Method Statement for Buildings Works


As per Sixth Schedule (regulations 7 & 8)
Please note that additional documents such as drawings and photographs are to be referred to as numbered appendices and
uploaded using the relevant document type following this form.

1. Commencement Date of Works


18th July 2022 following BCA clearance

2. Checks showing that any existing floors are capable of sustaining the additional load being imposed by the
new construction. (Include relevant appendix number/s)

The alterations and extension (addition of one floor) shall be carried out over the Client's property and not over
third-party properties. The walls of the additional floor shall be over the existing walls in the floors beneath such
that the existing slabs, shall remain with the existing loads and shall be independent of the additional loads.

Thus, the existing ground and first floors shall remain independent of the additional loads of the new floors.

3. Checks showing that the foundations of the building are capable of sustaining any additional loads placed
over the existing storeys. (Include relevant appendix number/s)
Existing foundations rest on a bedrock which can take up an additional floor, as confirmed by the Client himself.
The existing floors beneath the one to be constructed at second floor, belong to the client who informed us that
the foundations cater for the additional floor. There are no third parties beneath the additional floor. There is an
existing stairwell and washroom at second floor, which confirm that the foundations had been designed to cater
for the additional floor.

The loadbearing walls of the new floor shall overly those of the floor beneath and thus, the existing basement,
ground and first floors shall remain independent of the additional loads of the new floor.

4. If any of the information required in items 2 and 3 of the sixth schedule is not available:

I, the undersigned, Perit responsible for the project am assuming full responsibility for the structural capacity
of the building, the safety of its occupants, and the safety of operatives working on its construction,
notwithstanding the missing information that precludes the necessary checks from being made.

5. Proposed Methodology
(Include relevant appendix number/s)

The following Method Statement is being drawn up in accordance with the relative legal notices, namely LN 136 of
2019, for the issuing of the relative documents in order for works to commence on site.

All conditions being imposed in this Method Statement are ones which were extrapolated prior to the start of
works. All the mitigation measures and works are being described according to a visual inspection carried out on
site.

The following Construction Method Statement outlines the methodology which is intended to be adopted for the
proposed works and is intended to control the hazards associated with the works and the safety precautions to be
implemented.

At the outset, it shall be noted that the implementation of the methodology outlined hereunder, and its adequacy
and safety, is and shall remain the responsibility of the Contractor executing the works. The Contractor shall hold
an effective Contractor-all-risk policy and shall take all necessary precautions to ensure the safety of all
neighbouring properties and users thereof during the execution of the works.

Following this, the Contractor executing the works shall assume responsibility for damages, if any, caused as a
result of the execution of the works and shall be responsible for making good.

The Contractor shall be instructed to exercise great care and diligence in the execution of the works in order to
prevent damages being caused to the adjacent third-party properties.

It is also to be highlighted that it is the specific role of the Site Technical Officer (STO) to ensure that the works as
described in this Method Statement, shall be followed by the Contractor. Any discrepancies or departures from
the procedures described hereunder, are to be immediately highlighted to the Perit in charge of the works.

The Contractor shall also be instructed to follow health and safety regulations and instructions as given by the
health and safety officer appointed by the Owner.

Safety signs shall be displayed at the main entrance door being the access point to the site. The said entrance door
shall be kept clear and accessible at all times.

As part of the occupational health and safety requirements, all personnel on site shall be equipped and should be
wearing the following: safety helmets, safety shoes, ear plugs/ear muffs, wet weather wear, and sun protection.

The Contractor shall also be asked to follow and abide with the Environmental Management Construction Site
Regulations LN295 of 2007.

All existing services shall be disconnected from the property and a confirmation that all services are no longer live,
shall be obtained. Any of the above services which may be affecting the proposed works, should be carefully
deviated according to the relevant Department’s instructions.

A dust suppression system, consisting of a fine mist water spray, shall be available on site if required. If a fine mist
water spray is not available, any other suitable methods shall be adopted by the Mason-Contractor to mitigate
dust issues.

Public roads shall be kept clean of any debris generated by construction works.

All works will be undertaken by qualified competent person/s working with Contractor, having the necessary
experience of the work and, in all cases, in full accordance with safety procedures as directed by the Health and
Safety Officer.

The setting out of the walls to be constructed at second floor level shall first be done prior to the construction of
any structural elements.

