Project: Football Pitch for Community
Skycur is a town about 18,000 people and they wish to create a football pitch in the local
park which will be available to the community.




Business Case Link
Reason:
• Shorting of playing fields for youth and local amateur teams who play for fun
• Inhabitants have to travel to neighbouring villages to find a sports field
• Kids are playing football in the town car park which is not safe

• Cost of project will be €68,000

• €22,500 Local groups have collected over the last two years

Additional Information
The Mayor has been is half way through their four year term. He is an active mayor is
backing this project.

The Portfolio Manager has 14 active projects and most of these are to improve existing or
provide new facilities to the town.

The CFO takes her job seriously and has a number of assistants to check that all projects are
value for money. She also takes control of the business case and risk for certain projects

The Planning Manager approves all new buildings and projects for the town. Their
department also includes engineers, architect and one geologist.

The Procurement Manager takes care of dealing with the majority of suppliers which
includes drawing up contracts, getting legal advice and following up on contracts.

The Procurement Assistant assists the Procurement Manager with administration work,
follows up on contracts and reports on completed work.

The Town Services Manager is responsible for the services offered to the public and due the
this, they spend a lot of time with the local groups (e.g. education, sport, housing,
environment, business…)

The Architect Consultant reports to the town planning manager and consults on all town
projects and acts more like an auditor for all private projects.

The Architect reports to the town planning manager and runs a number of projects on
behalf of the portfolio manager.

The Geologists reports to the town planning manager and consults on all town projects and
is an expert on all the land within the town boundaries

The Tender Manager prepare tenders, handles the tender process, reports to the
procurement manager and controls the change budget on a number of projects as they
have experience in deciding on changes and issues.

The Portfolio Support person provides administration support for portfolio projects.

The Women’s club president represents four female football teams that will use the
football pitch or a regular basis playing multiple games.


The Security contractor provides security and lighting installations and has been selected to
install the security fence, security camera and lighting.

The Building contractor provides general construction services and has been selected by the
tender manager to provide level the pitch surface, build dugouts and erect the goals posts.

The Town Lawyer is responsible to represent the town and provides legal advice on all
contracts which are signed by the town.
