est fare available’ on their
entitled travel class and book
air tickets at least three weeks
prior to their date of travel
for tours and LTC, as it looks
to cut down on unnecessary
expenditure.
The Ministry further said
that employees should book
only one ticket for each leg of
intended travel, make book-
ings even if approval of the
tour programme is under pro-
cess and also avoid “unneces-
sary cancellations”.

“I want to congratulate the

for this step and for using solar
power for lighting and to run
their machinery at the material
recovery facility. This pattern
will be replicated for all the
other panchayats in Goa for
their material recovery facility
because we can save power
and earn money by giving back

led to a tense situation during
the general body meeting called
by the managing committee al-
legedly without permission.
A group led by Feroz Khan
alleged that the members of the
existing managing committee
had fraudulently admitted new
members without following the
rules. However, the president of
the present managing commit-
tee, Feroz Katavlia, refuted the
allegation stating that only mem-
bers who are active in the masjid
were admitted. The group led by
Feroz Khan created a ruckus a�er
the managing committee refused
them to attend the meeting.
Defending their action, the
managing committee said that
those who were creating prob-
lems were not members of the
committee. The dispute between
the two groups led to some anx-
ious moments outside the Jama
Masjid hall.

It is only the changing shades of the
sky from blue to a gloomy black that
gives one an inkling of the climate
that we ought to be experiencing
now. Otherwise the sunny and humid
weather would have one believe that it
is some ‘depression’ or cyclonic e�ect
that is disrupting normal weather in
the state.
Somehow it has been years since
the state has experienced normal rains
in the actual sense. The percentage of
rainfall recorded may give an entirely
di�erent picture of the state of a�airs.
But the fact remains that for a common
man it has hovered around either the
poor or at times, the devastating mark.
The period of June to September is
the south west monsoon season. The
Goa Tourism Development Corporation
claims that the state experiences an
average rainfall of about 330 centime-
tres annually and about 90% of annual
rainfall occurs during this season only.
However rainfall is more in the areas
which are nearer to the Western Ghats
in east parts of Goa.
It is said that Goa enjoys a tropical
monsoon climate under the Koppen
climate classi�cation that features a
pleasant season for most of the year
with two distinct seasons, the dry sea-
son and the monsoon season.

The Armed forces are for disciplined people not for those who
burn national assets.
The Army should not recruit hooligans responsible for the
violence taking place during the protests against the short-
term recruitment plan. These hooligans are not even �t to be
security guards.

Rains – no, downpours - in Decem-
ber and January; what more are we to
see!
Similarly, last July, parts of Goa saw
�ood-like situation as heavy rains in-
undated houses and waterlogged roads
were the order of the day.
The changing rainfall patterns lead
to extreme weather events like �oods
and droughts. Unseasonal rain or dry
spells also harm food production. But
fortunately, barring that one calami-
tous situation as the one that wreaked
havoc on Canacona in 2009, Goa is yet
to witness natural destruction on an
enormous scale.
But the absence of rains in a sea-
son that is dedicated to three-to-four
months of wet-spell is alarming in itself.
With the clear skies and sunny weather
that is in evidence now, it is di�cult to
think of June as a rainy month.
Moreover, at times, the whole scenar-
io reminds one of the culminating peri-
od of a season that has not even begun
in earnest.
In any case, a�er a pause, southwest
monsoon is expected to regain traction
in the state in a day or two. At least that
is what the weatherman has had to re-
port!
But, as in the past couple of years,
will the delayed start of the monsoon
create a situation where the rainy sea-
son shows no sign of retreating even in
December and January!
Or is Goa staring at a scenario where
the monsoon will make a drastic devi-
ation from its ‘itinerary’ to become a
year-long a�air!
On second thoughts, just as the dra-
matic sequences that characterize the
political situation in the country today,
the monsoon too seems to have as-
sumed the uncertain approach where
the public in eager expectation of bet-
ter things to come have been lulled into
a false sense of hope.

our school textbooks to delete mention
of the Emergency and the Gujarat riots.

Thus we as Indians need to remain
rooted in truth and fact while recording
history that will stand the test of time.
And therefore the Emergency and the
Gujarat riots should be restored in our
school textbooks.

Garbage stink
in Margao
It has become a regular phenomenon of
Margao Municipal Council not to pick up
residential garbage on a regular basis
which leads to foul smell emanating
in the premises and can be a source of
spreading diseases.
The situation has worsened in the last
three days in several apartments where
garbage has not been collected. The area
has been stinking with cats and stray
dogs feasting on le�overs.
The contractor expressed his regret citing
non-availability of pick-up trucks.
The concerned minister should step in
and prevail on MMC to clear the garbage
on a daily basis to ensure that proper
hygiene is maintained.

