RESOLUTION NO. 06, S-2022

“A RESOLUTION RESPECTFULLY REQUEST TO SECRETARY WENDEL E. AVISADO,

SECRETARY OF THE DEPARTMENT OF BUDGET AND MANAGEMENT (DBM) AT
GENERAL SOLANO STREET SAN MIGUEL MANILA,1005, LOCAL BUDGET CIRCULAR
NO. 142, PROPOSAL TO ALLOCATE OF FUNDS FOR CONSTRUCTION OF ONE (1) UNIT
EVACUATION CENTER AMOUNTING TO TWO MILLION FIVE HUNDRED THOUSAND
PESOS AND ONE (1) UNIT COVERED COURT AMOUNTING TO TWO MILLION FIVE
HUNDRED THOUSAND PESOS OF BARANGAY POBLACION, SAPAD, LANAO DEL
NORTE WITH THE TOTAL AMOUNT OF FIVE MILLION PESOS(PHP5,000,000.00)
RESPECTIVELY”

WHEREAS, the Barangay Poblacion is in need of Evacuation Center since some purok
of this barangay are prone to flash floods.

WHEREAS, the Evacuation Center is necessary for Barangay Poblacion to provide

shelter to those individuals whose victim of disaster.

WHEREAS, the Barangay Poblacion is likewise in need of funds for construction of

covered court to cater any activities in barangay and other purposes;

WHEREAS, the covered court is necessary for Barangay Poblacion to provide students
a venue to gather and perform various school and extra-curricular activities protected from the
heat of the sun or heavy rains and for barangay events and recreational programs, as well as
serves as an evacuation center;
 WHEREFORE, on motion of Hon. Durvin F. Patalinghug, Barangay Kagawad Chairman
on Infrastructure committee and seconded by Hon. Mark Daryl B. Martinez, it was;

RESOLVED as it is hereby resolved to request the office of Department of Budget and

Management (DBM) for an allocation of funds for the Construction of One (1) Unit Evacuation
Center amounting to Two Million Five Thousand Pesos (Php2,500,000.00) and Construction of
One (1) Unit Covered Court amounting to Two Million Five Thousand Pesos (Php2,500,000.00)
with the total amount of Five Million Pesos (Php5,000,000.00) respectively.

Dear Secretary Avisado,

The Local Government Unit of Barangay Poblacion, Sapad, Lanao Del Norte expresses its
intention to avail of financial assistance, chargeable against the Local Government Support Fund-
Financial Assistance to Local Appropriation CT(GAA), Republic Act(RA) No. 11639, for the following
priority to program(s) and/or project(s):

In case of approved fund release of the above-mentioned program and/or project, the
undersigned understand that LGU must comply with the provision of Local Budget Circular ( LBC) No.
142, that our guidelines to be issued by the Department of Interior and Local government (DILG) in
relation with Special Provision No. 3 of the DILG-Office of the Secretary Budget under the FY2022 GAA
RA No. 116139, Government Procurement Reform Act (RA No. 9184) and its 2016 Revised implementing
Rules and Regulations, as well as other procurement, budgeting, accounting and auditing laws, rules and
regulations.

The undersigned further attest to the variety of the following:

I. Our LGU prepared all necessary document in accordance with the design, plan,
specification, such as other standards and policies of the National Government;
II. Our LGU has the capacity to implement the proposed program and/or projects;
III. The proposed program and/or project is readily implementable within the prescribed
timeliness and that there are no issues related to its/their implementations, such as, but
not limited to site /land title, including informal settlers, and right of way acquisition;
IV. Our LGU has complied with the standards prescribed by the appropriate agencies and
has secured all the necessary clearances or certification from the same agencies before
the implementation of the eligible program and /or projects, e. g, Environmental
Clearances;
V. The location, area or site of the proposed project (s) of our LGU is: (1) not privately-
owned land/lot; (2) not included in the critical goe-hazard areas or no build zones
 identified and/or certified by the Mines and Geo- Sciences Bureau hazard map;(3)
within the territorial jurisdiction of our LGU.
VI. Our LGU commits to find cost of maintenance and repairs of the project(s), and other
utilities, if any; and
VII. The proposed program(s) and or project(s) of our LGU is/are not funded from other
sources.

Moreover, the said program and/or project shall be implemented in the accordance
with the standards and existing policies of the National Government and that we have prepared
all the necessary document requirements.

Consistent with the provisions of LBC No. 142, the DBM shall directly deal only with the
undersigned or the authorized representative who has the following contact details.

Finally, in view of the conduct of National and Local Election on May 9, 2022, the
undersigned ensures that the disbursement of expenditure of funds by our LGU shall be made
consistent with the provisions of the Omnibus Election Code of the Philippines (RA No. 7166)
and other pertinent laws, rules and regulations.
