1.0 GENERAL INFORMATION

This plan identifies the traffic management requirements of the project and describes the general
approach and procedure to be adopted for minimizing the level of disruption to pedestrians and
other road users.

1.1 Introduction

The traffic will be managed as outlined in the documents of XXXX Specification

The work to be executed under this specification of XXXX Roads network. These are normally
roads outside of the responsibility /boundaries of the various XXXX Plants and Camps.
Under these specifications, consist of all work necessary to provide for the safe movement of
traffic and protection of persons and property through and/or around the worksite.
The extent of work includes the design, construction, maintenance and temporary roadways and
detours, the provision of traffic controllers, signposting, road markings, lights, barriers and any
other items required. All temporary traffic management required by works under this contract are
included under these specifications except where specified otherwise.

The traffic must be managed to ensure:


 The continuous, safe and efficient movement of the traffic for both public and workers.
 The capacity of the Local Road is maintained.
 Delays and disruption are kept to a minimum.
 The safety of the public and the work force performing the construction.
 The safe movement of traffic flow on the roads.
 Restoration of the road marking raised markers, signs and signal.

This Road Traffic Plan contains the guidelines, general requirements and procedures to be used
when activities or areas of work have a potential to impact on highway and local traffic.

Individual Site Road Traffic Plans (RTP) is developed for specific staging areas of works or
activities that are considered to impact at the same way on Highway and local traffic. This plan
described in detail the area of work activity, the extent of the expected traffic impact and the
management and responsibility measures to be implemented.
This plan identifies the specific traffic control measures to be implemented and describe such
items as temporary signage requirements, traffic barrier requirements and placement, delineation
devices, temporary speed zones etc. which must be place for the duration of the activity or work
area impact.

1.2 Project Scope and Application


The Purpose of this Plan is to outline the protocols in place to allow the safe execution of the
construction & maintenance procedures associated with the closure of a XXXX roadway for the
project (Construction of XXXXXXX Contractors Park) located on XXXX in Northern Province of
KSA.
This Traffic Control Plan applies to the construction of the project and Access to the construction
site.
All construction vehicles entering and exiting the sites shall be governed by the requirements of
this plan as well.

1.3 Responsibilities
Following personnel will be responsible to ensure the effectiveness of this plan:
Project Engineer
Safety Officer
Site Engineer
Site Supervisor

2.0 TRAFFIC CONTROL PLAN


2.1 General
The roads directly affected by the construction project include the highway.
The existing number of lanes and shoulders will be maintained and any reduction for the
purpose of construction staging will be temporary and kept to a minimum. The details of
the new road interchange will outline in the plan.
2.1.1 Overall strategy for achieving the specific requirements

 Traffic Management within the work area shall be planned and executed with the
safety of the workers and Road users to the fore at all times.
 The goal of Traffic Control Plan is to allow the traffic to flow with the minimum of
interruption and interference to the users.
 Minimize the disturbance and inconvenience on roads while accessing to the
construction site.
 The full extent of the roadwork will be regularly inspected to ensure that the signage,
lighting, conditions etc. are not allowed to deteriorate.
 By using clean, well illuminated signage, lighting etc. etc. and other information
relaying devices, road users will be guided and directed through the section of
roadwork.

2.2 Specific Requirements

2.2.1 Speed Limits

The road speed limit will be reduced to XXXXXX in construction area. The speed limit may
be reduced further temporary during lane closures and this will be in detail. All the speed
changes or reductions will be in accordance with XXXX traffic rules & regulations.

The requirements for signage shall be detailed and approved by Saudi Aramco.

2.2.2 Work site delineation

Traffic barriers shall be used for the protection to workers and public during construction.
Required traffic barriers shall be nominated including location and type.

Traffic barrier types shall be either;

Water filled barriers


Concrete barriers
Lane closures shall be by the use of bollards, cones and barriers boards as required.
(See Appendix A)

2.2.3 Vehicles

Access will be maintained for public traffic. This plan will outline any signage or
delineation required for specific areas of the work.

2.3 Traffic Management Methodology

2.3.1 Road traffic control plan

The plan will outline in detail the requirements for the specific works and will include the
traffic control plan.