the need for public sensitisa-
tion on rights of persons with
disabilities for an inclusive
society.
Pawaskar was speaking at a
legal services camp organised
by Goa State Legal Services
Authority (GSLSA) on National
Legal Services Authority (legal
services for di�erently-abled
children) Scheme, 2021. The
camp was organised at the
premises of National Asso-
ciation of Blind, Goa State
Branch, Segundo-Bairro, San-
ta Cruz on Saturday.
“When we talk about
inclusive society, it is not that
easy on the ground. It’s a
di�cult task as the infrastruc-
ture has to be accessible be
it buildings, transportation,
etc,” Pawaskar informed. “We
got lot of complaints regarding
KTC buses. A�er that, we held
sensitization programme for
around 700-800 KTC drivers
and conductors. The KTC sta�
then brought to our notice that
the abled persons were creat-
ing hassles by occupying seats
meant for the persons with
disabilities,” he informed.
“Also, there are many issues
as far as inclusive education is
concerned as admissions are
denied to persons with disabil-
ities. Also, got complaints re-
garding reservations in the gov-
ernment departments which is
not happening as per the Act,”
Pawaskar stated and added
that making an awareness and
sensitisation within the society
on the rights of persons with
disabilities is the only way for-
ward for an inclusive society.
“If Goa State Legal Services
Authority joins hands with us,
then it will be a big advantage
to take all issues forward,” he
added. “We are trying to put
things in place but it will take
time. In the next 2-3 years, we
expect to have some good in-
frastructure in place. We have
already started Accessible In-
dia Campaign in Goa wherein
certain government buildings
are being made accessible for
persons with disabilities.
“We have already done
access audit of 80 government
buildings and around 30 are
taken up,” Pawaskar said and
informed that if all goes well,
the same would be completed
in a year’s time.
Pawaskar also emphasised
on the need to have govern-
ment websites accessible
to persons with disabilities.
“Right now, around 30 to 40
websites are partly accessi-
ble. The High Court website
also needs to be accessible.
Right now, it is only 30 percent
accessible which needs to go
up to 80 percent,” he said.
Pawaskar also said that the
NAB needs to have a bigger
place for which his commis-
sion is already in talks with the
education department.

The �ood situation in Assam
deteriorated on Sunday with
eight more persons losing
their lives and over 37 lakh
people su�ering across 30 dis-
tricts, an o�cial said.
According to the Assam
State Disaster Management Au-
thority (ASDMA), three persons
died due to landslides and �ve
people drowned at di�erent
places during the day.
With this, the total number
of persons losing their lives in
this year’s �ood and landslides
has gone up to 70.
More than 37,17,800 people
are hit due to �oods in 4,462
villages across 30 districts of
the state, an ASDMA o�cial
said.
Relief materials were also
distributed among people who
are a�ected by the �oods and
have not taken shelter in relief
camps, the ASDA said.
At least 302 relief distribu-
tion centres or points opened
temporarily, it said.

A DoT committee headed

month end, following which
Department of Telecom will
assess which measures in-
volve reference to Telecom
Regulatory Authority of In-
dia (TRAI) and those which
can be taken forward by the

tions are on in the Depart-
ment of Telecom (DoT) for
the upcoming spectrum auc-
tions, work on the second set
of reforms is going on in
parallel. Some of these re-
forms may be announced by
the July-August timeframe.
The reforms span multiple
areas including licencing,
wireless WPC, satellite te-
lephony, and other areas.
A DoT committee headed
by Member Technology is
deliberating on the licenc-
ing terms and conditions re-
forms, and is expected to
submit its report by the
month end, following which
Department of Telecom will
assess which measures in-
volve reference to Telecom
Regulatory Authority of In-
dia (TRAI) and those which
can be taken forward by the
Department directly, the of-

formed, is looking at vari-
ous aspects of licence re-
forms including licencing
terms and conditions, to
make things simpler and
easier for the licensee.

GREW UP IN KERALA…
My childhood was primarily spent in
Kerala, growing up in a middle-class
family with very orthodox values. When
my father went to work in an African coun-
try, I was there for several years. My ambi-
tion originally was to become a doctor, be-
cause a lot of people I knew looked up to
them. But I ended up enrolling for engineer-
ing when I didn't make it through the med-
ical entrance test the first time. I was not
really enjoying it, but completed my engi-
neering course. Then I joined Apollo Tyres
as a maintenance engineer, but knew in
three months that it wasn’t where I wanted
to be. I weighed my options and finally
joined an MBA course. There, finance was
the buzzword, and where money was made,
but I hated finance from Day 1. I also hated
personal computing systems. That’s how I
ended up with marketing. Eventually, I re-
alized that everything is about common
sense and it’s built from there.
LEARNING ON THE GROUND...
When I was in business school, we used to
make grand plans and fantastic strategies,
applying a lot of theory and analysis. Later,
as a deputy sales manager for Philips, I had
to sell Rs 10 bulbs to distributors. The
biggest learning experience was that many
of our distributors, dealers and digital part-
ners were smarter than me! I also realized
that you cannot copy-paste what is good
strategy in one place and apply it every-
where in the world. The first market I
worked in was Mumbai, one of the
strongest markets for Philips in India. But
my second posting was in a market that was
failing for the company, and I realized that
what worked for me in Mumbai, wasn't go-
ing to work there. Whereas Philips was a
very well-known brand, I moved from
there to Grohe, which was hardly known
then, but their growth ambitions were at a
peak. There, I learnt that you cannot al-
ways have the team you want, and have to
change your style, depending on the team
you have. So, at Grohe, I became the play-
ing captain of the team - I had to be with
them on the ground. You have to evolve as
you go forward.
CROMPTON: FROM B2B to B2C…
At Crompton, it's been a wonderful journey
of transformation. When I joined the com-
pany almost seven years back, it was a
small consumer business and primarily a
B2B company. The typical thinking was not

push the envelope. The first thing we did

the Chess Olympiad ahead of
the 44th edition of the event,
which is to be held in Mahab-
alipuram from July 28 to Au-
gust 10.
The international chess
body, FIDE, for the very �rst
time has instituted the torch
relay, which is part of the
Olympic tradition, but was
never done in the Chess Olym-
piad. FIDE President Arkady
Dvorkovich handed over the
torch to the prime minister
who gave it to the legendary
Viswanathan Anand.
The torch will be taken to
75 cities in a span of 40 days
before arriving in Mahabali-
