1. GENERAL

1.1 Scope
This specification together with the Requisition, Purchase Order/Inquiry and data sheets covers the
requirements to be met by Vendor in the design, inspection, testing and delivery conditions of Mobile
Equipment to be used on Timor-1 CFSPP Project.

1.2 Related Engineering Specifications


The related Engineering Specifications to supplement this specification is as follows:

- Packing & Marking Procedures - T1-IK-000-TRS-PRC-00002

1.3 Proven Experience


All components shall have proven operating experience in similar duty to the specified ones. Any new
factors on the operating conditions, type, shape, dimensions, materials, and manufacturing shall
require Purchaser’s approval before proceeding with manufacturing.

1.4 Definitions
The following terms used in this document have meaning as bellow:
- “Contractor” means the person or persons, firm, company, joint venture or consortium with
whom the Owner has entered into a Contract and includes the Contractor’s authorized
representatives, successors and permitted assigns. The parties comprising the Contractor
shall be and remain jointly and severally liable hereunder. Succeeding the Contract Signing,
the word ‘Bidder’ shall be read as 'Contractor'.
- “Vendor” means The Company having a purchase order with the Contractor for the supply of
the specified equipment and associated services.
- “Owner" means PT PLN (Persero).

2. BASIC DESIGN

2.1 General
All mobile equipment and special tools supplied (see Appendix-1) shall be brand new, currently
advertised and produced product of a well-established manufacture of the respective equipment type 1
and shall be suitably designed and constructed for safe, efficient, proper and continuous operation
under all conditions described or implied in this Specification without undue strain, vibration,
corrosion, noise or other operating difficulties.

The special tools/equipment for the mobile equipment shall provide repair, maintenance and testing
capabilities for mobile equipment to ensure good, efficient operation of all vehicles, to minimize forced
outages and extend the life of the equipment.

All lubricants shall be standardized as far as practicable and must be available in Indonesia. A full list
of equivalent lubricants from alternative manufacturers shall be supplied for all grades of lubricant
specified.

All vehicles shall be diesel engine powered. Where necessary, lubricating and hydraulic oil coolers
shall also be fitted to the engines. All engines supplied shall be capable of operating reliably and
efficiently on commercially available high speed diesel oil fuel.

All the mobile equipment supplied within the scope of this Specification shall be of a standard, proven,
economical and efficient design. Design incorporating components which may be considered
prototype in nature are not acceptable.

Full lighting equipment to allow night operation and fault warning equipment shall be fitted to each
vehicle. The fuel tank capacity shall be large enough to ensure a minimum of 8 hours operation when
working continuously at maximum production rate and capability.

Some equipment may not be described in detail; Vendor shall describe all the mobile equipment
specification in detail.

2.2 Bulldozers
The specified number of crawler tracked bulldozer shall be supplied. The bulldozer will stock out
compact coal from the conical stock-out piles formed by the coal stock-out conveyors into the dead
storage and pile and reclaim from both stock-out and dead storage piles into the yard reclaim
hoppers. The machines shall reclaim coal from the stock-out piles into the yard reclaim hopper at the
rates specified.

The Machine shall be capable of negotiating the slopes of the un-compacted coal stockpile in order
to bulldozer coal into the yard reclaim hopper and to spread coal to facilitate pick up during the
stocking out operation by the coal scrapper machines or wheel loader.

The dozers blade shall be a curved Coal Dozer type blade and suitable for the specified duty holding
coal with compacted densities of varying coal.

The blade motions shall be controlled hydraulically and shall incorporates three-way blade control.
The blade shall be capable of tilt angle of at least 70° and a maximum lift height above the ground of
approximately 1.20 m or higher.

The Vendor shall submit bulldozers production curves showing the extended production rate of the
machine over a range up to 100 m one-way distance, handling the respective material described
herein. The Vendor shall also submit bulldozer's power draw bar pull versus ground speed curve.

The bulldozer shall be equipped with an integrated fire suppression system.

Steering and controls shall be designed to minimize driver fatigue and shall be power assisted.

Complete transmission and bevel gear module shall be removable as a package, be equipped with
a torque divider and shall be able to transfer 25% of engine power directly to the transmission.

2.3 Excavators
The specified number of crawler tracked excavator shall be supplied. The excavator will dig out
underground works and coal/ash handling works in the emergency circumstances.

The actual load that can be lifted specified position under specific conditions:
• Lift capacity, over end the load can be lifted anywhere within an angle 45° either side of a line
through the swing pivot centerline and parallel to the prime mover centerline.
• Lift capacity, swing arc-the load can be lifted anywhere within the full swing arc.
• Boom lift capacity, the vertical force can be exerted by actuating the boom cylinder and can be
held by the dipper-stick cylinder.
• Dipper-stick lift capacity, the vertical force can be exerted by actuating the dipper-stick cylinder
and can be by the boom cylinder.

The Vendor shall submit the Load Rating Chart to be used for digging forces, range diagrams and
other standard specifications for review and approval by owner.

The excavator shall be equipped with an integrated fire suppression system.

Steering and control shall be designed to minimize driver fatigue and shall be power assisted.

2.4 Fork Lift


Vendor shall provide one (1) set of fork lift truck. The fork lift truck shall include special and standard
tool sets, spare parts and all required accessories.

