Primus Partners has been set up by acquiring a boutique consulting firm with over 8 years of
experience in India. Primus Partners has been set up to partner with clients in ‘navigating’ India,
by experts with decades of experience in doing so for large global firms. Setup on the principle

Detailed Narrative Description of Project
The Ministry of Information & Broadcasting is functionally organized into three wings (i)
Information Wing, (ii) Broadcasting Wing and (iii) Films Wing. The Ministry has only Central
Sector (CS) Schemes under which funds are allocated to different schemes based on overall
allocation and requirement of schemes.
Governments (both national and local) in India have recognized the necessity to effectively
communicate and connect with citizens, who are the ultimate beneficiaries of numerous
government policies and initiatives, in the previous five years. This is reflected in the higher
dedicated budgets being allocated for Information, Education & Communication (IEC)
purposes. The increased IEC budgets and greater focus on communication has presented
an opportunity to MoI&B for being the anchor to the rest of the Government and Ministries.
The project therefore, involves assistance to Ministry in fulfilling the above critical endeavour
and also provide necessary strategic advice in implementation of its critical initiatives.
Description of Actual Services Provided:

These projects are currently in the Development phase, the team is required to assist

Narrative Description of Project
The Department of Town & Country Planning, Haryana is the nodal department to enable
regulated urban development in the State of Haryana. The policies of the department aim
at encouraging a healthy competition amongst various private developers and public
sector entities for integrated planned urban development.
In order to involve the private sector in the process of urban development, the Department
grants licenses to the private colonizers for development of Residential, Commercial,
Industrial and IT Park/Cyber Park Colonies in accordance with the provisions of the Haryana
Development and Regulation of Urban Areas Act, 1975. The Department of Town and
Country Planning, Haryana is responsible to regulate the development and to check the
haphazard development in and around towns. This requires the department to create
various touchpoints with a wide variety of stakeholders including citizens, colonizers and
State Government Departments/Boards/Corporations. In this regard, the Department has
engaged NICSI for development of e-services. To monitor and timely completion of rolling
out e-Services, setting up of PMU has been necessitated and therefore PMU has been
constituted for software development of offline services of TCP department, Haryana.
Description of Services to be provided:
o Prepare an IT Roadmap for the Department
o Review existing processes/services of the department and advise on improving their
efficiency through IT interventions
o Help the department to onboard Service Providers/System Integrators for formulation IT
based solutions and establish a framework for reliable and accurate monitoring of IT
Service Providers'/System Integrators' performance and service delivery.
o Monitoring of deliverables, timelines, and other tasks as agreed upon in contract.
o Review project documents such as Software Requirement Specifications (SRS),

The previous IT/ESDM policy of Haryana held investors at the core by offering
regulatory and fiscal benefits, however, lacked long-term commitments. The policy
was weak in terms of offering other support for aiding the electronics sector e.g., it
lacked focus on the key themes of the sector such as FAB, which is one of the key
drivers of the electronics sector. States like Tamil Nadu has realized the importance of
this segment and aims to attract at least two major FAB investments to Tamil Nadu in
the next three years. The State also envisions to develop itself as a preferred
destination for FAB industry.
As the electronics sector is vast and evolving, developing a focused approach is vital.
The State of Haryana must map the existing value chain of the sector and identify the
specific opportunities to provide thrust to the sector and get the first mover
advantage in the segment.
Proposed Intervention:
Haryana may aim to target key FAB players in the upcoming ESDM Park in the State.

sector specific clusters is progressive as it provides specific focus on thrust sectors.
However, considering the competitive environment where every State is competing
with each other, a unique approach and strategy is required to attract more
investments in the State.
We propose to formulate a targeted strategy, wherein our team would gather
information to identify the new projects and new regions/ clusters to be promoted.
Regional profiles would be developed to enhance the visibility and awareness about
opportunities in these new regions. Primus Partners would also identify an exhaustive
list of emerging sectors and a scoring model would be developed for prioritizing
development of sectors. In addition to the scoring model, the availability of resources
and possibility of other resource development in the state would also be considered

In view of the current investment scenario in Haryana, we propose to develop a “City

Prioritization Framework
Primus Partners proposed to develop a targeted and focused approach with an
emphasis on the sector, geography, and company prioritization, to derive tangible
outputs. We will shortlist countries which can be potential partner countries and
partner organizations and can become an integral part of the Haryana’s growth story.

