Sè l-îng ®éi tµu vËn t¶i biÓn trªn thÕ giíi ngµy cµng t¨ng lªn mét c¸ch
®¸ng kÓ c¶ vÒ chñng lo¹i vµ träng t¶i. Ngµy cµng cã nhiÒu nh÷ng con tµu to lín,
hiÖn ®¹i thay thÕ nh÷ng con tµu nhá bÐ vµ cò n¸t. Tr-íc ®©y nh÷ng con tµu cã
träng t¶i vµi v¹n tÊn ®· ®-îc coi lµ kh¸ lín, nh-ng ngµy nay nh÷ng con tµu träng
t¶i hµng chôc v¹n tÊn trë lªn ®· trë nªn phæ biÕn trªn kh¾p c¸c ®¹i d-¬ng. KÐo
theo sù t¨ng tr-ëng vÒ sè l-îng vµ träng t¶i lµ mËt ®é giao th«ng ®-êng biÓn trë
nªn nhén nhÞp, dÉn tíi sù an toµn cña con tµu, con ng-êi, hµng ho¸ vµ m«i
tr-êng gi¶m xuèng. RÊt nhiÒu vô tai n¹n th¶m khèc ®· xÈy ra mµ qua ph©n tÝch
ng-êi ta thÊy r»ng nguyªn nh©n tai n¹n xÈy ra kh«ng thÓ chØ bëi mét c¸ nh©n, mµ
lµ sù tÝch hîp cña nhiÒu sai lÇm céng l¹i. Trong ®ã viÖc bè trÝ nh©n sù buång l¸i
kh«ng phï hîp còng nh- viÖc kÕt hîp hµnh ®éng cña c¸c thµnh viªn buång l¸i
kh«ng tèt lµ nh÷ng nguyªn nh©n chÝnh dÉn ®Õn tai n¹n. Do vËy chøc n¨ng cña
®éi nh©n sù buång l¸i (Bridge team) hay nguån lùc ®éi buång l¸i (Bridge team
resource) cÇn ®-îc quan t©m ®Æc biÖt.
Nh»m môc ®Ých ph¸t triÓn c¸c chøc n¨ng cña ®éi nh©n sù buång l¸i, víi
môc tiªu n©ng cao tÝnh hiÖu qu¶ ®¶m b¶o an toµn hµng h¶i, nhiÒu quèc gia hµng
h¶i trªn thÕ giíi ®· ®-a ch-¬ng tr×nh gi¶ng d¹y vµ huÊn luyÖn "Qu¶n lý nh©n sù
buång l¸i" "Bridge team managment" vµo néi dung gi¶ng d¹y ë c¸c tr-êng hµng
h¶i.
Nghµnh hµng h¶i ViÖt nam ®· vµ ®ang héi nhËp s©u vµo nghµnh hµng h¶i
thÕ giíi. Sü quan thuyÒn viªn ViÖt nam kh«ng chØ lµm viÖc trªn c¸c con tµu cña
c¸c c«ng ty vËn t¶i biÓn trong n-íc, mµ cßn lµm viÖc trªn c¸c tµu mµ chñ tµu lµ
c¸c c«ng ty n-íc ngoµi. ViÖc trang bÞ kiÕn thøc vÒ "Qu¶n lý nh©n sù buång l¸i"
cho sü quan thuyÒn viªn cña chóng ta lµ mét viÖc lµm cÇn thiÕt ®Ó hä cã thÓ lµm
cho nh÷ng con tµu hµnh h¶i an toµn h¬n.
Víi môc ®Ých nh- trªn chóng t«i biªn so¹n cuèn s¸ch nµy phôc vô cho
viÖc gi¶ng d¹y vµ huÊn luyÖn Qu¶n lý nh©n sù buång l¸i trong c¸c tr-êng hµng
h¶i.
Cuèn s¸ch lÇn ®Çu tiªn ra m¾t ch¾c ch¾n sÏ cßn nhiÒu thiÕu sãt vÒ bè côc
vµ néi dung, chóng t«i rÊt mong ®-îc sù gãp ý cña c¸c b¹n ®ång nghiÖp.

Møc n¨ng lùc ®ßi hái bëi m«i tr-êng hµnh h¶i

ng-êi vµ møc ®ßi hái n¨ng lùc bëi m«i tr-êng hµnh h¶i
n¨ng lùc cña ®éi gi¶m xuèng tíi gi¸ trÞ nh- khi tµu ®-îc ®iÒu khiÓn bëi mét
m×nh thuyÒn tr-ëng, thËm chÝ cã thÓ nhá h¬n gi¸ trÞ ®ã. Lóc nµy, con tµu r¬i
vµo t×nh tr¹ng nguy hiÓm, tuy nhiªn, x¸c suÊt cña tr-êng hîp nµy lµ nhá.
Tr-êng hîp ng-îc l¹i, chøc n¨ng cña ®éi nh©n sù buång l¸i ®-îc thùc hiÖn
hoµn h¶o, mäi thµnh viªn ®oµn kÕt phèi hîp nhÞp nhµng ¨n ý vµ ®¹t phong ®é cao,
trong buång l¸i lu«n gi÷ ®-îc tr¹ng th¸i cïng ý ®Þnh, kh«ng thÓ h×nh thµnh ®-îc
chuçi sai lÇm. Lóc ®ã n¨ng lùc cña ®éi nh©n sù buång l¸i ®¹t gi¸ trÞ cao h¬n
nhiÒu gi¸ trÞ trung b×nh 'H, tuy nhiªn ta thÊy x¸c suÊt cña gi¸ trÞ nµy còng kh«ng
lín.
Tõ nh÷ng ph©n tÝch thèng kª ë trªn ta nhËn thÊy r»ng, møc ®é hµnh h¶i
còng nh- n¨ng lùc con ng-êi kh«ng ph¶i lµ gi¸ trÞ h»ng sè, c¸c gi¸ trÞ ®ã biÕn
thiªn thay ®æi ë tõng cÊp ®é kh¸c nhau. MËt ®é tËp trung cña m«i tr-êng hµnh
h¶i ®¹t hai gi¸ trÞ cùc ®¹i lµ t-¬ng øng víi hai gi¸ trÞ trung b×nh cña møc ®é hµnh
h¶i E ®iÒu kiÖn ë biÓn réng vµ 'E ®iÒu kiÖn trªn luång (h×nh 1). MËt ®é x¸c suÊt
cña n¨ng lùc con ng-êi còng ®¹t hai gi¸ trÞ cùc ®¹i t-¬ng øng víi gi¸ trÞ trung
b×nh H cña ca trùc ®¬n vµ gi¸ trÞ trung b×nh 'H cña ®éi nh©n sù buång l¸i (h×nh 3).