2.3.2 Construction Vehicle Access Options

The main construction areas will be set up gradually such that construction vehicle
volumes will start low and gradually grow. This will give time to access the intersection
capability and propose any changes if required.

2.4 Traffic Operations

2.4.1 Incident Response

Tamimi Company will support the emergency service agencies /unplanned incidents to promote
road safety and the efficient restoration of normal traffic conditions
The type of emergencies / unplanned incidents that may occur include: but are not limited to:
motor vehicle crashes construction type incidents, inclement weather conditions, flooding and
anti-social behavior.

2.4.3 Access Routes

All vehicles must enter to the site using the interchange road.
All vehicles must full stop on all stop signs.
The entry and exit points will be positioned such that impact on roads and other roads will
be limited

2.4.4 Inspections

Tamimi will inspect daily the condition of the temporary signage, barriers and delineation
devices and the safety of any area subject to road traffic control plan. These inspections
will be in line with the requirements of Saudi Aramco. Rectifications will be addressed as
required, and as reasonably practical, depending on the nature of the issue.

2.4.5 Maintenance

Tamimi will maintain all traffic devices and other works provided for traffic control during
the construction phase.
Tamimi will provide mobile phone numbers or the contact personnel available during out
of hour’s period for the adjustment or repairs of the traffic devices.
During the daily inspections of the traffic control devices a list of repairs required will be
detailed to the supervisor for the rectification if needed. Changes to the traffic devices due
to traffic accidents or incidents will be managed by the supervisor.

2.5 Temporary Traffic Signage

Regulatory Signs, Directional Signs and Information Signs will be used for temporary
traffic control.
(See Appendix A)

2.5.1 Regulatory Signage

Where a Traffic Control Plan, either major or minor, requires a change in the posted
speed limit, a formal direction from XXXX is required (including restoring the existing
speed limit on completion). This will be requested as part of the road.

2.5.2 Directional Signage


Changes to directional signage will be shown on each Traffic Control Plan. The detailed
signpost layout plans are within the construction drawings for TCP’s. These detail the
signage layout, road markings, temporary traffic controls and barrier systems in place
during construction.

2.5.3 Information Signage

Tamimi will manage information signage.


Traffic Diversions to facilitate construction.
Construction staging along roads may result in the lanes being shifted onto the existing
shoulders or temporary pavements. The lateral shifts will only require a minimal road
geometry change.
Access for all properties will be maintained during all stages of the works unless
specifically agreed by Client.

2.6 Temporary Roadways

Temporary roadways widening maybe required to undertake the construction particularly


when interfacing with the existing highways. Detailed design drawing of the traffic control
plans will be part of the Road Traffic Control Plan.

2.6.1 Unplanned lane Closures

Any unplanned closure of a lane or a restriction to traffic flow occurs TAMIMI will notify the
CLIENT Representative immediately, detailing the reason for the closure and the
schedule for re-opening of the road to traffic.

2.7 SAFETY

2.7.1 Auditing

All traffic diversions and staging will be subject to road safety audit prior to opening.

Any deficiencies or inconsistencies identified in the traffic management safety audits will be
rectified as soon as practical and without undue delay.

The specific requirements for the safety inspection and audits will meet with the requirements of
the Traffic Control Worksite Manual.

2.7.2 Reporting

Incidents that occur within an area subject to the road traffic plan will be immediately reported to
XXXX Representative.

NOTE: During road construction, a flag man equipped with a safety vest, helmet and a red flag
shall be posted near the entrance barricade & another flag man at the exit to control the flow of
traffic in a safer manner. Both flag men shall be in sight of each other. If condition does not permit
this, then a third man shall be positioned when he can see and be seen by each of the others and
signal them to start o stop traffic. At night, flagmen shall wear light reflecting vests and gloves and
use reflective signs or flags. Flagmen shall be stationed in an illuminated area. (See Appendix B)

FLAG CONTROL (USING ONLY A RED FLAG)

1. TO STOP TRAFFICE

Face traffic and extend red flag

The free arm should be raised with