To enable this integration, there will be a critical need to prioritize the projects or
create an exhaustive list of investible projects. Presently, there are plethora of projects
which are getting executed by the department at any point of time, however, it’s
important to classify them in priority order based on their merit. A government may
face a situation in which there is no room in the budget (either the current budget or
a future budget) or sufficient human resources to focus on all potential projects,
regardless of whether all those projects respond to relevant needs of the society in an
efficient way, creating public wealth, and generating strong net benefits. In this
restrictive scenario, a government may need to undertake a prioritization exercise to
choose between different projects.
Project prioritization enables the government to choose the right alternatives when
there are numerous economically and technically feasible projects to address the
public needs. Main objective is to ensure that public funds are well spent and produce
the highest benefit for the economy. Prioritization may require the government to
abandon few projects for the time being, or move it to later in the program.
Our team has developed an econometric tool PRIMA (Primary Regulatory Impact
Measurement & Assessment) to address the project prioritization challenges and

Case illustration: An analysis on Taxation (GST regime) in services sector (figures used

The introduction of Goods and Services Tax (GST) is a very significant step in the field of
indirect tax reforms in India. By amalgamating a large number of Central and State
taxes into a single tax, it mitigated cascading or double taxation in a major way and
pave the way for a common national market. From the consumer point of view, the
biggest advantage is in terms of a reduction in the overall tax burden on goods, which
was estimated at around 25%-30% in VAT regime. Introduction of GST made Indian
products competitive in the domestic and international markets. Last but not the least,
this tax, because of its transparent and self-policing character, is technology driven,
making the system efficient with very little chance of tax evasion.
Impact on Industrial Policy Estates:
Post implementation of GST in the country, incentives head VAT reimbursement, part of
industrial policy of most of the State has become null & void, also GST is the destination
based tax which ensure Input Tax Credit seamlessly till final consumption point, which in
earlier regime was under the jurisdiction of State Government and most of the State
would not provide the Input Tax Credit on Inter-state transaction. Therefore, in light of
this, a new mechanism has to be devised to incentivizes investors in the same quantity
as promised in the industrial policy but at the same time protect State’s interest as well.
States’ concerns in continuing the tax incentive: The basic principle behind the net VAT
reimbursement was to forego the tax benefit to the States for initial few years, most of
the States did not intend to provide this incentive from its own budget. This is the reason
that many states amended VAT act to discontinue the Input Tax Credit on Inter-State
transaction
Way forward/ Suggested measures and potential strategies to be adopted by the State:
To start with, state can focus on sectors keeping in mind the strength that the State
already possesses and have resources/infrastructure to cater to the market demand. A
four pronged strategy is suggested to attract growth in services sectors and thereby
creating high paying jobs in Haryana.

1. The State should conduct a thorough analysis of SGST receipts and its sources, and
very specifically for those part where accrual is on account of consumption of those
products/goods which is being manufactured in the State, and accordingly should
amend the net SGST reimbursement scheme. The ratio of total consumption within
State and total industrial output of State at overall level or sector-wise may be very
useful in conceptualizing the mechanism and contextualizing as per state dynamics.
2. The State should continue to promote manufacturing sectors which are Labour
intensive and have the capability of providing more jobs. Incentivizing manufacturing
sectors such as Automotive and Light Engineering, which are heavily automated and
not Labour-intensive, may be reconsidered. A strategy may be adopted wherein new
enterprises in such sectors, may be incentivized only if they are mega units or fall under
thrust sectors such as EV or EV components. Details on employment per acre for
different sectors are attached as Annexure I.
3. Growth of services sector should be focused through Policy interventions
The services sector is not only the dominant sector in India’s GDP, but has also
attracted significant foreign investment flows, contributed significantly to exports as
well as provided large-scale employment. As an initiative to provide boost to service
sectors Govt. of India has identified 12 champion sectors to give focused attention.
These include These include Information Technology & Information Technology
enabled Services (IT & ITeS), Tourism and Hospitality Services, Medical Value Travel,
Transport and Logistics Services, Accounting and Finance Services, Audio Visual
Services, Legal Services, Communication Services, Construction and Related
Engineering Services, Environmental Services, Financial Services and Education
Services.