Chases in the existing masonry fill within the roof insulation and screed at roof level (floor level of second floor),
shall be neatly made, using a chaser or a grinder, along the locations where there shall be the walls constructed. It
is to be ensured that no damages are caused to the existing concrete slab over first floor, neither to any third
party property.

The fill along such chases, shall be removed and placed into skips to be hoisted down into tipper trucks parked in
front of the property.

A small mobile city-type crane, having a lifting capacity of 18 tons, shall be used, which shall be placed in a suitable
location, in front of the site but at such a location which is not a hazard to passers-by or traffic, by ensuring that
no danger is posed to adjacent sites or any people passing-by.

The setting up of the crane shall be in front of the premises, on a paved road, suitable enough to withold
counterweight. The area in question is an industrial estate and it can thus be confirmed that such equipment has
already been used near the site to carry out other lifting jobs. All necessary local council permits shall be obtained
when so required.

The mobile crane that shall be used, shall be placed in a suitable location, in front of the site but at such a location
which is not a hazard to passers-by or traffic, by ensuring that no danger is posed to adjacent sites or any people
passing-by.

The crane and all other machinery to be used on site, must have the necessary relevant certification by a
warranted engineer, although it is to be noted that this is the prerogative of the site manager, contractor and the
health and safety officer.

The location where the mobile crane shall be placed, and the methodology for setting up the crane, shall be also
determined by the mason/contractor, after having retrieved all the necessary information from the local council
offices and other services' entities regarding where the services are running beneath the ground.

It is also recommended that the mason/contractor, ensures that the ground conditions are adequate for the
setting up of the mobile crane. The crane shall be operated in a way such that material being transported to or
from the location of works, shall not pass over third party properties.

The crane will be brought to site, area cordoned off, wooden load spreaders placed on the asphalt/ground to
provide adequate protection to road surface and carefully erected/ opened up. In the case of mobile crane this is
expected to be parked in front of the property to be developed following the acquisition of the required LC
permits.

All masonry walls shall then be constructed using hollow concrete blockwork and/or limestone blocks according to
the specifications in the masonry layout drawings.

Deliveries of masonry limestone blocks and/or blockwork shall be made by means of trucks and/or hi-up trucks
and lifted up to the required floor using either a mobile crane or the hi-up truck itself.

Blocks shall be delivered to site on pallets, unloaded as close as possible to the required area and set on a sound
surface, free of any mud and/or surface water.

It is to be ensured that when materials and structural components are delivered and distributed on site, no area
(especially unpropped slabs and supports) is overloaded. All blockwork used on site is to be approved by the
source manufacturer/s.

Mortar shall all be mixed by machine except for small quantities only and if hand-mixing is permitted, this shall be
done in a watertight container or on a watertight platform.

All blocks shall be rested on a full bed of mortar and all joints shall be filled. All courses shall be kept level and
vertically aligned. All quoins and faces shall be made plumb as work proceeds and horizontal joints shall be kept as
uniform as possible in thickness.

Excessive mortar thickness, exceeding 12.5mm, shall be avoided at all costs as per standard practice. All courses
shall be of the same average height.

Walls intersecting each other at an angle are to be bonded by toothing as per common practice.

Blockwork must be adequately staggered in order to ensure proper load distribution down to the underlying
structural steel beams.

The necessary measures shall always be taken, during any chasing into the party walls for any toothing required of
the walls being constructed, so as to prevent the ingress of any water into the adjacent third-party properties.

Adequate waterproofing and sealing using sand-cement mortar shall be carried out as deemed best and any
exposed masonry joints in the party-walls shall not be left open but shall be pointed with mortar immediately.

Reinforced cast-in situ concrete shall be used for the roofing-over of each floor.

Prior to casting of any concrete beam and suspended slab, temporary formwork shall be erected at the required
levels, as specified in the construction drawings.

The Contractor is to ensure that the formwork is rigid and stable (both vertically and horizontally) by making use
of temporary jacks/props in order to distribute loads as uniformly as possible. This is to be ensured in the initial
position, during the placement of reinforcement and during/after concrete casting.

The formwork shall also allow for adequate concrete pouring and vibration, and it shall be watertight to the
required tolerances to prevent mortar/concrete loss. The formwork shall be designed to withstand the pressure of
the fresh/hardened concrete, dead/live loads and overlying loads.

