Chapter I

THE PROBLEM AND ITS SCOPE

Rationale

The Philippines is exposed to high incidents of hazards such as tropical storms, tsunamis,

earthquakes, volcanic eruptions, landslides, and droughts due to its geological location. Topical

storms or typhoon accompanied by heavy rain and/or strong winds results in floods and storm

surges. In the past years, people have experienced a lot of disasters. One of these are the outbreak

of COVID-19 pandemic and the typhoon Odette that up until now have been affecting a lot of

students in Pardo National High School.

Disasters result from the recurring of events that expose the physical and social

weaknesses of all society. When disaster comes, being prepared is very crucial so that we can

lessen the impact or the effect of it in society, economy, and especially in physical, mental, and

emotional state of a person. As a response, civilizations carry out actions and develop

technologies to defend themselves from these threats. Disaster preparedness has been identified

with planning, resource identification, warning systems, training and simulations, and other pre-

disaster actions intended to improve the safety and effectiveness of community response to

disaster (Gillespie DF, Streeter).

Pardo National High School are one of the schools that has been affected and greatly

damaged by the recently disaster. Despite disasters being extremely disruptive to campus life and

affecting students both mentally and physically, students are one of the most overlooked sub-

groups in the community following a disaster. It is, therefore, crucial for Disaster Risk Reduction
(DRR) to be implemented in schools, where disaster preparedness, response , and mitigation

strategies and programs are still lacking even though disaster awareness has increased.

Moreover, this study intends to the preparedness level of students in pardo National High

School to know the basics of survival so that we can lessen the impact of the disaster. Being

prepared is essential in reducing the impact caused by a disaster. The students of Pardo national

High School shuld know the basics in survival to overcome and lessen the impact caused by a

disaster.
THE PROBLEM

Statement of the Problem

This study aims to assess the level of preparedness of the students in Pardo National

High School.

Specifically, this study seeks to answer the following questions:

1.What is the current level of respondents in terms of:

1.1 disaster education level

1.2 preparedness level before the disaster

1.3 Behaviors during disaster

1.4 behaviors after the disaster

2. What Kind of drills does Pardo National High School have?

3. How often does Pardo National High School Students gets drill activity in a year?

4. Based on the findings, what is the currents level of disaster level preparedness of Pardo

National High School students and what intervention can be proposed?

Scope and Delimitation

This study focuses on the disaster preparedness level of the students in Pardo National

High School located at A. Gabuya Street Poblacion Pardo Cebu City. The main goal is to know

the level preparedness of the students in Pardo National High School when there is a disaster.

Whether the students’ behaviour are in the good condition before during, and after a disaster.
The researchers prepared a survey with fifteen (15) questions that relates to the research topic to

be given and answered by the respondents. The respondents are five (5) random students either

male and female in every grade level that corresponds to a total of thirty (30) respondents

altogether.

Significance of the Study

This study is deemed significant and highly contributes to the development of disaster

readiness risk reduction and disaster preparedness/ awareness of Pardo National High School

Students. Likewise, this study is to the department and in the school in general, with the

institutions commitment to provide quality and effective disaster preparedness/awareness.

Specifically, this study is believed to be significant to the following:

Students. This may help those students gain new knowledge and prepare for potential disasters,

thereby reducing the impact of said disaster.

Future Researchers. This may guide those who are interested or planning to conduct a research

in this field of study as it may serve as their reference for their study not only for the Pardo

National High School Students but also for other students in other schools.

Faculty. The findings of this study may help the education professors on deciding things and

planning the actions needed. It may also serve as their guide on what specific areas that needs

improvements.
Definition of Terms

Disaster Preparedness. Disaster Preparedness consists of a set of measures undertaken in

advance by governments, organizations, communities, or individuals to better respond and cope

with the immediate aftermath of the disaster, whether it be human-induced or caused by natural

hazards. In this study, it refers to the disaster preparedness of the students in Pardo National High

School.

Disaster Risk Reduction. It refers at preventing news and reducing existing disaster risk and

managing residual risk. In this study, it helps Pardo National High School to conduct effective

disaster response while reducing risks that similar disaster will occur.

Preparedness Level. It refers to a state of readiness. In this study it refers to the knowledge and

capacities level develop by Pardo National High School students to effectively anticipate,

respond to and recover from the impacts of likely imminent or current disasters.

Drill. It refers to physical or mental exercise aimed at perfect team facility and skill especially by

regular practice. In this study, it is necessary to know how often does Pardo National High

School conducts safety drills.

Survival. This refers to the state or fact of continuing to leave or exist, typically in spite of and

accident, deal , or difficult circumstances. In this study, it is important to know the survival rate

of Pardo National High School students during disasters and calamities.

Mitigation Strategies. This refers to an action or program to reduce or eliminate the risk

generated by a hazard. In this study, the actions taken by Pardo National High School to reduce

the harmful effects of disasters or hazards.


Hazard. It refers to a potential source of harm. In this study, the source or the situation with the

potential for harm in terms of Pardo National High School students injury, damage to Pardo

National High School or combination of these.

Pardo National High School Students. Technically, it refers to a person who enrolled in any

grades 7 through 12 in Pardo National High School. In this study, the data were taken from the

high school students of Pardo National High School.

Pardo National High School. This refers to an institution for educationg high school students

located in Poblacion Pardo Cebu City. In this study, Pardo National High School is where the

study will be conducted.

THE REVIEW OF RELATED LITERATURE AND STUDIES

Related Legal Basis

The Republic Act No. 10121 known as “The Philippine Disaster Risk Reduction and

Management Act of 2010”, providing for the National Disaster Risk Reduction and Management

Framework and institutionalizing the National Risk Reduction and Management plan was

implemented from the law, and it is now part of the school curriculum. The Presidential Decree

1566 aimed at strengthening the Philippine disaster control capability and establishing the

national program on community disaster preparedness.
