with the other energy saving tips:
2.6.1 Optimize use of natural light
2.6.2 Replace old/busted lighting system
2.6.3 Turning off unused lighting system
2.6.4 Use of inverter type or similar equivalent technologies.
2.6.5 Minimize air leakage when using the ACU’s (by keeping the
doors/ windows closed and conduct general repairs);
2.6.6 Maintain and regularly update the inventory of all energy-
consuming and energy-generating equipment/facility;
2.6.7 Post energy conservation measures and schedule for operation
of equipment to strategic locations;

2.7 The Inter-Agency Efficiency and Conservation Committee (IAEECC)
resolutions relevant to the Division of General Santos City are as
follows:
2.7.1 Issued Resolution No. 2 directing all government entities to used
LED lamps in government buildings and facilities
2.7.2 Issued Resolution No. 3 directing all government entities to use
inverter type air conditioning units in government buildings and
facilities;
2.7.3 Issued Resolution No. 4 direct all government entities, including
the LGUs and foreign service post to observe the approved
GEMP guidelines;
2.8 Monitoring and evaluation scheme to establish full operational control
for the Division Memorandum No. 831, s. 2022 entitled Reiteration on
the Government Policies; Re: Electricity and Fuel Saving Measures;
2.8.1 There shall be an inspection team as follows:
2.8.1.1 School’s EEC Officer as lead inspectorate – Shall
function as lead inspectorate and may cover areas not
assigned to the grade level inspectorates;
2.8.1.2 Kinder Inspectorate – Arm Sheila G. Lagon
2.8.1.3 Grade 1 Inspectorate – Ginalyn O. Ibona
2.8.1.4 Grade 2 inspectorate – Ailyn F. Catubig
2.8.1.5 Grade 3 inspectorate – Charlie R. Sumaya
2.8.1.6 Grade 4 inspectorate – Catherine L. Lanojan
2.8.1.7 Grade 5 inspectorate – Iyve V. Luy
2.8.1.8 Grade 6 inspectorate – Ignacia D. Dee
2.8.1.9 Agency security guard/s – Conduct inspection after
office hours on non-conformance to any of the
Electricity Saving Measures.
2.8.2 The school shall craft a program to educate the students on the
Government policies, Re: Electricity Saving Measures and at the
same time craft and disseminate a classroom/house rules on the
implementation of the EEC Program of the school;
2.8.3 Other EEC program to be instituted by the school:
2.8.3.1 Special instructions on the use of the ACU’s:
2.8.3.1.1 Limit the use of the existing non-inverter
aircon to a minimum;
2.8.3.1.2 The library shall use the ACU as needed
only;
2.8.3.1.3 Turn off the ACU’s when not in use or set
ACU’s at fan mode especially on noon
break.
2.8.3.2 Electricity Saving Measures on the use of office/school
equipment/s that are contributing significantly to the

monthly electricity consumption such as Water
dispenser, water heater, rice cooker and others:
2.8.3.2.1 The school shall use the portable water
dispensers;
2.8.3.2.2 Water dispenser with hot and cold function
shall strictly be used without the hot and cold
function; and
2.8.3.2.3 Charging of mobile phone by the students
shall be restricted.
2.8.3.3 This school may issue an official issuance for the
restriction/control/use of electrical equipment not
related to educational operation.
2.8.4 Provide regular reminders and conduct daily inspection of non-
conformance to the required measures:
2.8.4.1 Communicate the operational controls by posting the
signages of the electricity saving measures and
compliance to the other energy saving tips to
strategically located areas on the day of the issuance
of the memorandum;
2.8.4.2 100 percent of the listed measures in the electricity
saving measures and the other energy saving tips
shall be strictly implemented within the first three (3)
working days of implementation;
2.8.4.3 The undersigned may approve any flexibility to the
implementation of the electricity saving measures
such as, but not limited to, the use of the ACU’s during
the conduct of meetings with such flexibility to be
extended during the gathering of the stakeholders for
courtesy call or meetings;
2.8.4.4 The undersigned may approve any flexibility to the
use of Hot and cold function of the water dispenser/s
in selected areas upon written request for exemption
with proper justification and proposed
countermeasures/suggestion/s;
2.8.4.5 Record the non-conformance by any
personnel/offices/classrooms thru the Non-
conformance/ Observation Logbook that contains the
following information:
2.8.4.5.1 Inspected by
2.8.4.5.2 Date/time inspected
2.8.4.5.3 Full description of the
non-conformance/observation
2.8.4.5.4 Acknowledge by (Office/ classroom
personnel and by the Grade Adviser)

2.8.4.6The Non-conformance/Observation logbook may
record the non-conformance as a policy reminder,
record as observation/s or record the information for
data gathering purposes;
2.8.4.7 The Inspection team/School’s EEC Officer shall
update the log entry for the non-conformance to be
acknowledged by the Office/Classroom Personnel
concerned for their prompt corrective measures;
2.8.4.8 Office/classroom initiative/s for the Energy Efficiency
and Conservation Measures and any events that may
result to the reduction or increase of the monthly
electricity bill shall be recorded in the logbook as an
observation;
2.8.4.9 The security guard/s together with any night shift
personnel shall perform the following task:
2.8.4.9.1 Check by 5:00PM – 6:00 PM and report the
offices/ classrooms who forgot to turn off the
lights or unplug the equipment’s.
2.8.4.9.2 Check on Saturdays, Sundays and Holidays
for personnel reporting to the school without
proper approval from the undersigned;
2.8.4.10 Continuous non-conformance to a specific provision of
these EEC program memorandum and the Electricity
Saving Measures memorandum by any school
personnel shall be referred to the undersigned by the
School’s EEC Officer.
2.8.5 Feedback mechanism:
2.8.5.1 Complaints Logbook shall be updated; and
2.8.5.2 The PSDS may form a technical inspectorate team
solely for the purpose of inspecting the facilities in line
with the full implementation of the school’s EEC
program and to recommend priority repair/corrective
measures to the facility and suggest improvements to
the School’s EEC program.
2.8.5.3 Alternately the school personnel may submit a letter to
the undersigned to request for an exemption to the to
the required measures and provide a justification
and/or proposed counter measures; and
2.8.5.4 Request may be directly acted upon by the
undersigned or may be referred by the School’s EEC
Officer to the Region Office EEC Officer thru the
Division EEC Officer for consultation as may be
needed.
2.9 Classroom Do`s and Don’t`s

2.9.1 Lights off from 7:00 AM to 6:00 PM and turn off and unplug all
school equipment’s before leaving the classroom. Do not leave
the lights and the equipment’s on when leaving the classroom;
2.9.2 Turn on the center light only when the weather is indistinct and
do not use it during sunny days;
2.9.3 Electric fan shall be used when weather is unpleasant; do not
use during rainy days;
2.9.4 Use portable water dispenser; do not use the hot and cold
function; and
2.9.5 Construct rain catcher as water reservoir for watering the plants,
cleaning the CR and other purposes. Do not use the deep well
water system that runs with the use of the school electricity.
2.10 Initial lists of Energy Efficiency and Conservation Project Plan for SY
2022-2023
2.10.1 Complete replacement (re-piping) for the water supply plumbing
system; Initial installation of rain catchers per curriculum for
water supply; and
2.10.2 Installation of solar panel lights for the classrooms and in the
identified strategic areas for safety and security.