It is to be ensured that, the underlying slabs onto which the temporary formwork shall be supported, can
withstand the imposed loading. In addition, all formwork shall be cleaned and free from any debris that is
deposited during the placing and positioning of reinforcement.

The reinforcement shall be delivered to the site and lifted to the required level and area by means of a hi-up truck
or a mobile crane.

It shall be responsibility of the Contractor to ensure that all reinforcement received from the supplier is inspected
and should any defective materials be identified, these shall be repaired and/or replaced accordingly. All
reinforcement must be accompanied by the relevant certification from supplier.

The number and spacing of reinforcement bars and/or meshes shall be placed as per structural drawings provided
by the Perit. All reinforcement shall be adequately lapped as necessary, properly supported, fastened and secured
before any concrete pouring.

All reinforcement for slabs and beams, shall be lifted off the formwork using spacers to provide the minimum
concrete cover. Top reinforcement meshes for the front balcony, shall be tied and held in place by rebar chairs
(‘traliggi’).

No cutting, bending, removal or modification of reinforcement shall be permitted without the approval of the
Perit responsible for the works.

Should PVC or conduit pipes be required to be installed within any of the structural elements (slabs, beams etc),
for electrical/mechanical services, the Perit shall be notified in advance.

Prior to any casting of any concrete element, the Perit in charge shall be notified in advance by the Contractor, so
as to carry out an inspection of the reinforcement in order to confirm that all has been installed as per structural
drawings.

It shall also be ensured that the surface of the reinforcement is free from any substance which would affect the
bond between steel and concrete, both physically and chemically.

Upon certification by the Perit in charge of all reinforcement as per proposed structural drawings, the casting of
concrete by the Contractor can be carried out.

Prior to delivery of concrete to site, the Contractor is to make sure that the concrete is ordered to the specific
grade and contains all the additives (if applicable) as instructed by the Perit.

Cast-in situ concrete shall be delivered on site in ready-mix trucks and shall be discharged directly into place by
using metal or metallic lined chutes/buckets and a mobile crane, or by means of a pneumatic concrete pump.

All concrete shall be continuously poured in successive layers of thicknesses such that cold joints are not formed.
Concrete which for any reason has partially hardened during the delivery, shall not be poured.

During and after placing, the concrete shall be compacted and vibrated using mechanical or electrical driven
vibrators in a careful manner by the Contractor and his skilled workmen to achieve a homogeneous structural
composition and eliminate air-bubbles within the concrete. The surface of the concrete shall then be levelled
using a hand-held float.

The poured concrete shall then be kept moist by using sprayed water in order to allow adequate curing time.
Alternatively, a curing compound can be sprayed, especially if no admixtures such as super/plasticizers were
added to the concrete.

All concrete pours shall be tested using the 28-day cube test to verify whether the concrete has reached the
required strength.

The same procedure described above shall be followed for the construction of the stairwell and lift-shaft.

Triangular sand-cement fillets shall be provided along the interface over completed reinforced concrete slabs
along party-walls so as to prevent any infiltration of water through such joints.

Subsequently, the necessary insulation layer which might include sprayed foam, fill (‘torba’) and concrete screed
are then to be laid and cast to falls over the roof over the penthouse (the receded floor), which might be also
followed by the laying of bituminous waterproofing membrane.

6. Procedure to be adopted for the loading and carting away of the resulting debris

A skip can be left in front of the site so that debris resulting from the construction works, is cleaned after the
completion of each floor, and is carted out of the site and loaded into said skip to be then transported to an
approved dumping site.

Otherwise, it can be hoisted by means of a crane after completion of works, and loaded onto tipper trucks and
carted away to an approved dumping site. In any case, the trucks have to be covered to avoid the dispersal of dust
and mud onto public roads.

The Contractor shall be held responsible for keeping the site as clean as possible at all times and should abide by
all national laws and regulations.

As part of the environmental protection, the trucks should be adequately covered to prevent the dispersal of
debris during their journeys.

Trucks are not allowed to carry dirt on their wheels out onto the streets. All transport of materials should be
carried out in accordance with Planning Authority conditions.

Netting can be also erected around the site to eliminate dust particles as much as possible.