Focus Sector Growth: The Service Sector should be boosted as this sector helps in
developing demography whose disposable income is high and propensity to
consume is much higher compared to people engaged in manufacturing sector; so
as the number of high income people increases the consumption will increase
consequently. Moreover, from Income Statement of Service Sector companies it is
pretty evident that consumables makes the larger portion of their expenses and tax
on account of consumables shall accrue to the state and the Service Charges makes
the highest portion of their income, so 50% of the service tax charged on the service
shall accrued to the State which was negligible in Pre-GST regime. So in Post-GST
regime it is imperative to promote the Service sectors wherein the consumption is on
an as-and-where basis, leading to an increase in tax/SGST receipt, such as
amusement parks, theatres, R&D Centers, senior living care, medical tourism etc.
Medical Tourism: Medical tourism in India is growing considerably. To further promote
India as a global health destination. The Indian Ministry of Tourism (MoT) has started
a new category of visas for medical tourists called the “M” or medical visas. Haryana
is best poised to gain advantage by aligning its strategy with GoI. Haryana boasts of
having network of best hospitals of India, which can be leveraged to boost medical
tourism (in International context) by providing the push through dedicated policy.

medical cost by choosing India as their medical destination, if not appropriately
covered by healthcare insurance

which brought the state to 6th position in 2016, making Haryana a leading improver
in the country. Today, Haryana is ranked 3rd in the Ease of Doing Business 2017-18
ranking released by Department of Industrial Policy and Promotion, Government of
India. The state moved up 3 places with an overall score of 98.07% from the previous
year’s 6th rank and score of 96.95%.
Apart from easing regulations, Haryana pronged the Ease of Doing Business - EoDB
strategy in 3 phases i.e. ‘Design & develop’, ‘Implement & use’ and ‘Improve’. In the
first phase i.e. in 2015-16, the strategy was to design and develop the online IT systems
for State industrial clearances. In second phase i.e. in 2016-17, the Haryana State
mandated the implementation of reforms and encouraged the industry and other
stakeholders to use it. Further, in 2017-18, the strategy was to obtain the user feedback
for continuous improvement with a view to provide a conducive business environment
to the investors in the State. Additionally, in the year, 2017, there was also a major
change in the DIPP EoDB evaluation methodology by extending the focus of
evaluation on user feedback as well. The ultimate objective of Haryana’s 3 phase
strategy is investor happiness and this strategy has helped the State in securing 3rd rank
in the country. The end user feedback played critical role in deciding the overall
service delivery and business climate of the state.
Further, State’s continuous efforts in achieving a top position in Ease of Doing Business
rankings, is a testimony of its commitment to provide a conducive business
environment to growth.
Haryana’s Journey in Improving Ease of Doing Business Rankings-
The Haryana State Government has undertaken many reforms to improve the Ease of
Doing Business (EoDB) in the State. Some of the reforms include implementation of a
Single Roof Clearance system, relaxation in labour laws, faster environmental
clearance etc. Under EoDB framework, Haryana Govt. has laid major emphasis on
simplification and rationalization of the existing rules and introduction of information
technology to make governance more efficient and effective. The objective of this
exercise is to enable ‘Minimum Government and Maximum Governance’ in the State.
The first and foremost key reform undertaken by the State Government was the
institutionalization of ‘Haryana Single Roof’ mechanism under Haryana Enterprise
Promotion Act (HEPA). The State formulated HEPA in 2016 and under HEPA, a new and
decentralized regulatory regime was established with an objective of fully equipping
the departments’ Nodal officers at State level and the Field officers at District level.
Regulatory powers of Head of Department (HoDs) of more than 20 departments were
delegated to respective Nodal / Field officers to grant regulatory clearances in an
efficient and time bound manner. Subsequently, the rules of HEPA, Haryana Enterprise
Promotion Rules, were formulated wherein SLAs (timelines) for service delivery and
mechanism of delegation of powers to field officers and nodal officers of departments
in deputed in Haryana Enterprise Promotion Centre were clearly defined. Rules of the
HEPA gave much needed statutory legal backing to the concept of Single Roof in
Haryana and as a result enabled in making it more effective and meaningful. Under

