peculiar ecology.

In fulfilling thereof, the College of Graduate Studies shall offer advanced studies in Education and other relevant graduate
programs responsive to the needs and demands of the community it serves.

VII. College of Graduate Studies Goals

A. As a Research Department, it intends:


1. To gear its research on the problems, conflicts, and contradictions found in the islands as well as its weaknesses which arrest
and hinder its development;
2. To discover and conserve the rich cultural heritage of Samar Island and develop its natural potentials for economic
development thereby inspire and encourage both its students and other clientele in the community to appreciate and love
their own island as a part of their national heritage;
3. To foster interdisciplinary research in collaboration with all sectors of the community, whether public or private academic non
– research and education in general, thereby strengthening educational programs aimed at the development of the island.
4. To facilitate the development of research – oriented faculty, non – teaching personnel and student of Samar College through
the implementation of the programs and activities of a functional research council; and
5. To maintain closer cooperation with other institution of higher learning particularly, in the island of Samar, in the area of
research and education in general, hereby strengthening educational programs aimed at the development of the island.

B. As a Teaching Department, it aims:


6. To develop among its student’s leadership competencies and skills required by the particular role they play in the society;
7. To develop among its students’ positive attitudes toward research in order to enhance their scientific and creative mental
abilities needed for pursuit of their individual and collective aspirations in the context of their peculiar ecology and
opportunities; and
8. To assist in the implementation of an effective and relevant faculty development program of the school.

C. As a Service Department, it purports:


9. To initiate, facilitate and maintain continuing education for all the members of the school community by holding regular
conferences, seminars, workshops, and the like, in coordination with other institutions in the society, in order to ensure the
achievement of relevant education and academic excellence; and
10. To publish, disseminate, and share its findings to individuals and institutions who share the philosophy, vision, mission and
goals of Samar College.

VIII. Course Description


This course deals with the study of financial planning and control, it emphasizes the importance of the basic concepts of financial
planning and its application to actual Philippine education setting. It also includes selected topics on public finance in order to
understand some policies on raising and disbursing public funds for government operations that are applied in the realization of national
goals and objectives, in which everyone is affected and therefore should be the concern of all. It introduces the importance of financial
and fiscal administration, elements of financial statements, accounting of government funds, income taxation principles and policies. It
gives importance on the schools’ budgeting system so that the student learns in the preparation of school’s budget or other financial
related report.
Specifically, this course contains topics on budgeting approaches and costing of education plans, financing school facilities,
budgeting, accounting and auditing rules and regulation of the Department of Education.

IX Course Learning Outcomes

1. Understand and critique the different theories, concepts and policies of monetary and fiscal policies of the government.
2, Share significant concepts on costing of education plan, financing school facilities, accounting and auditing rules and
regulations of the Department of Education.

3. Learn the several approaches of budgeting and its process in the preparation for the Maintenance and other operating
expenses (MOOE) of the public school.
4. Demonstrate on how to prepare the municipal and barangay budget using the official forms of the government.
5. Write in the BIR form the sample computation of an individual income tax return.