T-¬ng øng víi mçi møc ®é hµnh h¶i, ®ßi hái mét "møc n¨ng lùc" tèi thiÓu
cña sÜ quan ®iÒu khiÓn tµu hoÆc ®éi nh©n sù buång l¸i. §iÒu kiÖn cÇn vµ ®ñ cho
tån t¹i t×nh tr¹ng an toµn hµnh h¶i lµ n¨ng lùc con ng-êi ph¶i lu«n lín h¬n hoÆc
b»ng "møc n¨ng lùc ®ßi hái". §å thÞ ë h×nh 4 biÓu diÔn mèi liªn quan gi÷a "møc
n¨ng lùc yªu cÇu" víi "møc n¨ng lùc con ng-êi".
§-êng ®å thÞ y=x biÓu diÔn mèi liªn quan gi÷a "møc n¨ng lùc yªu cÇu"
gi¸ trÞ x víi "møc n¨ng lùc con ng-êi" gi¸ trÞ y. HÖ sè gãc cña ®å thÞ tg=1, gãc
=450, thÓ hiÖn mèi liªn hÖ y:x lµ 1:1. §-êng ®å thÞ nµy lµ møc tèi thiÓu ®¶m
b¶o an toµn hµng h¶i, vïng diÖn tÝch bªn d-íi ®-êng ®å thÞ lµ vïng nguy hiÓm.
Mét con tµu ®ang ë trong t×nh tr¹ng t¹i mét ®iÓm A(x1,y1) nµo ®ã, nÕu ®iÓm A
n»m trªn hoÆc phÝa trªn ®-êng ®å thÞ y=x th× con tµu ®¶m b¶o an toµn hµnh h¶i.
Ta xem xÐt cô thÓ sù thay ®æi cña ®iÒu kiÖn an toµn hµnh h¶i trong thùc tÕ
cña mét ca trùc ®¬n (h×nh 5).

Trong t×nh huèng ®iÒu kiÖn m«i tr-êng hµnh h¶i yªu cÇu n¨ng lùc ®iÒu
khiÓn tµu t-¬ng øng víi gi¸ trÞ trung b×nh E cña møc ®é hµnh h¶i, nÕu n¨ng lùc
hiÖn thêi cña sÜ quan ®i ca ®¹t gi¸ trÞ trung b×nh H cña mét ca trùc ®¬n, khi ®ã ta
cã ®iÓm A n»m trong vïng an toµn hµnh h¶i. Ng-îc l¹i, nÕu n¨ng lùc cña sÜ quan
®ã bÞ suy gi¶m nhá h¬n gi¸ trÞ trung b×nh H tíi møc lµm xuÊt hiÖn ®iÓm B r¬i
vµo vïng nguy hiÓm, t×nh tr¹ng ®ã kh«ng ®¶m b¶o an toµn hµnh h¶i.
Tr-êng hîp kh¸c, ®iÒu kiÖn m«i tr-êng hµnh h¶i trë nªn khã kh¨n h¬n,
v-ît qu¸ gi¸ trÞ trung b×nh E, nÕu ng-êi sÜ quan hµng h¶i vÉn gi÷ nguyªn n¨ng
lùc cña m×nh ë gi¸ trÞ trung b×nh H, th× kh«ng ®¶m b¶o an toµn ®-îc n÷a v× ®iÓm
C r¬i vµo vïng nguy hiÓm. Trong tr-êng hîp nµy, ng-êi sÜ quan trùc ca tù n©ng
n¨ng lùc b¶n th©n lªn gi¸ trÞ cao h¬n H ®Ó ®¸p øng yªu cÇu cña møc ®é m«i
tr-êng hµnh h¶i, khi ®ã xuÊt hiÖn ®iÓm D n»m trong vïng an toµn, ®¶m b¶o an
toµn hµnh h¶i. T×nh huèng cùc kú nguy hiÓm xuÊt hiÖn t¹i ®iÓm M khi møc ®é
cña m«i tr-êng hµnh h¶i t¨ng lªn nh-ng n¨ng lùc cña sÜ quan ®iÒu khiÓn tµu
gi¶m xuèng.
Trªn ®©y ta ®· kh¶o s¸t ®iÒu kiÖn an toµn hµnh h¶i cña ca trùc ®¬n vµ rót
ra nhËn xÐt r»ng n¨ng lùc ®iÒu khiÓn tµu cña sÜ quan trùc ca cÇn thiÕt ph¶i thay
®æi cho phï hîp víi yªu cÇu cña m«i tr-êng hµnh h¶i, khi ®ã míi ®¶m b¶o an
toµn hµnh h¶i cho ca trùc ®¬n hµnh tr×nh trªn biÓn réng.
Ta tiÕp tôc kh¶o s¸t ®iÒu kiÖn an toµn hµnh h¶i khi xuÊt hiÖn ®éi nh©n sù buång
l¸i trong ®iÒu kiÖn hµnh tr×nh ë nh÷ng khu vùc cã ®«ng tµu thuyÒn qua l¹i (h×nh
6).
Khi con tµu hµnh tr×nh ë vïng biÓn réng, møc n¨ng lùc ®ßi hái bëi m«i
tr-êng hµnh h¶i t-¬ng øng víi gi¸ trÞ trung b×nh E, khi ®ã víi gi¸ trÞ trung b×nh
cña n¨ng lùc ca trùc ®¬n H, chóng ta cã ®iÓm A n»m trong vïng an toµn hµnh
h¶i. Con tµu tiÕp tôc hµnh tr×nh tiÕn vµo khu vùc cã ®«ng tµu thuyÒn qua l¹i, nÕu
trªn buång l¸i vÉn tån t¹i ca trùc ®¬n, n¨ng lùc cña ca trùc ®¬n kh«ng ®¶m b¶o
an toµn hµnh h¶i, ®iÓm B r¬i vµo vïng nguy hiÓm. Trong tr-êng hîp nµy, ®éi
nh©n sù buång l¸i ®-îc h×nh thµnh vµ ho¹t ®éng cã hiÖu qu¶ t¹o ra n¨ng lùc b»ng
víi gi¸ trÞ trung b×nh 'H, ta cã ®iÓm C n»m trong vïng an toµn hµnh h¶i. NÕu ®éi
nh©n sù buång l¸i thùc thi nhiÖm vô kh«ng tèt, sù phèi hîp gi÷a c¸c thµnh viªn
láng lÎo, hä kh«ng hiÓu ý ®Þnh cña nhau, chøc n¨ng cña ®éi kh«ng bÎ g·y ®-îc
chuçi sai lÇm, khi ®ã, n¨ng lùc cña toµn ®éi h¹ xuèng, thËm chÝ cã thÓ thÊp h¬n
n¨ng lùc cña ca trùc ®¬n. §©y lµ tr-êng hîp rÊt nguy hiÓm, trªn ®å thÞ ë h×nh 6 lµ
®iÓm E. RÊt nhiÒu vô va ch¹m dÉn ®Õn tai n¹n th¶m khèc ®Òu cã sù xuÊt hiÖn
cña ®iÓm M nh- trªn.

