B757 CONFIGURATION DEVIATION LIST

CDL DEFINITIONS
1. Systems Definitions: Systems numbers are based on the Air Transport Association (ATA) Specification
Number 100 and items are numbered sequentially.
a) “NUMBER” (Line 1), The Item number by ATA Chapter number and sub-chapter and item,
i.e. 21-10-1, 21-10 is the ATA chapter and subchapter and the -1 is the first item.
b) "ITEM" (Line 2) means the equipment, system, component, or function listed in the "Item" Line.
c) “MODEL” : (line 3), means the model type,
i. “All” indicates the page is applicable to both B757 -200 and 300,
ii. “-200” indicates the page is applicable to B757 -200
iii. “-300” indicates the page is applicable to B757 -300
d) "NUMBER OF ITEM INSTALLED FOR (MODEL):" (Line 4) is the number (quantity) of items normally
installed in the aircraft and on which type, i.e.
i. (PW) = Pratt and Whitney engines,
ii. (RR) = Rolls Royce engines
e) "REMARKS AND/OR EXCEPTIONS" (Line 5) in this section includes:
i. The quantity of that item that may be missing
ii. A statement either prohibiting or permitting operation with a specific number of items
inoperative, provisos (conditions and limitations) for such operation, and appropriate
notes.
iii. The operational requirements to be accomplished prior to flight with that item missing
or damaged.
iv. The maintenance requirements to be accomplished prior to flight with that item
missing or damaged.
Note: all maintenance requirements must be carried out by qualified personnel as per
the MEL requirements.
f) A "vertical bar" (change bar) in the margin indicates a change, addition or deletion in the adjacent
text for the current revision of that page only. The change bar is dropped at the next revision of that
page.
g) “Approved” means approved by the Minister.
h) “Master Minimum Equipment List” means a document approved by the Minister that establishes the
aircraft equipment allowed to be inoperative under conditions specified therein for a specific type of
aircraft.
i) “Configuration Deviation List (CDL) ” means a document approved by the Minister or the
manufacturer that authorizes an operator to dispatch an aircraft with certain secondary airframe and
engine parts missing and with certain parts damaged by hail when on the ground.
2. “Minister” means the Minister of Transport "Airplane Flight Manual" (AFM) is the document required for
type certification and approved by Transport Canada. The approved AFM for the specific aircraft is listed
on the applicable Type Certification Data Sheet.

3. “Flight Crew Operations Manual”, (FCOM) (Boeing). The FCOM is prepared by Skyservice based
on the Boeing FCOM, and is not less restrictive than the Boeing FCOM to provide:
a) Operating limitations, procedures, performance, and systems information the flight crew needs to
safely and efficiently operate the Boeing aircraft during anticipated operations.
b) Serve as a comprehensive reference for use during transition training for the Boeing aircraft.
c) Serve as a review guide for use in recurrent training and proficiency.
d) Provide necessary operational data from the FAA approved Airplane Flight Manual (AFM) to ensure
that legal requirements are satisfied.
e) Establish standardized procedures and practices to enhance Boeing operational philosophy and
policy.
4. “Canadian Aviation Regulations” (CARs), they are a compilation of Canadian regulatory
requirements designed to enhance safety and the competitiveness of the Canadian aviation industry.
They correspond to the broad areas of aviation which Transport Canada, Civil Aviation is mandated to
regulate (e.g. personnel licensing, airworthiness, commercial air services, etc.).
5. "Deactivated and Secured" means that the specified component must be put into an acceptable
condition for safe flight. An acceptable method of deactivating and securing will be established by the
operator for inclusion in his/her CDL.
6. "Federal Aviation Regulations (FARs)" means the applicable portions of the Federal Aviation Act and
Federal Aviation Regulations.
7. "Notes", in the Remarks and/or Exceptions section
a) provide additional information for crewmember or maintenance consideration.
b) provide reference to additional requirements that must be satified prior to dispatch.
8. "Placarding" Each inoperative item must be placarded to inform and remind the crewmembers and
maintenance personnel of the equipment condition.
NOTE: To the extent practical, placards should be located adjacent to the control or indicator for the
item affected; however, unless otherwise specified, placard wording and location will be determined by the
operator.

BOEING 757
PREAMBLE

The Configuration Deviation List (CDL) is part of the Aircraft Flight Manual and the Boeing Dispatch
Deviation Guide. The Confirguration Deviation List contains additional certificate limitations for operation of
the BOEING Model 757 Airplane with certain secondary airframe and engine parts missing and with certain
parts damaged by hail when on the ground as listed herein.
The following CDL is copied from the latest revision of the Boeing 757 Dispatch Deviation Guide
(DDG). This section is taken from the Latest revision of the Boeing Dispatch Deviation Guide,
Document # D630N002, and is appicable to all B757 aircraft. The configuration and applicability is to
be determined by the user.
The CDL must not deviate from the Aircraft Flight Manual Limitations, Aircraft Operations Manual, and
Emergency Procedures or with Airworthiness Directives. It is important to remember that all equipment
related to the airworthiness and the operating regulations of the aircraft not listed on the CDL must be
installed and operative.
Suitable conditions and limitations in the form of placards, maintenance procedures, crew operating
procedures and other restrictions as necessary are specified in the CDL to ensure that the required level of
safety is maintained.
The CDL is intended to permit operation with certain secondary airframe and engine items missing or
damaged and with certain parts damaged by hail for a period of time until repairs can be accomplished. It is
important that repairs be accomplished at the earliest opportunity.
In order to maintain the required level of safety and reliability, the CDL establishes limitations and conditions
for operation with certain secondary airframe and engine and with certain parts damaged by hail when on the
ground. The CDL provides for release of the aircraft for these items missing or damaged.
When an item is discovered to be inoperative, it is reported by making an entry in the Aircraft Maintenance
Record/Journey Logbook. The item is then either repaired or may be deferred per the CDL and MEL
procedures or alternatively, the aircraft may be operated subject to the conditions of a flight permit in
accordance with the CARs or other approved means acceptable to Transport Canada prior to further
operation. Airworthiness Directive requirements override the CDL conditions and provisos for the affected
items.
CDL conditions and limitations do not relieve the operator from determining that the aircraft is in condition for
safe operation with items of equipment inoperative.
When these requirements are met, an Airworthiness Release, Aircraft Maintenance Record/Logbook entry,
or other approved documentation is issued. Such documentation is required prior to operation with any item
of equipment inoperative.
Skyservice is responsible for exercising the necessary operational control to ensure that the required level of
safety is maintained. When operating with multiple inoperative items, the interrelationship between those
items and the effect on aircraft operation and crew workload will be considered.
Skyservice are to establish a controlled and sound repair program including parts, personnel, facilities,
procedures and schedules to ensure timely repair.
When using the CDL, compliance with the stated intent of the applicable Airplane Flight Manual - CDL
Section 1 – Certificate Limitations, preamble, definitions, and the conditions and limitations specified in the
CDL is required.

CDL HANDLING PROCEDURES

1.0 CDL DEFECT DEFERRAL POLICY


1.1 CDL Defect deferrals shall be controlled in accordance with the MEL Defect Deferral procedures
detailed in SKY-DPD-311. The procedures are identical to those found in the MEL Handling
Procedures section of the MEL. Prior to flight all defects shall be actioned and certified or
deferred in accordance with the procedures set forth in the Maintenance Control Manual (MCM),
Skyservice Flight Operations Manual, Configuration Deviation List (CDL) and Aircraft Journey
Log Book System.
2.0 CDL DEFECT PROCEDURES
2.1 THE CDL defects will be deferred as per the procedures contained in the MEL preamble, DPD
311 and the additional requirements specified in this section.
2.2 General Limitations section must be applied to each item as applicable in addition to the
“Remarks and/or Exceptions” listed for each individual item.
2.2.1 Placards, all CDL items must have a placard for each CDL item, displayed in a central
location on the instrument panel
2.2.2 Speed Restriction requirements, for VMO/MMO speed reductions;
2.2.2.1 the aircraft must have airspeed limit speed hand on the MASI/ASI
2.2.2.2 Mach airspeed warning system must have the speed/altitude programmed for the
altitude/speed schedule specified for the applicable part.
2.2.3 Weight Reduction requirements, Weight Reduction requirements are cumulative and
must be added together for a total weight reduction penalty.
NOTE: Items that is classified and listed as “Negligible” are negligible until more than 3 (three)
items, (4 (Four) or more), are applied at the same time.
2.2.4 Enroute Diversion Speed Effects, Enroute climb weight penalties are based on
operating speeds that approximate the maximum lift to drag ratio speed. To account for
the difference in level off altitude when operating at other speeds, multiply the Enroute
climb weight penalty listed by the following appropriate factor

2.2.5 Enroute Fuel Mileage Effects
The drag effects of many 757 CDL items are so small that the changes in flight planning
fuel are negligible. For items that have enroute climb weight penalties listed, an increase in
flight planning fuel of 0.7% per 454 kgs (1,000 lbs) of enroute climb weight penalty (non-
factored penalty) may be used to account for the drag increase.

2.3 CDL Items, The CDL Items are applied as per the following:
2.3.1 Number: CDL Item number. This is the CDL Item reference number for defect entry. This
is equivalent to the MEL Item number.
2.3.2 Item: Description of the Item. This is to be entered into the Deferral description
2.3.3 Model: Applicability to which model of B757. Ensure that the applicable model of aircraft is
listed.
2.3.4 Number of Items installed for (Model): The number of each item that is installed for the
model indicated and or the modification status of the aircraft. Ensure that the correct
configuration is applied.
2.3.5 Remarks and/or Exceptions: This is conditions and procedures which must be satisfied
or applied in addition to the GENERAL Procedures.
2.3.5.1 Procedures, All of the conditions and procedures including the “NOTES” must be
complied with.
2.3.5.1.1 Operational Procedures, CDL procedures that are operational in
nature are considered Operational Procedures. These procedures for
a specific Operations Procedure which must be accomplished in
planning for and/or operating with the listed item inoperative. Normally
these procedures are accomplished by a crew member; however, other
personnel may be qualified and authorized to perform certain functions.
The satisfactory accomplishment of all procedures, regardless of who
performs them, is the responsibility of the operator.
2.3.5.1.2 Maintenance Procedures, CDL procedures that require the following
are considered Maintenance Procedures and must be carried out by
qualified personnel:
1. When a condition or procedure requires the removal of additional
parts or the securing of panels or parts.
2. When the Operational Procedure requires a reduction in the
VMO/MMO, the Mach airspeed warning system must have the
speed/altitude programmed for the altitude/speed schedule
specified for the applicable part.
2.3.5.2 SRM References, All CDL requirements that reference the SRM for evaluation
must be evaluated and documented prior to application of the CDL relief.
2.3.5.3 MMEL References. When a CDL item references an MMEL for additional
dispatch requirements, it will be deemed as referencing the Skyservice B757
MEL. The requirements of the MEL item referenced in the CDL item must be
complied with as well as the CDL requirements.
