X2 removal feature

X2 auto removal feature -Background

During the network construction and maintained , some of
reason may will cause eNodeB have redundant X2 interface
configuration. meanwhile .eNodeB have limited the number of
X2 interface configuration, so when the total X2 interface
number exceed the specification will cause new X2 interface
setup failed. X2 interface auto removal function can indentify
the X2 interface is whether redundant or not .which can help
the operater save the cost