Tõ viÖc kh¶o s¸t trªn, chóng ta nhËn thÊy r»ng, kh«ng ph¶i khi nµo trªn
buång l¸i cø cã ®«ng sÜ quan lµ ®¶m b¶o an toµn, mµ vÊn ®Ò lµ ë chç: ®éi nh©n
sù buång l¸i cÇn thùc hiÖn tèt c¸c chøc n¨ng cña m×nh. Mèi liªn quan gi÷a qu¶n
lý nh©n sù buång l¸i vµ an toµn hµnh h¶i thÓ hiÖn râ rµng trong viÖc h×nh thµnh
vµ ph¸t triÓn c¸c chøc n¨ng cña ®éi nh©n sù buång l¸i nh»m n©ng cÊp n¨ng lùc
cña ®éi kh«ng nh÷ng b»ng mµ cßn cao h¬n tæng n¨ng lùc cña c¸c thµnh viªn.
Mçi thµnh viªn ph¶i hoµn thµnh nhiÖm vô ®-îc giao, ph¶i phèi hîp nhÞp nhµng,
khi ®ã vÊn ®Ò an toµn hµnh h¶i míi ®-îc ®¶m b¶o.
1.3. Nh÷ng tiªu chÝ cña qu¶n lý nguån lùc buång l¸i
Nh- trªn chóng ta ®· ph©n tÝch, ®éi nh©n sù buång l¸i chØ h×nh thµnh trong
nh÷ng t×nh huèng ®iÒu khiÓn tµu khã kh¨n nh- vïng cã mËt ®é tµu thuyÒn ®«ng,
vïng luång hÑp, tÇm nh×n xa bÞ h¹n chÕ...Tuy nhiªn, chóng ta ®Æt c©u hái ng-îc
l¹i: Khi nµo thùc sù cÇn thiÕt ph¶i cã ®éi nh©n sù buång l¸i vµ qu¶n lý nguån
buång l¸i? Bëi mét ®iÒu mµ bÊt cø ai còng hiÓu r»ng: Tõ qu¸ khø ®Õn tr-íc lóc
h×nh thµnh kh¸i niÖm qu¶n lý nh©n sù buång l¸i, mçi khi ng-êi sÜ quan ®i ca c¶m
thÊy viÖc ®iÒu khiÓn tµu khã kh¨n v-ît qu¸ n¨ng lùc cña anh ta th× viÖc gäi
thuyÒn tr-ëng lªn buång l¸i lµ mét nghÜa vô b¾t buéc. Khi thuyÒn tr-ëng lªn
buång l¸i, thuyÒn tr-ëng trë thµnh ng-êi ®iÒu hµnh cña ca trùc, vai trß cña sÜ
quan ®i ca lóc ®ã rÊt mê nh¹t, gi÷a thuyÒn tr-ëng vµ sÜ quan ®i ca gÇn nh- kh«ng
cã mét sù bµn b¹c nµo, th«ng tin chØ lµ mét chiÒu, vµ sÜ quan kh«ng biÕt ®-îc ý
®Þnh cña thuyÒn tr-ëng, anh ta chØ biÕt chÊp hµnh triÖt ®Ó mäi mÖnh lÖnh cña
thuyÒn tr-ëng mµ th«i. Trong tr-êng hîp truyÒn thèng Êy, m« h×nh thuyÒn
tr-ëng - sÜ quan - thuû thñ l¸i kh«ng ®-îc gäi lµ mét ®éi nh©n sù buång l¸i.
Trong tr-êng hîp tµu vµo cÇu còng t-¬ng tù, khi hoa tiªu lªn tµu, thuyÒn tr-ëng
vµ hoa tiªu còng kh«ng cã sù bµn b¹c thèng nhÊt vÒ c¸ch thøc lµm viÖc, nhÊt lµ
trong nh÷ng t×nh huèng kh«ng cïng ng«n ng÷. Vµ m« h×nh nh- vËy còng kh«ng
thÓ gäi lµ ®éi nh©n sù buång l¸i ®-îc, vµ c¸ch thøc lµm viÖc theo kiÓu nh- vËy
còng kh«ng thÓ gäi lµ qu¶n lý nh©n sù buång l¸i. ThÕ nh-ng viÖc hµnh h¶i vÉn
cã tØ lÖ an toµn, vËy yÕu tè nµo nªu ra yªu cÇu b¾t buéc nhÊt ®Þnh ph¶i cã qu¶n lý
nh©n sù buång l¸i, vµ viÖc b¾t buéc ph¶i huÊn luyÖn qu¶n lý nh©n sù buång l¸i?
§éi nh©n sù buång l¸i vµ qu¶n lý nguån lùc buång l¸i lµ mét sù chuÈn
bÞ cho t×nh huèng bÊt th-êng!
Trong h×nh 8 thÓ hiÖn mèi quan hÖ gi÷a ®iÒu kiÖn ch¹y tµu víi n¨ng lùc
cña ®éi nh©n sù buång l¸i. Trong ®iÒu kiÖn b×nh th-êng, khi xuÊt hiÖn yªu cÇu
cña m«i tr-êng hµnh h¶i ph¶i thiÕt lËp ®éi nh©n sù buång l¸i, lóc ®ã nhãm buång
l¸i ®-îc h×nh thµnh. N¨ng lùc trung b×nh cña ®éi buång l¸i cã thÓ ®¹t ®-îc chØ
bëi mét m×nh n¨ng lùc cña thuyÒn tr-ëng, ®¸p øng ®-îc ®ßi hái cña m«i tr-êng
hµnh h¶i, ta cã ®iÓm A n»m trong vïng an toµn. Nh-ng nÕu v× mét lý do bÊt
th-êng nµo ®ã, c«ng viÖc trªn buång l¸i bçng trë nªn khã kh¨n h¬n, nÕu ®éi
nh©n sù buång l¸i vÉn duy tr× n¨ng lùc trung b×nh th× kh«ng ®¹t yªu cÇu, ®iÓm B
r¬i vµo vïng nguy hiÓm. ChÝnh lóc nµy vai trß cña qu¶n lý nh©n sù buång l¸i
gióp cho n¨ng lùc cña toµn ®éi ®-îc n©ng lªn ®¹t møc cao h¬n, ®iÓm C l¹i n»m
trong vïng an toµn.
