Introduction

Our client DEWA has initiated a project to build a consolidated framework for GIS Data Quality Control
and Quality Assurance. Part of this project they are going to provide sample as-builts for certain areas
which will need to be field surveyed, and a consolidate report of all discrepancies between the field
condition and the GIS data will need to be provided to DEWA following the field survey. The purpose
of this RFQ is to invite qualified and experienced bidders to submit their proposals and quotation to
conduct the field survey and provide the surveyed data to Moro to be further analyzed.

Scope of work
This engagement will be focused on conducting field survey for Water Network and Transmission
Power Network in certain areas that will be defined by DEWA. The survey will include defining the
location of all assets, collecting the relevant information for those assets, and assessing their positional
and attribute accuracy. Those assets will include aboveground and underground cables, pipeline, and
equipment.

After conducting the survey. Selected vendor will provide all surveyed data to Moro Hub so it will be
further analyzed and compared with existing GIS data and reported to DEWA.

The surveyed data should be submitted in a format that is compatible with Esri software such as:
shape files, File Geodatabases, Personal Geodatabases, Enterprise Geodatabases…etc.

Field Survey for Water Network (Distribution and Transmission)


The As-Builts are the main source of GIS data creation in DEWA. The requirements mentioned in this
section are to conduct field survey for the whole area covered in certain As-builts as per the following
scope:

 DEWA will provide sample As-built drawings to the bidder either in CAD or DGN format. These
will be limited to 20 with a buffer of +5.

 The bidder shall initially provide the approach for the Field Survey clearly mentioning the list
of activities to be carried out.

 The bidder shall carry out the activities to identify the discrepancies and verify those after
cross-verifying the ground conditions through GIS survey to verify the GIS data as per available
As-Built for example overlapping, georeferencing and digitization that can be done

 The bidder should collect the location and certain information that will be defined by DEWA
for the Water Network Assets in each As-Built drawing, such as pipelines, valves, meters,
fittings…etc. It is worth to note that assets are mostly underground, with few assets that can
be find aboveground.

 The bidder will provide the field surveyed data for each As-built in a separate Dataset in a
format that is compatible with Esri Software to be further analysed by Moro Hub team.

 The large as-builts relevant for manual data correction may have approx. 16-20kms of network
with number of features ranging from 700-1000. However, kindly note that this is just an
approximate value as as-builts are dependent on project area and network requirements and
the entire set of as-builts will be a mix of large and medium set of as-builts.
Missing Consumer Account
In the As-Is process for consumer accounts synchronization, SAP-ISU is the source system for
consumer account information in GIS. Through a nightly batch process consumer account details are
inserted or updated in a staging table in GIS.

Service points in GIS are created based upon the drawings received from New Connection department.
These drawings contain the information about the account number and application number which are
used for the linkage of consumer accounts with the service points. The GIS editor creates service point
and then attaches the consumer accounts to the service points using a tool. Hence, one service point
may be linked to multiple consumer accounts. These consumer accounts are available in a separate
table in GIS in which records are populated from the staging table mentioned above.

In the past it has been noticed by the business users that there are consumer account details being
received from SAP for which a corresponding GIS record is not available. This can either be because
the service point itself not being created in GIS and hence the accounts could not be attached, or the
service point may be existing but the consumer accounts which belong to the service point are
unknown. This finding was done based on the comparison between data received from SAP and the
data available in GIS.

As the same consumers belong to distribution power division as well, a strategy was adopted to extract
the missing account information from Water Dataset and retrieve the corresponding service point in
Electric dataset and use the location to create service point in Water Dataset. This way the gap was
reduced to a certain level, however, there are still accounts for which the details could neither be
retrieved from Electric dataset nor from Water dataset. These accounts are being termed here as
Missing Accounts and there are approximately 9,000 such records. The count is dynamic as there is a
continuous activity to improve this data.

The bidder is required do a physical survey for these accounts based on the billing address and add
provide missing consumer account information and location in an Esri-compatible format such as
Shape Files and File Geodatabases.

Field Survey for Transmission Power Network


DEWA has available As-Builts in various formats, for example, paper as-builts, digital format in CDs
and local machines etc. It has been found that there is certain data which is available as part of old As-
Builts but not available in GIS. The requirements mentioned in this section are to conduct field survey
for the whole area covered in certain As-builts as per the following scope:

 DEWA will provide 30 sample as-builts which will belong to different projects. The number of
As-Builts may not be fixed to 30 and vary by 10-12 more As-Builts.

 The bidder shall initially provide the approach for the Field Survey clearly mentioning the list
of activities to be carried out.

 The bidder shall carry out the activities to identify the discrepancies and verify those after

assets such as Transmission Towers and Overhead lines, and Underground assets such as
underground Transmission cables.

 The bidder will provide the field surveyed data for each as-built in a separate Dataset in a
format that is compatible with Esri Software to be further analysed by Moro Hub team.

Execution Framework
Moro hub will run the overall program management. Bidder will take care of all aspects of the
abovementioned scope of work and will assign a project manager from their side to coordinate with
Moro Hub Program Manager in all aspects related to this scope of work like: Cost Management,
Stakeholder Management, Communication Management, Risk Management, Quality Management,
Implementation Timeline, Progress Report, Change Management, and Project closure.

The bidder should cover the whole scope of field survey including the surveying equipment, field
surveyors, transportation to/from defined locations and field data processing and reconciliation. The
bidder does not need to compare the field data with GIS Data or update the data in DEWA Enterprise
geodatabase as this scope will be covered entirely by Moro Hub team, however, the field data should
be delivered to Moro Hub team in an Esri-Compatible format such as Shape Files or File Geodatabases.

It is worth to note that the access to the defined sites will be granted by DEWA staff to the selected
vendor to conduct the survey. Moro Hub Program Manager will facilitate the Access process with
DEWA upon the request from the bidder project manager.
