Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

According to Zacarian Sarao, Vice President Sara Duterte, who also serves as
Education Secretary in a concurrent capacity, said Monday that school uniforms will
not be required for School Year 2022 to 2023. She issued the directive in a bid to
avoid additional expenses for families of students. “Even before the pandemic, it is
not a strict requirement for public schools to wear uniforms (Department of Education
Order No. 065, s. 2010) to avoid incurring additional costs to the families of our
learners,” Duterte told reporters. “All the more that it will not be required this School
Year given the increasing prices and economic losses due to the pandemic,” she
added. Duterte had ordered transitioning to five days of face-to-face classes by
November.
According to Kathlene Joyce Ramones, the Department of Education- said
public school students will not be mandated to wear school uniforms for the school
year 2022-2023. As per DepEd Order No. 065 issued in 2010, wearing school
uniforms is not required during the pre-pandemic period. According to Lawyer
Donato Balderas, Jr., the mandate aims to avoid incurring additional cost to the
families of learners. “Ang mahalaga ay malinis at maayos ang mga damit na susuotin
ng mga bata at handang-handa sa kanilang mga gagamitin sa pagpasok,” Balderas
told the Philipine Information Agency. Also, Balderas said that DepEd will be more
considerate this school year given the increasing prices and economic losses due to
COVID 19. Meanwhile, he reiterated that the opening of classes will push through on
August 22, where all public and private schools shall have transitioned to five days
face-to-face classes starting November 2. Further, DepEd assured schools can now
safely open since health protocols have already been in place since the start of the
pandemic two years ago.
According to Aatka Azhar, uniforms are used by all kinds of establishments
such as schools, security services, and the military. Whether it’s a school uniform, a
police officer’s uniform, or a soldier’s battle fatigues uniforms signify power and
discipline. You can learn about an individual just by looking at his/her clothes – it
helps to discern whether they are the type to follow the rules or break them. This will
tell you the reasons why uniform is important. There are many types of uniforms, but
all of them have one thing in common they help create a distinction between those
who belong and those who don’t. This helps instill discipline and loyalty towards an
organization among its members. For example, if one is working for a company that
has a uniform policy, it is less likely for them to leave and find employment
elsewhere. There are many benefits of wearing uniforms, both for the individual and
the organization.

In Dr. Maria D. Pastrana National High School we also follow regulations such
as students must come to school wearing the correct school uniform. The uniform
must be clean and ironed properly, but due to the designated announcement of the
Vice President Sara Duterte, students are allowed not to wear the uniform in this
school year 2022-2023 due to financial shortage caused by the pandemic because of
this the DMDPNHS also enforces that the school also agrees to the non-wearing of
uniforms by the students, because they are only following what was implemented by
Vice President Sara Duterte.