VËy c©u hái ®Æt ra lµ t×nh huèng bÊt th-êng hay dÞ th-êng lµ nh- thÕ nµo?
vµ nh÷ng t×nh huèng ®ã cã th-êng xuyªn xuÊt hiÖn kh«ng? §Ó ®-a ra kÕt luËn vÒ
t×nh huèng bÊt th-êng, tr-íc tiªn, chóng ta ph¶i xÐt tíi t×nh huèng b×nh th-êng
theo quan ®iÓm cña mét sè nhµ hµng h¶i l·o luyÖn. Mét con tµu kh«ng qu¸ lín
cã träng t¶i tõ mét v¹n tÊn trë xuèng, cã nghÜa lµ con tµu ®ã cã tÝnh n¨ng ®iÒu
®éng tèt, kh«ng qu¸ khã ®Ó ®iÒu khiÓn. Mét thuyÒn tr-ëng cã nhiÒu n¨m kinh
nghiÖm ®iÒu khiÓn con tµu Êy ra vµo nhiÒu lÇn trªn luång c¶ng H¶i Phßng ch¼ng
h¹n. T×nh huèng dÉn tµu nh- trªn su«n sÎ vµ an toµn vµ ®-îc coi lµ t×nh huèng
b×nh th-êng.

VËy t×nh huèng bÊt th-êng lµ con tµu trë nªn rÊt lín gÊp bèn, n¨m lÇn so víi con
tµu mét v¹n tÊn, khi ®ã thuû diÖn cña khu vùc hµnh h¶i kh«ng t-¬ng xøng víi
con tµu. HoÆc mét t×nh huèng bÊt th-êng kh¸c: C¶ng H¶i Phßng ®ét ngét th«ng
b¸o ®ãng cöa v× mét lý do nµo ®ã, c«ng ty chñ tµu yªu cÇu thuyÒn tr-ëng dÉn tµu
vµo c¶ng Cöa Lß, n¬i mµ thuyÒn tr-ëng Êy ch-a tõng ghÐ. HoÆc trong t×nh huèng
cã th«ng b¸o vÒ n¹n khñng bè gia t¨ng, mét tæ chøc khñng bè nµo ®ã cã thÓ sÏ
tÊn c«ng lªn tµu khi tµu trªn ®-êng vµo c¶ng...
Trong tÊt c¶ nh÷ng tr-êng hîp bÊt th-êng cã thÓ x¶y ra th× khèi l-îng
c«ng viÖc ®Ó ®¶m b¶o an toµn hµnh h¶i cho con tµu t¨ng lªn mét c¸ch ®¸ng kÓ.
Khi ®ã, nÕu buång l¸i kh«ng ®-îc tæ chøc tèt, th× râ rµng sÏ kh«ng n©ng cÊp
®-îc n¨ng lùc cña toµn ®éi. VËy ta thÊy râ rµng r»ng, qu¶n lý nh©n sù buång l¸i
lµ mét nhiÖm vô kh«ng thÓ thiÕu ®-îc trong hµng h¶i hiÖn ®¹i, vµ viÖc huÊn
luyÖn qu¶n lý nh©n sù buång l¸i còng ®ang lµ mét nhu cÇu thùc tÕ trªn toµn cÇu.
§i vµo chi tiÕt cña nguyªn nh©n ph¶i huÊn luyÖn qu¶n lý nh©n sù buång
l¸i chóng ta ®-a ra mét sè nhËn xÐt nh- sau:
C¸c thµnh viªn cña ®éi buång l¸i cã sù kh¸c nhau vÒ mÆt kinh nghiÖm.
C¸c thµnh viªn cña ®éi buång l¸i kh¸c nhau vÒ mÆt nhËn thøc t×nh huèng vµ sÏ

Trong ®éi buång l¸i tån t¹i sù ®a d¹ng vÒ mÆt trùc gi¸c.
Mét ®éi nh©n sù buång l¸i còng nh- mét ®éi bãng, cã giµ, cã trÎ, cã n¨ng
khiÕu vµ trùc gi¸c kh¸c nhau, nh-ng khi phèi hîp thµnh mét ®éi th× kh«ng thÓ
mçi ng-êi mét kiÓu. Do ®ã, viÖc huÊn luyÖn qu¶n lý nh©n sù buång l¸i ph¶i ®¹t
môc tiªu lµ kÕt hîp ®-îc nh÷ng con ng-êi kh¸c nhau trªn nhiÒu khÝa c¹nh nh-
vËy thµnh mét ®éi. HuÊn luyÖn qu¶n lý nh©n sù buång l¸i kh«ng chØ lµ rÌn luyÖn
kh¶ n¨ng chuyªn m«n, mµ cßn lµ huÊn luyÖn c¸ch lµm viÖc trong ®éi nh©n sù
buång l¸i cho c¸c sÜ quan hµng h¶i.

VËy b¾t buéc ph¶i tæ chøc thµnh ®éi nh©n sù buång l¸i.

TÝnh -u viÖt trong ho¹t ®éng cña ®éi buång l¸i ®-îc thÓ hiÖn rÊt râ rµng
trong tiªu chÝ cña viÖc qu¶n lý nh©n sù buång l¸i. Trong ®éi nh©n sù buång l¸i,
nh÷ng nhiÖm vô quan träng cïng ®-îc nhiÒu ng-êi thùc thi.
