WHEREAS, it is thereby expressly mandated that local government units are charged
with the promotion of health and safety within their respective jurisdiction. Letter of Instruction
N0. 441 of 1976, stated that to address malnutrition, it mandated the Department of the Interior
and Local Government to establish a functioning nutrition committee at all levels;
WHEREAS, in order to reduce if not eliminate the problem of malnutrition, the local
government has extended a Municipal Wide Nutrition Program through the creation of a
Municipal Nutrition Council and by ensuring that it is functional in accordance with existing
guidelines. Such committee is tasked to plan, implement and monitor the nutrition programs of
the local government unit of Monkayo, to effectively carry out the primary programs of this
administration under the developmental goals of “Asenso Monkayo”;

3. Formulates the municipal nutrition action plan complementary to and integrated with other
plans
of the LGU and higher- level plans;
4. Coordinates, monitors, and evaluates plan implementation and recommends and adopts
appropriate actions for nutrition improvement;
The Municipal Government shall create the Municipal Nutrition Evaluation Team (MNET) from
the members of the Municipal Nutrition Council using the protocol set by the National Nutrition Council.
The MNET shall conduct the annual Monitoring and Evaluation of Local Level Plan Implementation
(MELLPI) to gauge the performance and functionality of the Barangay Nutrition Council/ Committees as
well as the Barangay Nutrition Scholars (BNS’s) using the MELLPI Pro tool. The team shall also conduct
evaluation and monitoring of other nutrition activities.
The Municipal Nutrition Council and Municipal Nutrition Evaluation Team shall receive cash
incentives based on meeting attendance and evaluation activities conducted amounting to Php 100.00 per
attendance depending on the availability of funds.
