1. Differentiate RA 8559 and RA 10915.

Republic Act No. 8559 is an act of 1998 regulating the practice of Agricultural
Engineering in the Philippines while on the other hand, Republic Act No. 10915
is an act of 2016 establishing the Philippine Agricultural and Biosystems
Engineering. Based on the coverage of the act in RA 8559, this act does not
specify section compared to the Republic Act No. 10915 which is more specific
as indicated in Article 1 Section 3. In terms of qualifications of members of the
board, in RA 8559, it does not indicate whether the member must be in a good
standing while in RA 10915 this requires the members of the board to be in a
good standing for atleast 5 years. With regard to the qualification for examinees,
in RA 8559 they did not indicate the need to show or have a good moral character
while in RA 10915 they specify that having good moral character is a must. In
addition, the reexamination in the RA 8559 does not indicate that an re-
examinee/s must undergo refresher program while in RA 10915, re examinee/s
are required to undergo the refresher program ater taking the board 3 times. When
we talk about the oath taking of the board passers, in RA 10915 the passers
requires to take their oath before the commisioner unlike with RA 8559 only
board and authorized government officials are allowed to administer oaths. Lastly,
with regard to the penalties in RA 8559, as specified in Article V Section 32, any
person who violates the act shall be punished and penalized by a fine not less than
Fifty thousand pesos (P50,000.00) nor more than Two hundred thousand pesos
(P200,000.00), or imprisonment of not less than six (6) months nor more than
three (3) years, or both fine and imprisonment at the discretion of the court. On
the other hand, in the RA 10915, as indicated in Article VI Section 42, any person
who violates the act shal be punished and penalized by a fine not less than One
hundred thousand pesos (P100,000.00) nor more than Five hundred thousand
pesos (P500,000.00), or imprisonment of not less than six (6) months nor more
than five (5) years, or both fine and imprisonment at the discretion of the court.

2. Can an Agricutural and Biosystems Engineer execute documents for permits which
concern wildlife farming?