Mèi quan hÖ khi triÓn khai c«ng viÖc, nhiÖm vô ë ®éi buång l¸i lµ mèi
quan hÖ: nhiÒu (n) nhiÒu (n). Trong lóc ®ã, ë mét ca trùc ®¬n th× mèi quan hÖ
®ã lµ: mét (1) nhiÒu (n). §iÒu ®ã ®-îc gi¶i thÝch: trong ca trùc ®¬n mét (1) sÜ
quan ph¶i thùc thi nhiÒu (n) nhiÖm vô, trong ®éi buång l¸i nhiÒu (n) sÜ quan cïng
lµm mét (1) nhiÖm vô vµ mét (1) sÜ quan lµm nhiÒu (n) nhiÖm vô dÉn ®Õn nhiÒu
(n) sÜ quan cïng lµm nhiÒu (n) nhiÖm vô. §©y chÝnh lµ -u ®iÓm bæ trî bï khuyÕt
cho nhau. Trong qu¸ tr×nh thùc thi nhiÖm vô, c¸c thµnh viªn buång l¸i trao ®æi
th«ng tin víi nhau, sù tÝch hîp cña nh÷ng nhiÖm vô ®· thùc hiÖn chÝnh x¸c sÏ
®¶m b¶o cho an toµn hµnh h¶i. §ång thêi, viÖc phèi hîp gi÷a c¸c thµnh viªn ®¶m
b¶o cho c«ng viÖc diÔn ra nhÑ nhµng ªm ¸i, ®éi buång l¸i sÏ kh«ng bÞ giËt m×nh
hay bÞ ho¶ng lo¹n. Chóng ta nªu ra ®©y mét ®o¹n ®èi tho¹i trong buång l¸i ®Ó
lµm vÝ dô cho viÖc phèi hîp vµ trao ®æi th«ng tin:
Thuû thñ trùc quan s¸t: T«i thÊy mét môc tiªu phÝa tr-íc, bªn m¹n ph¶i, thÊy
mét ®Ìn mµu ®á vµ hai ®Ìn tr¾ng.
Phã ba: B¸o c¸o ThuyÒn tr-ëng, gãc m¹n cña môc tiªu lµ 30 ®é ph¶i, ph-¬ng vÞ
lµ 65 ®é.
ThuyÒn tr-ëng: C¶m ¬n.
Phã hai: B¸o c¸o ThuyÒn tr-ëng, kho¶ng c¸ch tíi môc tiªu lµ 7 h¶i lý.
ThuyÒn tr-ëng: C¶m ¬n. Tµu môc tiªu ®ang c¾t h-íng tµu ta, liªn tôc gi¸m s¸t,
®o ph-¬ng vÞ vµ kho¶ng c¸ch tíi môc tiªu 3 phót mét lÇn.
Phã hai: CPA=1.2 h¶i lý, TCPA=24 phót th-a ngµi.
ThuyÒn tr-ëng: Phã ba, h·y kÕt nèi liªn l¹c b»ng VHF víi tµu b¹n, tµu chóng ta
sÏ chuyÓn h-íng sang ph¶i ®Ó tr¸nh va ch¹m.
Qua vÝ dô trªn ta nhËn thÊy, ®éi nh©n sù buång l¸i ®· lµm viÖc hÕt søc
nghiªm tóc vµ chÝnh x¸c, mäi th«ng tin ®-îc b¸o c¸o râ rµng, qua ®ã hä ®· phèi
hîp rÊt ¨n ý trong ®éi.
Ch-¬ng 2: C¸c chøc n¨ng cña ®éi nh©n sù buång l¸i
H×nh 9. Ph©n c«ng chøc tr¸ch nhiÖm vô trong ®éi nh©n sù buång l¸i
Trong tr-êng hîp nµy, mçi thµnh viªn cña ®éi buång l¸i chia sÎ chøc n¨ng ®iÒu
khiÓn con tµu. Nh»m môc ®Ých phèi kÕt hîp c¸c chøc n¨ng cña c¸c thµnh viªn th×
viÖc xö lý th«ng tin vÒ hµnh h¶i lµ rÊt quan träng. Héi tho¹i néi bé trªn buång l¸i
®ãng vai trß trao ®æi th«ng tin gi÷a c¸c thµnh viªn. Chøc n¨ng hîp t¸c vµ ®iÒu
hµnh ®Ó hoµn thiÖn tiªu chÝ cña ®éi buång l¸i còng rÊt quan träng. Tõ ®ã ta thÊy,
viÖc qu¶n lý nh©n sù buång l¸i thùc chÊt lµ thùc hiÖn ba chøc n¨ng sau ®©y.
2.2. Ba chøc n¨ng cña ®éi nh©n sù buång l¸i
Néi dung cña ba chøc n¨ng cña ®éi nh©n sù buång l¸i:
Chøc n¨ng ®iÒu khiÓn tµu: Mçi mét sÜ quan hµng h¶i, tr-íc khi trë thµnh sÜ
quan vµ ®-îc giao ca ®éc lËp ®Òu ph¶i hoµn thµnh kho¸ huÊn luyÖn vÒ chøc n¨ng
®iÒu khiÓn tµu. Mçi mét c¬ së huÊn luyÖn ®Òu cã mét ch-¬ng tr×nh huÊn luyÖn
vÒ ®iÒu khiÓn tµu, tuy nhiªn c¸c ch-¬ng tr×nh huÊn luyÖn vÒ chøc n¨ng ®iÒu
khiÓn tµu ®Òu xoay quanh chÝn kü n¨ng c¬ b¶n ®· nªu ë trªn (môc 2.1, phÇn nãi
vÒ ca trùc ®¬n).
Chøc n¨ng héi tho¹i: Chøc n¨ng héi tho¹i gióp tæng hîp nh÷ng nhiÖm vô ®·
®-îc thùc thi bëi nhiÒu sÜ quan hµng h¶i, vÝ dô nh- th«ng tin vÒ tµu môc tiªu lµ
kho¶ng c¸ch, ph-¬ng vÞ, gãc nh×n m¹n.
Chøc n¨ng héi tho¹i liªn l¹c nh»m trao ®æi th«ng tin gi÷a c¸c thµnh viªn buång
l¸i gióp tÊt c¶ thµnh viªn ®éi buång l¸i lu«n gi÷ ®-îc tr¹ng th¸i cïng ý ®Þnh vµ
cã cïng nhËn thøc ®èi víi t×nh huèng hiÖn t¹i, tÊt c¶ c¸c thµnh viªn cÇn hiÓu ý
®Þnh cña thuyÒn tr-ëng.
Chøc n¨ng héi tho¹i cßn gióp bÎ g·y ®-îc chuçi sai lÇm. VÝ dô mét thiÕt
bÞ nµo ®ã m¾c sai sè dÉn ®Õn sÜ quan nµo ®ã m¾c lçi con ng-êi sai lÇm tiÕp
theo … tai n¹n. VËy kÕt qu¶ tõ mét chuyÖn nhá lµ sai sè kü thuËt dÉn ®Õn
chuyÖn lín lµ tai n¹n x¶y ra. Khi mét sÜ quan m¾c lçi, anh ta kh«ng thÓ tù nhËn
ra ®-îc sai lÇm cña chÝnh m×nh, vµ nÕu anh ta cø gi÷ im lÆng th× ng-êi kh¸c
còng kh«ng nhËn ra sai lÇm ®ã. Nh-ng khi cã sù xuÊt hiÖn cña chøc n¨ng héi
tho¹i, mäi th«ng tin ®-îc th«ng b¸o réng r·i, c¸c thµnh viªn sÏ nhËn ra thiÕu sãt
hay nhÇm lÉn cña m×nh hay cña mét ai ®ã vµ kÕt qu¶ lµ kh«ng dÉn ®Õn sai lÇm
tiÕp theo. MÆt kh¸c, th«ng tin liªn l¹c víi bªn ngoµi ®éi buång l¸i, nh- víi tµu
kh¸c hay trung t©m dÞch vô giao th«ng (VTS)... còng bao gåm trong chøc n¨ng
nµy.