‘Haryana Enterprise Promotion Act-2016’, following mechanism for clearance of
projects was developed-
• Haryana Enterprise Promotion Board (HEPB): HEPB is an apex body for all matters
relating to enterprise development and it is headed by the Hon’ble Chief Minister.
HEPB’s main function is to take decisions pertaining to policy matters, frame rules
and regulations to conduct of its business, approve special incentives to mega
projects on recommendation of Empowered Executive Committee (EEC).
• Empowered Executive Committee (EEC): EEC is constituted for granting
clearances to projects greater than INR 10 Cr. and less than Rs 100 Cr of investment
in FCI and/or cases requiring CLU on more than 1 acre of Land. ECC is empowered
for recommending special incentives to HEPB.
• District Level Clearance Committee (DLCC): DLCC is responsible for clearing
Projects up to 10 Cr of investment and / or grant of CLU for less than 1 acre. DLCC
works under the Chairmanship of Deputy Commissioner. Members of DLCC have
got delegated powers of respective departments for granting Clearances. DLCC
meetings are held every month at respective District level. So far clearances have
been given to more than 7500 Common Applications at DLCC level.
Further, the State took series of bold reforms in the areas like easing construction permit
approval processes, Registering property, Inspections procedures etc. and some of
these reforms were not only limited to Business Reform Action Plan (BRAP) – 2017-18.
Some of the reforms such as introduction GIS System for auto clearance / Forest NoC,
self-certification of building plans in Uniform Building code thus exempting 70% of the
industries from inspections etc. which are undertaken by the State were in fact
beyond the guidelines provided by the DIPP.
Further, in line with the BRAP requirement, every department of the state has adopted
online systems for granting approvals thus eliminating physical touch points for an
investor and have designed strong tracking mechanisms to track the status of
application at any time of the approval cycle.
The State Government has undertaken path breaking initiatives such as integration of
Rapid Assessment System for taking real time feedback from the end users (also
identified as a best practice by DIPP, Introducing Single Joint inspections by related
bodies for obtaining construction permits, Auto renewal of Consent to Establish and
Consent to operate, Applying for incentives through single window etc.
DIPP also recognized “Central Inspection System” developed by State for improved
and transparent Inspection systems, as the best practice in the country.

As phase 1, a detailed As-Is Assessment shall be done covering the vital information. We propose to undertake the As Study by
critically analyzing the current BRAP implementation in the State. We propose to leverage our ready to use As -Is Framework to define
an initial score based on current compliance.

Categorization of Reforms:
For every reform point, we will be defining categories for rationally analyzing the type
of intervention required. The initial categories of evaluation will be – (i) Regulatory
Simplification, (ii) Digital Enablement and (iii) Access to Information. The Regulatory
simplification category will define the reform points pertaining to defining/reducing
timelines, creation of any Act or providing statutory backing to any reform, creation
of an additional agency/department/judicial government institution such as courts,
reducing any procedure in the service delivery etc.
The Digital Enablement category will encompass all reforms related to creation of
digital platforms, integration of services, software developments etc. and the last
bucket of Access to Information shall hold all reforms related to publishing the
procedures online on the respective web portals and facilitating investors with
availability of information digitally.
After undertaking the gap analysis, Process shall be analyzed to determine whether
reform requirements are being met and, if not, what steps should be taken to ensure
they are met successfully. Gap here refers to the space between "where
departments are".
Preparing a Recommendation/ Action Plan: Processes shall be designed using the
efficiency and effectiveness of the processes as the guiding principles. Enablers for
redesign such as de-duplication of data sought, change in rules effected by
Government Orders or larger change of governing Act shall be considered during
redesign.
The action plan will encapsulate the strategic interventions/suggestions/
recommendations to improve the investment climate in the state.