2.5 Stepladder
Vendor shall provide one (1) set of stepladder. The stepladder shall be of portable with four casters
and operation platform at the ladder top. Height of the ladder shall be extendable by hand operation.

2.6 Fire Truck


2.6.1 General
The Vendor shall supply one (1) fire truck, a water tank with a capacity of 4000 liters.

The vehicle shall be used to fight fires and rescue people from burning building and general
rescue work, either inside or outside the plant compound

The vehicle and its component, equipment and accessories shall comply with all applicable
NFPA rules regulations.

The vehicle shall be designed to use either fresh or sea water and shall be capable of drawing
water from sources, such as sea, a canal, a static tank or pressurized fire mains which is
installed as part of the power plant equipment.

The vehicle shall be capable of diving over rough terrain and on paved and unpaved roads
without undue strain upon its component.

The minimum fuel tank capacity shall be based on the capacity required for the fully loaded
vehicle to travel a distance of 300 km or for 6 hours of continuous operation at maximum
performance, which ever greater.

The vehicle shall be equipped with emergency flashing lights and alarm.

2.6.2 Body
The following shall be provided:
- All steel body top working platform.
- Rear standing platform made of checker steel plate.
- Hand grip-rails on to and rear Footsteps on side and second set footsteps at rear of
opposite side.
- Hose cabinet at rear and battery compartment

2.6.3 Tank
The tank shall be manufactured from approved material suitable for sea water and shall be
supplied complete with baffle plates, manhole, filler cap, level gauge, sump drain, vent and
replaceable stainless steel mesh strainer in the fill-in pipe.

The tank shall have sufficient internal baffles to maintain the stability of the vehicle when
operating over rough terrain or at high speed and when cornering.

The tank capacity shall be not less than 4000 liters.

The tank shall be equipped with an easily replaceable anode for providing sacrificial cathodic
protection.

2.6.4 Pump
Main pump - centrifugal type fire pump shall be drive by the vehicle's engine via a power take-
off shaft from the gearbox. The rated discharge capacity at 1.0 mm suction head, 5,0 m long
suction and strainer shall not be less than 2200 I/min at not less than 7.0 kg/cm2 (g) delivery
pressure.
Vacuum pump - four (4) vane eccentric rotary pump, with manual engagement and automatic
disengagement. Degree of vacuum not less than 640 mm HG within 30 s. Pump displacement
shall be not less than 1.101/rev.

The fire pump shall be suitable for pumping both sea-water and fresh water and shall be
capable of being fully drained after user.

A pump priming device, driven from either the vehicle's engine, pump gear box or pump
accessory drive, shall be fitted.

An adaptor shall be provided so that the pump can be supplied with water from the pressurized
water mains through the delivery hose.

The fire pump and its priming device shall have stainless steel shafts.

The vacuum pump design and materials of construction shall be suitable for sea water use.

2.6.5 Foam Making System


The vehicle shall have a capability of producing a general purpose firefighting foam, using a
protein type foam-making liquid, which has a recommended solution strength when mixed with
water of not greater than 3% of foam making liquid to water ratio.

The foam making system shall be complete and shall include a foam making liquid storage
tank with capacity not less than 10% of the vehicle water storage tank capacity. The tank shall
be permanently plumbed in and shall be manufactured from a corrosion resistant material, to
the approval of the Owner and shall be supplied with baffle plates, manhole, filler-cap, level
gauge, drain valve and vent.

The foam making liquid for testing and initial charge of the fire trucks shall be supplied and
conducted by the Vendor at site.

3. INSPECTION AND TEST

3.1 General
During commissioning of the work, Vendor shall run a test to ascertain that each item of equipment
is performing properly in every respect.

Vendor shall demonstrate capability and capacity of the machine or equipment operated by an
operator of the Vendor's employ at the site.

Vendor, upon request, shall furnish the Client with advance notice of final assembly and testing.

3.2 Inspection and Tests at Shop


The following inspection and tests shall be carried out at shop by Vendor:
- Visual inspection
- Function Test

4. MARKING AND PAINTING

4.1 Marking
All materials which are shipped in separate packings shall be properly tagged or marked with the
item and serial number for good material control.

4.2 Painting
Unless otherwise specified, all the mobile equipment shall be finish painted in accordance with
Manufacturer standard.

5. PACKING AND SHIPPING

5.1 General
Export packing and shipping shall conform to Purchaser’s shipping instruction.

5.2 Packing and Preparation for Shipping


5.2.1 All components shall be cleaned and protected by packing which keeps contained components
in a defect-free condition under 6 months-long exposure to atmosphere at site without any
protection covering or shed.
5.2.2 All items shall be suitably packed, securely fastened, and protected from damage during
shipment.
5.2.3 Vendor shall follow to Packing & Marking Procedures doc no. T1-IK-000-TRS-PRC-00002.

5.3 Shipping
5.3.1 Under any form of contract, Vendor shall apply request for Purchaser’s approval, prior to
release of materials/goods for shipment.
5.3.2 In principle “On Deck” embarkation shall not be applied. In case Vendor is responsible for
shipment or shipping arrangement, first of all, Vendor shall get Purchaser’s approval for
shipping manner.
5.3.3 Vendor shall follow to Shipping procedure doc no. T1-IK-000-TRS-PRC-00001.