Chøc n¨ng hîp t¸c vµ qu¶n lý: Chøc n¨ng hîp t¸c vµ qu¶n lý t¹o ra sù liªn hÖ
gi÷a c¸c nhiÖm vô ®· ®-îc ph©n c«ng trong ®éi nh©n sù buång l¸i. Trong ca trùc
®¬n, khi ng-êi sÜ quan ®i ca ph¸t hiÖn môc tiªu, anh ta ph¶i x¸c ®Þnh môc tiªu ®ã
b»ng radar hoÆc b»ng ph-¬ng ph¸p nµo kh¸c. Trong tr-êng hîp cã ®éi nh©n sù
buång l¸i, mét sÜ quan ph¸t hiÖn môc tiªu anh ta th«ng b¸o cho thuyÒn tr-ëng,
thuyÒn tr-ëng sÏ yªu cÇu ng-êi kh¸c x¸c ®Þnh c¸c th«ng sè môc tiªu, mäi sù
phèi hîp nhÞp nhµng vµ an toµn.
Chøc n¨ng qu¶n lý lµ chøc n¨ng chØ huy c«ng viÖc vµ kiÓm tra sù thùc thi
c«ng viÖc ®· ®-îc chØ ®Þnh, ®ång thêi chøc n¨ng nµy còng kiÓm so¸t ®-îc sai sè
do con ng-êi g©y ra.
Chøc n¨ng bï trõ: chøc n¨ng nµy gióp bï khuyÕt lÉn nhau trong viÖc thùc thi
nh÷ng c«ng viÖc ®· ®-îc chia sÎ.
2.3. TÝnh hiÖu qu¶ cña viÖc x©y dùng chøc n¨ng ®éi nh©n sù buång l¸i
Nãi chung, chøc n¨ng vÒ kü thuËt ®iÒu khiÓn tµu lµ cÇn thiÕt cho c¶ ca trùc
®¬n vµ ®éi buång l¸i. Nh-ng chóng ta cÇn lµm cho râ hiÖu qu¶ ®-îc t¹o bëi chøc
n¨ng héi tho¹i liªn l¹c vµ chøc n¨ng hîp t¸c qu¶n lý.
§Ó chøng tá tÝnh hiÖu qu¶ cña m« h×nh qu¶n lý nh©n sù buång l¸i, chóng
ta xem hai vÝ dô ®-îc ®-a ra sau ®©y. §©y lµ hai vÝ dô nhá khi chóng ta thùc
hiÖn thö nghiÖm trªn hai nhãm sÜ quan, mét nhãm ch-a ®-îc gi¶ng vÒ qu¶n lý
nh©n sù buång l¸i vµ mét nhãm ®· ®-îc gi¶ng vÒ ph-¬ng ph¸p lµm viÖc trong
®éi nh©n sù buång l¸i.
KÕt qu¶ cña chøc n¨ng héi tho¹i: H×nh 10 vµ h×nh 11 sau ®©y chØ ra mét vÝ
dô cña kü thuËt ®iÒu ®éng chuyÓn h-íng tµu khi ®Õn ®iÓm chuyÓn h-íng ®· dù
tÝnh. KÕt qu¶ chØ ra tÝnh hiÖu qu¶ cña chøc n¨ng héi tho¹i liªn l¹c. Trong tr-êng
hîp cña h×nh 10, phã ba ®· x¸c ®Þnh vÞ trÝ tµu c¸ch 2 h¶i lý tr-íc khi ®Õn ®iÓm
chuyÓn h-íng vµ lËp tøc b¸o c¸o cho thuyÒn tr-ëng "B¸o c¸o ThuyÒn tr-ëng,
cßn 2 h¶i lý n÷a th× tíi ®iÓm chuyÓn h-íng". Dùa trªn b¸o c¸o cña phã ba,
thuyÒn tr-ëng ra khÈu lÖnh "tr¸i 10 ®é" ë thêi ®iÓm hîp lý c¸ch ®iÓm chuyÓn
h-íng 3 liªn (cable). Kho¶ng sai lÖch lín nhÊt cña vÞ trÝ tµu sau khi chuyÓn
h-íng lµ 1 liªn, lÖch vÒ bªn ph¶i so víi ®-êng ®i ®· kÎ tr-íc.
Trong tr-êng hîp cña h×nh 11, phã ba ®· x¸c ®Þnh vÞ trÝ tµu c¸ch 1,5 h¶i lý tr-íc
khi ®Õn ®iÓm chuyÓn h-íng, nh-ng anh ta kh«ng b¸o l¹i cho thuyÒn tr-ëng. TiÕp
theo, phã ba ®· x¸c ®Þnh vÞ trÝ tµu c¸ch 1,0 h¶i lý tr-íc khi ®Õn ®iÓm chuyÓn
h-íng, nh-ng anh ta chØ b¸o c¸o cho thuyÒn tr-ëng khi cßn c¸ch 2 liªn n÷a. V×
sù chËm trÔ trong viÖc b¸o c¸o nªn kho¶ng sai lÖch lín nhÊt cña vÞ trÝ tµu sau khi
chuyÓn h-íng lµ 4 liªn, lÖch vÒ bªn ph¶i so víi ®-êng ®i ®· kÎ tr-íc mÆc dï
thuyÒn tr-ëng ®· ngay lËp tøc ra khÈu lÖnh "tr¸i 20 ®é".
Trong hai t×nh huèng trªn, c¶ hai thuyÒn phã ®Òu lµm tèt nhiÖm vô ®-îc
giao lµ thùc hiÖn x¸c ®Þnh vÞ trÝ tµu thuéc nhãm chøc n¨ng vÒ kü thuËt ®iÒu khiÓn
tµu. Sù kh¸c nhau vÒ kÕt qu¶ ®iÒu ®éng tµu xuÊt hiÖn ë ®©y lµ do chøc n¨ng vÒ
trao ®æi th«ng tin cña hä. Tõ ph©n tÝch trªn cho ta thÊy, chøc n¨ng héi tho¹i trao
®æi th«ng tin cÇn ®-îc quan t©m nh- lµ mét chøc n¨ng quan träng cña ®éi buång
l¸i. V× vËy, khi tiÕn hµnh huÊn luyÖn qu¶n lý nh©n sù buång l¸i, cÇn thiÕt ph¶i
®¸nh gi¸ kü l-ìng vÒ chøc n¨ng nµy.