Given our experience of working extensively in the Ease of Doing Business domain,
we believe that there are 2 critical areas which have emerged as real bottlenecks,
requiring immediate attention of the Governments:
Factors controlling the overall Doing Business Ecosystem in the States
The roll-out of the regulatory simplification frameworks such as Business Reform Action
Plan has ensured digitization of the services and enabled the investors to apply for the
services online in a transparent manner. Almost all industrial states in India have
ensured compliance on developing robust IT and digitals platforms to facilitate
investors in availing services from various agencies/departments of the government.
However, the digitization alone does not ensure the “Quality” of the services provided
to an investor. As the BRAP had successfully ensured the digitization of services and
the States were quick to act on the reform, the next focus of the states has to be on
reducing the timeliness of the service delivery and doing away with unnecessary
processes and documentation to decrease the waiting time for investors.
For the State to rationalize the compliance burden on investors, we propose to leverage
our comprehensive Process Re-engineering framework to gauge the actual time taken
to grant approvals/ clearances to the industries and gauge the “Quality of Service
Delivery” and undertake a comprehensive

To illustrate our approach, we will be evaluating the current procedures and
timelines, service wise and mapping the existing processes and procedures. The
focus of the approach will identify the timelines of availing clearances to start a new
business in the state. We propose to select such critical services in Phase 1 and assess
areas/hurdles causing the maximum time lag to the investors. Critical contours such
as Documents, Processes, Time, and related cost were evaluated.
The outcome of the study shall be benefitting the state to clearly outline the
redundant processes/ procedures (Improving service SLAs) and reduce the burden
on investors to provide a seamless experience.

The feedback mechanism shall be developed with two key objectives of the
perception based study:
• To understand the industry’s experience related to factors like time taken,
number and simplicity of procedures involved, transparency etc. across the
reform indicators.
• To gather independent user feedback in relation to overall business facilitation
across the State
Investor Survey forms shall be created for obtaining feedback from the sampled
industry population to capture responses on how they perceive the business
facilitation process across all reform indicators. The respondent would assign a
score between 1 and 5 to each of the questions. The respondents are also
encouraged to share their feedback or recommendations pertaining to each of
the study parameters.
These surveys would be conducted online and in person with the help of DICs and
industry bodies.
Stakeholder Workshops
This step involves collation of the individual scores to arrive at the total average
score for each parameter. The total score would reflect the general opinion of the
industry, arrived by taking the average responses by a sample population
composed of business intermediaries, industry leaders and trade facilitators, with
respect to ease of doing business/or business facilitation/support provided by the
State.
Final results shall be shared with concerned departments such that corrective
action as necessary may be taken.
Regular Outreach and Communication
The team would devise a communication strategy to reach to the industry
community and educate/inform them on the Ease of Doing Business Reforms being
undertaken by the state Government. A targeted communication strategy would
be adopted by the team for e.g. Reform in a sector specific approval would be
communicated to industries from that particular sector.
As District Industrial Centres (DICs) are the key implementation agencies of the
communication strategy they would be consulted on the timing, content, and
methodology of investor outreach program.
Communication strategy will be designed with following components:
• Communication timetable - The team would draft a communication time
table. The communication time table would highlight weekly
communication plan. The communication time table would be
communicated to all the implementation stakeholders. Regular update

establish dedicated cells for augmenting the capacities of the institution, with a focus
