TENDERS FOR CONSULTING SERVICES IN THE WRITING OF TECHNICAL SPECIFICATIONS FOR FURNITURE,
EQUIPMENT AND OTHER SCHOOL SUPPLIES AS THEY RELATE TO THE MODERNISED SEMP CURRICULA—IDB
LOAN NO. 1180/OC–TT

THE GOVERNMENT OF THE REPUBLIC OF TRINIDAD AND TOBAGO (GORTT) through the Ministry of Education (MOE) has accessed loan
funding from the Inter-American Development Bank (IDB) for a Secondary Education Modernization Programme (SEMP) IDB Loan
No. 1180/OC–TT, the goal of which is the modernization of the education sector in Trinidad and Tobago.

To complement the delivery of SEMP curriculum, various officers of the Ministry of Education must advise on the furniture,
equipment and other school supplies that will support the modernized curriculum via the submission of lists for furniture and
equipment related to school supplies. The Ministry of Education through the SEMP is seeking to equip the various officers with the
necessary skills for the effective writing of specifications within the education system that will allow for a competitive and transparent
tendering process in the procurement of the items.

Proposals are therefore invited from international consultants to provide training in the writing of specifications for selected
Ministry’s personnel.

The technical proposal shall be evaluated according to the following criteria:

(a) Academic Qualifications.
(b) Knowledge and understanding of the job as indicated by proposed outline and methodology of undertaking the assignment.
(c) Work experience in projects of comparable size, complexity and technical speciality.
(d) Work experience in a similar country and/or similar projects.
(e) Special skills and competencies.