Trong tr-êng hîp B, kh«ng ai ®Ó ý nhiÒu ®Õn tµu ®i theo sau trong qu¸
tr×nh tµu chñ gi¶m tèc ®é. Do ®ã, tµu ®i phÝa sau ®· ph¶i liªn l¹c b»ng VHF víi
tµu chñ ë kho¶ng c¸ch chØ cßn 2 liªn khi hä nhËn thÊy tèc ®é cña tµu chñ gi¶m
vµ kho¶ng c¸ch gi÷a 2 tµu gi¶m dÇn.

Trong tr-êng hîp nµy, phã hai cña tµu chñ ®· kh«ng hîp t¸c tèt trong t×nh huèng
tµu gi¶m tèc ®é. Do phã hai ch-a thùc sù mÉn c¸n, quan t©m tíi c¸c sù kiÖn cã
thÓ x¶y ra khi tµu gi¶m tèc ®é. Bëi vËy, chøc n¨ng phèi hîp vµ qu¶n lý còng lµ
mét chøc n¨ng quan träng cña ®éi buång l¸i. Vµ chøc n¨ng nµy còng lµ mét tiªu
chÝ quan träng trong yªu cÇu qu¶n lý nh©n sù buång l¸i.
Tõ nh÷ng ph©n tÝch trªn ®©y, chóng ta thÊy yªu cÇu qu¶n lý nh©n sù buång
l¸i nh»m träng t©m vµo chøc n¨ng héi tho¹i trao ®æi th«ng tin vµ chøc n¨ng hîp
t¸c vµ qu¶n lý. TÊt nhiªn lµ tr-íc khi huÊn luyÖn ®éi buång l¸i, c¸c thµnh viªn lµ
®èi t-îng huÊn luyÖn ph¶i lµ nh÷ng ng-êi cã kh¶ n¨ng chuyªn m«n vÒ c¸c kü
n¨ng ®iÒu khiÓn tµu.
TÊt c¶ c¸c kü n¨ng ®Òu lµ kü n¨ng c¬ b¶n, nh-ng khi h×nh thµnh ®éi buång
l¸i th× kü n¨ng th«ng tin vµ kü n¨ng qu¶n lý chuyÓn lªn mét møc cao h¬n, ®-îc
gäi lµ chøc n¨ng th«ng tin vµ chøc n¨ng hîp t¸c qu¶n lý. §©y chÝnh lµ ®iÓm ®Æc
biÖt gi÷a m« h×nh qu¶n lý nh©n sù buång l¸i víi m« h×nh nhãm buång l¸i tr-íc
®©y.
Trong buång l¸i mçi c©u héi tho¹i cÇn ®-îc nãi to ®Ó bÊt cø ai còng nghe
thÊy, thµnh viªn cña ®éi nªn lu«n duy tr× tr¹ng th¸i cïng ý ®Þnh. C¸c thµnh viªn
trong ®éi ph¶i cïng chia sÎ th«ng tin, tr¸nh tr-êng hîp mét sÜ quan nµo ®ã ®Õn
bªn c¹nh thuyÒn tr-ëng nãi nhá chØ ®ñ mét m×nh thuyÒn tr-ëng nghe. NÕu cã sù
kh¸c nhau vÒ mÆt ng«n ng÷, th× mäi cuéc héi tho¹i nªn sö dông thø tiÕng mµ tÊt
c¶ mäi ng-êi cã thÓ hiÓu ®-îc.
C¸c thµnh viªn ph¶i thùc thi c«ng viÖc ®· ph©n c«ng, mäi c«ng viÖc nªn
phèi hîp nhÞp nhµng, tr¸nh ph¶i ®-a ra qu¸ nhiÒu mÖnh lÖnh vÒ nh÷ng viÖc ®·
®-îc ph©n c«ng. Khi mét ng-êi ph¸t hiÖn môc tiªu, th× mét ng-êi kh¸c nªn x¸c
®Þnh c¸c th«ng sè cña môc tiªu ®ã kh«ng cÇn ®îi thuyÒn tr-ëng yªu cÇu. ThuyÒn
tr-ëng lµ ng-êi tÝch hîp c¸c th«ng tin tõ c¸c nhiÖm vô ®· ph©n c«ng, ®-a ra
quyÕt ®Þnh vµ th«ng b¸o ý ®Þnh cña m×nh.
ThiÕt lËp kÕ ho¹ch chuyÕn ®i (Passage plan) ®-îc lµm trªn mét b¶ng vµ ph¶i kÕt
hîp chÆt chÏ c¸c chi tiÕt sau:
- Tçng qu·ng ®-êng tõ cÇu c¶ng ®i ®Õn cÇu c¶ng ®Õn, vµ tõ tr¹m hoa tiªu (Pilot
station) ®Õn tr¹m hoa tiªu, ®ång thêi ghi râ thêi gian dù kiÕn khëi hµnh (ETD) vµ
thêi gian dù kiÕn ®Õn (ETA).
- H-íng ®i kÎ trªn h¶i ®å ph¶i lµ h-íng thËt (true course).

C¸c ®iÓm (Waypoints) trªn tuyÕn hµnh tr×nh ph¶i ®-îc ®-a vµo GPS vµ ph¶i ®-îc
kiÓm tra cÈn thËn tr¸nh nh÷ng nhÇm lÉn ®¸ng tiÕc.
3.3. Nh÷ng l-u ý khi khi lËp kÕ ho¹ch chuyÕn ®i trªn biÓn réng
Trªn biÓn réng (Open sea) tuyÕn ®-êng lùa chän cã thÓ lµ cung vßng lín
(great circle) hay cung th¼ng (rhumb line).
Khi lËp kÕ ho¹ch hµnh tr×nh trªn biÓn réng cÇn tham kh¶o mét sè vÊn ®Ò sau ®©y:
- C¸c h¶i ®å hµng h¶i cã tû lÖ xÝch nhá, h¶i ®å tuyÕn ®-êng (Ocean routeing
charts) cho c¸c th«ng tin vÒ c¸c dßng h¶i l-u, giã, giíi h¹n b¨ng tr«i...
