    This document proposes improvements to uplink throughput by modifying UL scheduler control of power. It discusses adjusting the UE transmit power for PUSCH transmission by changing the calculation of PCAL(i) to include additional parameters. Trial results showed that modifying UL power control can increase throughput by enabling the eNB to constrain the number of PUSCH RBs assigned based on the reported power headroom. The proposal aims to help achieve a PH target of 0 for cell edge UEs.

    Introduction
    As described in 3GPP 36.213, The setting of the UE Transmit power for the PUSCH transmission in subframe i is
    defined by
    PPUSCH (i)  min{ PCMAX , PCAL (i)}

    CAL: Pusch Power by UE Calculate

     The PUSCH has maximum limit that is PCMAX. Normally, the PCMAX is 23dBm.
     As described in 3GPP 36.213, the UE power headroom PH valid for subframe i is defined by
