The submissions on this file and the Inspector's report were considered at a Board meeting held on 18th August 2011. The Board decided to refuse permission generally in accordance with the Inspector's recommendation, subject to the following reasons and considerations. REASONS AND CONSIDERATIONS 1. Notwithstanding that the proposed development is zoned for residential development, it is situated in a peripheral location served by a poor road system, lacking public footpaths or lighting, and development on this scale would not represent a logical sequential addition to the overall development of this attractive village and would, therefore, be contrary to the Sustainable Residential Development in Urban Areas Guidelines for Planning Authorities issued by the Department of the Environment, Heritage and Local Government in May, 2009. The proposed development would represent a haphazard, piecemeal and uncoordinated development that would be contrary to the proper planning and sustainable development of the area. It is considered that the sightlines at the junction of the proposed access road and public road are severely restricted and the traffic movements generated by this proposed development would result in the creation of traffic hazard to road users. The proposed development would, therefore, be contrary to the proper planning and sustainable development of the area.