- H¶i ®å Gnomonic cho viÖc thao t¸c cung vßng lín dÔ dµng.
- H¶i ®å ph©n vïng dÊu träng t¶i (Load line zone charts) cho biÕt viÖc xÕp hµng
phï hîp víi dÊu t¶i träng cho phÐp theo c«ng -íc (LL - Load line rules).
- H¶i ®å cho thÊy s¬ ®å ph©n luång giao th«ng trªn tuyÕn hµnh tr×nh dù ®Þnh.
Chi tiÕt cña dÞch vô hµng h¶i khÝ t-îng ®-îc cho trong danh môc c¸c tr¹m ®µi
(list of radio signals) vµ trong tËp D xuÊt b¶n phÈm sè 9 cña tæ chøc khÝ t-îng
thÕ giíi WMO.
3.4. Nh÷ng l-u ý khi lËp kÕ ho¹ch chuyÕn ®i ë vïng n-íc ven bê vµ vïng
n-íc h¹n chÕ.
So víi ngoµi biÓn réng th× viÖc lËp kÕ ho¹ch chuyÕn ®i ë c¸c vïng n-íc
ven bê, néi h¶i vµ khu vùc h¹n chÕ khã kh¨n h¬n vµ râ rµng lµ cÇn chi tiÕt h¬n
nhiÒu bëi v× thêi gian ®Ó kh½c phôc c¸c lçi nÕu m¾c ph¶i lµ rÊt h¹n chÕ. VÝ dô
ngoµi biÓn réng nÕu tµu bÞ lÖch khái h-íng ®i mét vµi hoÆc thËm chÝ nhiÒu h¶i lý
còng kh«ng cã vÊn ®Ò g× lín l¾m, nh-ng trong vïng n-íc h¹n chÕ th× hoµn toµn
kh«ng thÓ ®-îc, cã khi chØ lÖch kho¶ng vµi liªn lµ ®· cã thÓ gÆp sù cè råi.
Khi lËp kÕ ho¹ch chuyÕn ®i cho nh÷ng khu vùc nµy cÇn ph¶i tÝnh ®Õn ®Æc
tÝnh ®iÒu ®éng cña tµu vµ bÊt kú mét h¹n chÕ nµo nÕu cã cña tµu, bao gåm c¶ h¹n
chÕ cña hÖ ®éng lùc, hÖ thèng l¸i. Trong khu vùc n«ng c¹n hiÖu øng t¨ng
mín n-íc (Squat) cã thÓ sÏ lµm gi¶m ch©n hoa tiªu (Underkeel clearance) dÉn
®Õn viÖc tµu bÞ sÖt c¹n vµ lµm gi¶m kh¶ n¨ng ®iÒu ®éng cña tµu.

tr¸ch nhiÖm trong ca trùc cña m×nh cho ®Õn khi thuyÒn tr-ëng chÝnh thøc th«ng
b¸o r»ng «ng ta sÏ ®¶m nhiÖm viÖc chØ huy ë buång l¸i.
4.3. §iÒu khiÓn tµu.
NhiÖm vô ®iÒu khiÓn tµu cña sü quan trùc ca lµ dÉn tµu an toµn theo tuyÕn
®-êng dù tÝnh ®· ®-îc thiÕt lËp ë kÕ ho¹ch chuyÕn ®i (Passage plan). Trong
tr-êng hîp tµu bÞ lÖch khái ®-êng ®i ®· v¹ch v× mét lý do nµo ®ã nh- tr¸nh va, bÞ
d¹t do t¸c ®éng cña dßng ch¶y, sãng, giã... th× ph¶i nhanh chãng ®-a tµu trë l¹i
®-êng ®i cò.
§Ó cã thÓ ®iÒu khiÓn tèt con tµu trong ca trùc cña minh th× sü quan ®i ca ph¶i:
- N¾m ®-îc ®Æc tÝnh ®iÒu ®éng cña tµu, nh÷ng thuËn lîi vµ nh÷ng h¹n chÕ.
- N¾m ®-îc kh¶ n¨ng vµ nh÷ng h¹n chÕ cña c¸c thiÕt bÞ dÉn ®-êng.
- Sö dông tèt m¸y ®o s©u ®Ó ph¸t hiÖn sím sù thay ®æi bÊt th-êng cña ®é s©u.
- Sö dông kü thuËt hµng h¶i dù tÝnh (dead reckoning) ®Ó kiÓm tra vÞ trÝ tµu vµ so
sanh víi c¸c ph-¬ng ph¸p x¸c ®Þnh vÞ trÝ tµu kh¸c nh- GPS, Loran-C.
- Sö dông b»ng c¸ch quan s¸t c¸c thiÕt bÞ phô trî hµng h¶i ®Ó hç trî ph-¬ng ph¸p
x¸c ®Þnh vÞ trÝ tµu b»ng ®iÖn tö, vÝ dô nh- dÊu hiÖu bê khi hµng h¶i gÇn bê hay
ph-¬ng ph¸p thiªn v¨n khi hµng h¶i xa bê.
4.4. Trùc th«ng tin liªn l¹c
Mét trong nh÷ng tr¸ch nhiÖm quan träng cña sü quan trùc ca ngµy nay lµ
®¶m b¶o trùc ®iÖn ®µi liªn tôc trªn biÓn, ®¶m b¶o thu ph¸t c¸c bøc ®iÖn cÊp cøu
th«ng qua hÖ thèng GMDSS (Global Maritime Distress and Safety System).
Trong thêi gian ®ang ph¸t hoÆc thu nhËn c¸c b¶n tin cÊp cøu th× mét sü quan
boong cã b»ng cÊp vÒ hÖ thèng GMDSS sÏ ®-îc chØ ®Þnh ®Ó thùc hiÖn c«ng viÖc
th«ng tin liªn l¹c. Trªn c¸c tµu chë kh¸ch th× ng-êi nµy sÏ chØ thùc hiÖn c«ng
viÖc th«ng tin liªn l¹c mµ kh«ng ph¶i lµm viÖc g× kh¸c trong hoµn c¶nh khÈn cÊp.
Trªn tÊt c¶ c¸c tµu biÓn ®Òu cã tõ 1 ®Õn 3 m¸y VHF, m¸y VHF cã thÓ thu
ph¸t ®-îc ®Õn kho¶ng c¸ch 20-30 h¶i lý tuú thuéc vµo ®é cao anten vµ ®Þa h×nh
khu vùc ch¹y tµu. TÊt c¶ c¸c tµu ph¶i trùc liªn tôc trªn c¸c kªnh VHF:
