TO : ALL DILG REGIONAL DIRECTORS AND THE BARMM
MINISTER OF THE INTERIOR AND LOCAL GOVERNMENT

SUBJECT : LOW PRESSURE AREA

DATE : February 18, 2023

According to DOST-PAGASA Weather Advisory No. 11 issued at 11:00 AM today, at


10:00 am today, the Low Pressure Area (LPA) was estimated based on all
available data at 370 km east of Davao City (7.2°N, 129.0°E). The LPA is
forecast to move generally west-northwestward towards the Eastern portion of
Visayas or Mindanao. The probability of this weather disturbance developing into a
tropical depression remains less likely.

In the next 24 hours, the LPA will bring moderate to heavy with at times intense
rains over Bicol Region, Eastern Visayas, and Caraga. Meanwhile, light to
moderate with at times heavy rains will be experienced over the rest of
Visayas, Northern Mindanao, Davao Region, Quezon, Marinduque, and
Romblon. Under these conditions, flooding and rain-induced landslides are possible,
especially in areas that are highly or very highly susceptible to these hazards, as
identified in hazard maps and in areas with significant antecedent rainfall. The
DOST-PAGASA Regional Services Divisions may issue local heavy rainfall warnings,
rainfall/thunderstorm advisories, and other severe weather information specific to
your areas of responsibility as appropriate.

In addition, the DENR-Mines and Geosciences Bureau (MGB) has identified more
than 4,300 barangays that have moderate to very high susceptibility to floods
and rain-induced landslides from 18 to 21 February 2023, (ANNEX A: MGB
Brgy List as of 18 February 2023, 8AM) based on the DOST-PAGASA Rainfall
Data GSM 80mm and WRF 120mm threshold model, as of 02182023, 8AM. Please
take note of the validity of earlier MGB Brgy. lists provided (72-hour forecast) and
that other areas not on the list, but are located in close proximity to or downstream of
the listed areas, may also be affected. Additional lists of areas susceptible to flood
and landslide will be sent immediately by DENR-MGB as soon as the
DOST-PAGASA sends their updated forecast rainfall data.

Based on these recent developments, you are directed to coordinate with your
respective RDRRMCs continuously and to remind all LGUs, especially those in

areas that have experienced extended or prolonged rain events and/or
landslide/flooding within your respective areas of responsibility to ensure that
the critical preparedness actions indicated in the DILG Advisory re “Trough of
LPA” issued last 13 February 2023 are already being undertaken, with further
emphasis on the following;

1. Closely monitor the PAGASA Regional Services Divisions’ local


thunderstorm/rainfall advisories and heavy rainfall warnings, as well as
the general flood advisories and basin flood bulletins that may be issued
by the Hydrometeorology Division and River Basin Flood Forecasting and
Warning Centers, as appropriate;
2. Convene their respective Local DRRMCs and conduct Pre-Disaster Risk
Assessments (PDRA) for floods, flash floods, rain-induced landslides, debris
flow, strong winds, and other hydrometeorological hazards to ascertain the
appropriate preparedness and response actions are undertaken;
3. Vigilantly monitor areas showing signs of landslides, such as tension
cracks, seepages, terracettes, tilting of trees, etc. monitor moderate
slopes with thick soil overburden and areas underlain by old landslide
deposits;
4. CONDUCT PRE-EMPTIVE EVACUATION, if deemed necessary, and avoid
areas affected by repeated flooding and landslides, meandering rivers
with hillsides/riverbank erosion, floodplains with shifting and braiding streams,
coastal areas affected by storm surge, flash flood areas, river deltas with
many distributary channels, etc.;
5. Utilize HazardHunterPH to generate indicative hazard assessment reports on
the user's specified location via https://hazardhunter.georisk.gov.ph; and
6. Cause the fastest and widest dissemination of this Advisory.

All DILG Regional Directors and the BARMM Minister of the Interior and Local
Government are enjoined to cause the widest dissemination of this Advisory within
your respective areas of responsibility.
