Fire incident will continue to happen if the agency failed to unearth the real cause and culprit behind the recurring problem As one of the priority programs of the Fire Safety Enforcement Division under the Directorate for Fire Safety and Enforcement, this training handbook will not dwell merely about technicalities, legalities, certificates, notices, fees, issuances and the likes, as those are already provided under the Fire Code and those are what have been used already by the agency to prevent the occurence fire. However, no matter how strict the laws may be, or the bulk of submitted reports by the field office relative to their performance, the problem is still there. It has not been cured Same establishments, same violations, are being committed each year. I! is quite surprising that after almost eight long years of the implementation of the Fire Code, they should have been ordered closed if not have stopped their operations. But they are still there. It is still recurring. Does this mean that we need to have a new level of thinking- a concept based on the principles that accurately describe the territory of human being and interacting to solve these deep concerns?Or we need to go back to our drawing boards and start anew with even greater passion and visible change. Through the use of this training handbook, alll fre safety enforcers in the field will be totally guided on how to properly educate themselves, their peers, sub-ordinates and their stakeholders. “The significant problems we face cannot be solved at the same level of thinking we were at when we created them”.MESSAGE “SG FIRE CHIEF, BFP ublic safety is our highest obligation to the people as members of the Bureau of Fire Protection. As the sole agency legally mandated to enforce the Fire Code, we are also the sole authority responsible for the prevention of destructive fires on all buildings and establishments. Not only because the law says so, but because public welfare requires us to do so. The question is, how much of an impact do our inspection create? And are we effective in doing so? The BFP is consistent and determined as it gears towards the promotion of an efficient and reliable fire safety measures. As fire safety practitioners, part of our mission is our commitment to prevent destructive fires which can be achieved if proper fire safety inspection and prevention will be observed. Guided by the tenets of the agency's Quality Policy and Quality Objectives, this training manual aims to provide the standards in fire safety and prevention. Through the use of this reference guide on fire safety and prevention, all fire safety enforcers in the field will be given a holistic understanding of the proper and necessary topics and information to be shared, tasks to be accomplished and character-based idealisms and principie-centered approaches that could reach even the smallest unit of the society. While | do believe that digitally-inspired reading materials are the most common, easily accessible and provide utmost convenience should one wishes to acquire data and information, printed materials or the traditional method of acquiring knowledge through textbooks and hard copies remain an effective medium to acquire better understanding and wisdom of a particular topic or issue. However, ican only be achieved through constant trainings armed with a principle-centered and character-based training manuals or reference materials that distinguish principle over practice, by which we treat practice as specific activity or action that works in one circumstance but might not necessarily work in the other. This doctrine if being applied in the enforcement of the Code, law enforcers must always bear in mind the doctrine of individualism. And that the techniques or approach he applied while conducting inspection to a particular establishment may not be appropriate to the other. Each type of occupancy requires different approaches and requirements and indeed level of expertise. Each owner/ administrator has varied attitude and acceptance of the laws we are enforcing. While others maybe ore already aware, consider that most businessmen, especially neophytes do not know the rules we are implementing.
