Το αίτημα της εποχής μας για συνεχή τουριστική ανάπτυξη χωρίς υποβάθμιση
της φύσης επιβάλλει την παγκόσμια ενεργοποίηση των αναπτυξιακών φορέων για
κατανόηση της λειτουργικής σχέσης τουρισμού και περιβάλλοντος και για εξεύρεση
της «χρυσής τομής», για μία πολιτική ανάπτυξης που θα περιλαμβάνει και
περιβαλλοντικές θεωρήσεις (Τζούφη,2010,σελ.221).

Με την πάροδο των ετών, λοιπόν, έγινε κοινά αποδεκτό ότι η οικονομική και
τεχνολογική ανάπτυξη συνδέεται άμεσα με πληθώρα περιβαλλοντικών
επιβαρύνσεων. Ενδεικτικά αναφέρονται η ατμοσφαιρική μόλυνση από το νέφος και
την όξινη βροχή (μεταφορικά μέσα-βιομηχανίες), η έκλυση ραδιενέργειας (πυρηνικά
ατυχήματα-όπλα), η υπερθέρμανση του πλανήτη (φαινόμενο θερμοκηπίου-τρύπα
όζοντος-άνοδος της στάθμης της θάλασσας-λειψυδρία-ξηρασία-κλιματική αλλαγή), η
μόλυνση των υδάτων (τοξικά-βιομηχανικά απόβλητα-φυτοφάρμακα), η
υπερκατανάλωση και ο όγκος των απορριμμάτων (απουσία ανακύκλωσης-
ανεξέλεγκτες χωματερές). Επίσης, στα προβλήματα λόγω της ανάπτυξης

Εμφανώς, μετά τον αρχικό ενθουσιασμό και την επιτυχία της Διασκέψεως του
1992, σταδιακά το πολιτικό ενδιαφέρον ατόνησε (Παπανδρέου και
Σαρτζετάκης,2002,σελ.105). Στην πρόσφατη Διάσκεψη Ρίο+20 (Βραζιλία,2012),
απλώς επαναλήφθηκε το όραμα για βιώσιμη ανάπτυξη (UN,2012,παρ.130-131),
χωρίς δεσμεύσεις και ουσιαστικά βήματα προώθησης αυτής της πολιτικής (Το
Βήμα,2012).

Για την υλοποίηση των αποφάσεων των παραπάνω Διασκέψεων, στον τομέα
του τουρισμού συγκροτήθηκαν ή ανέλαβαν ενεργό ρόλο διάφοροι φορείς, καθώς
αναγνωρίζεται πια διεθνώς η αναγκαιότητα ενσωμάτωσης της περιβαλλοντικής
διάστασης στην πολιτική του τουρισμού. Οι κυριότεροι από αυτούς περιγράφονται
παρακάτω:

1.4. Συμπεράσματα
Από τα παραπάνω, γίνεται σαφές ότι για την άρση των επιβαρύνσεων που
προκαλεί η ανάπτυξη στο φυσικό περιβάλλον καταβάλλονται προσπάθειες σε όλα τα
επίπεδα αποφάσεων (παγκόσμια συλλογική ευθύνη), ώστε να προσεγγιστεί η
«βιώσιμη ανάπτυξη», που αφορά και στον τουρισμό και στο περιβαλλοντικό του
αποτύπωμα.

Πέραν της συνεισφοράς του στην προστασία της φύσης, είναι βέβαιο ότι ο
τουρισμός προκαλεί με τις δραστηριότητές του αρνητικές επιπτώσεις στο περιβάλλον.
Αν και δεν μπορεί να θεωρηθεί ως πρωταίτιος και να ενοχοποιηθεί για κανένα από τα
μεγάλα περιβαλλοντικά προβλήματα (Αθανασίου,2007,σελ.14,59), εντούτοις βοηθάει
στην εμφάνιση και εξέλιξή τους. Τα σημαντικότερα είναι τα παρακάτω:

των φυσικών πόρων που απαιτούνται για την παραγωγή της και επιβαρύνει την
ποιότητα του αέρα της περιοχής (Βάλμη,2011,σελ.35).
Εκτός από το έδαφος και τον αέρα, ο φυσικός πόρος ο οποίος δέχεται τις
περισσότερες πιέσεις είναι το πόσιμο νερό, όχι μόνο για κάλυψη αναγκών
προσωπικής κατανάλωσης που πολλαπλασιάζεται ασύμμετρα σε περιόδους αιχμής,
αλλά και για προσφορά τουριστικών υπηρεσιών (πισίνες-γήπεδα γκολφ-κήποι).
Ενδεικτικά, αναφέρεται ότι σε διάφορα μέρη της Μεσογείου η κατανάλωση νερού
από τους τουρίστες είναι εξαπλάσια αυτής των ντόπιων κατοίκων
(Θεοδωρέλλη,2009,σελ.62). Έτσι, η υπεράντληση νερού σε εντατικούς ρυθμούς και
σε δεδομένο χρόνο, ειδικά σε περιοχές με χαμηλή βροχόπτωση, εξαντλεί τα
αποθέματα, ενώ η λύση των γεωτρήσεων περιορίζει τους υπόγειους υδροφορείς
(Γκορέ,2013,σελ.27). Το τελευταίο προκαλεί την υφαλμύρωση του πόσιμου νερού
και την ακαταλληλότητά του για χρήση (Αγγελίδης και Οικονόμου,2005,σελ.187).

2 Tourism should contribute to sustainable development and be integrated with the
natural, cultural and human environment; it must respect the fragile balances that
characterize many tourist destinations, in particular small islands and environmentally
sensitive areas. Tourism should ensure an acceptable evolution as regards its influence
on natural resources, biodiversity and the capacity for assimilation of any impacts and
residues produced.
3 Tourism must consider its effects on the cultural heritage and traditional
elements, activities and dynamics of each local community. Recognition of these
local factors and support for the identity, culture and interests of the local community
must at all times play a central role in the formulation of tourism strategies,
particularly in developing countries.
5 The conservation, protection and appreciation of the worth of the natural and
cultural heritage afford a privileged area for cooperation. This approach implies
that all those responsible must take upon themselves a true challenge, that of cultural,
technological and professional innovation, and must also undertake a major effort to
create and implement integrated planning and management instruments.
6 Quality criteria both for the preservation of the tourist destination and for the
capacity to satisfy tourists, determined jointly with local communities and
informed by the principles of sustainable development, should represent priority
objectives in the formulation of tourism strategies and projects.

8 All options for tourism development must serve effectively to improve the
quality of life of all people and must influence the socio-cultural enrichment of
each destination.
9 Governments and the competent authorities, with the participation of NGOs and
local communities, shall undertake actions aimed at integrating the planning of
tourism as a contribution to sustainable development.
10 In recognition of economic and social cohesion among the peoples of the world
as a fundamental principle of sustainable development, it is urgent that measures
be promoted to permit a more equitable distribution of the benefits and burdens of
tourism. This implies a change of consumption patterns and the introduction of
pricing methods which allow environmental costs to be internalised. Governments
and multilateral organizations should prioritize and strengthen direct and indirected
aid to tourism projects which contribute to improving the quality of the environment.
Within this context, it is necessary to explore thoroughly the application of
internationally harmonised economic, legal and fiscal instruments to ensure the
sustainable use of resources in tourism.
11 Environmentally and culturally vulnerable spaces, both now and in the future,
shall be given special priority in the matter of technical cooperation and
financial aid for sustainable tourism development. Similarly, special treatment should
be given to zones that have been degraded by obsolete and high impact tourism
models.
12 The promotion of alternative forms of tourism that are compatible with the
principles of sustainable development, together with the encouragement of
diversification represent a guarantee of stability in the medium and the long term. In
this respect there is a need, for many small islands and environmentally sensitive
areas in particular, to actively pursue and strengthen regional cooperation.

15 The travel industry, together with bodies and NGOs whose activities are related
to tourism, shall draw up specific frameworks for positive and preventive
actions to secure sustainable tourism development and establish programmes to
support the implementation of such practices. They shall monitor achievements,
report on results and exchange their experiences.
16 Particular attention should be paid to the role and the environmental
repercussions of transport in tourism, and to the development of economic
instruments designed to reduce the use of non-renewable.
18 All necessary measures should be implemented in order to inform and promote
awareness among all parties involved in the tourism industry, at local, national,
regional and international level, with regard to the contents and objectives of the
Lanzarote Conference.

Physical-ecological component
The physical-ecological set comprises all fixed and flexible components of the
natural and built-cultural environment, as well as infrastructure. The “fixed”
components refer to the capacity of natural systems expressed occasionally as
ecological capacity, assimilative capacity, etc. They cannot be manipulated easily by
human action and to the extent these limits can be estimated they should be carefully
observed and respected as such. The “flexible” components refer primarily to
infrastructure systems (and their characteristics) like water supply, sewerage,
electricity, transportation, social amenities (postal and telecommunication services,
health services, law and order services, banks, shops and other services). The capacity
limits of the infrastructure components can rise through investments in infrastructure,
taxes, organizational-regulatory measures, etc. For this reason their values cannot be
used as a basis for determining carrying capacity, but rather as a framework for
orientation and decision on management/action options.
Socio-demographic component
The socio-demographic set refers to those social aspects, which are important to
local communities, as they relate to the presence and growth of tourism. Social and
demographic issues, such as available manpower or trained personnel, etc. including

also socio-cultural issues, such as the sense of identity of the local community or the
tourist experience etc. Some of these can be expressed in quantitative terms but most
require suitable socio-psychological research. Social capacity thresholds are perhaps
the most difficult to evaluate as opposed to physical-ecological and economic, since
they depend to a great extent on value judgements. Political and economic decisions
may affect some of the socio-demographic parameters such as, for example, migration
policies. Social carrying capacity is used as a generic term to include both the levels
of tolerance of the host population, as well as the quality of the experience of visitors
to the area.
