Message

The writing of these “new normal” procedures provides a working mechanism to


protect the health and safety of all personnel of the Command in this time of great threat
brought about by the Corona Virus (COVID19) pandemic. These procedures will ensure
that the Training and Doctrine Command (TRADOC) can perform its mission “to train
and educate Army forces and integrate doctrine with Army capabilities to strengthen
land warfare competencies” while protecting the conditions of students from being
compromised.

We owe the consolidation of these procedures to the Safety and Risk Officers of
the Command who took time to record the best practices during the Enhanced
Community Quarantine (ECQ) period. This “new normal” procedures is now the
standard of conduct that will be applied in all TRADOC facilities.

ENERAL GUIDELINES
The advent of the Corona Virus (COVID-19) Pandemic in the country has a
great impact to the administration, operations, and training of the Philippine Army. The
presence of the virus resulted to nationwide implementation of enhanced community
quarantine (ECQ) which may go on until such time that a vaccine shall be available. Until
then, the ECQ continue to be an effective measure to prevent the spread of the virus. It
is in this light that the Command needed to adapt and institute measures to adhere to the
national guidelines to fight COVID-19, while at the same time perform its mission to train
and educate Army forces and develop doctrine for the Philippine Army. Generally, the
Command shall implement “new normal” procedures, protocols, systems, and methods
which shall adhere to the following:

a. Limited mobility;
b. Less face-to-face interaction;
c. Maintaining safe distance;
d. Revert to essential activities
e. Efficient use of resources

In view hereof, the Command publishes the procedures, protocols, systems,


and methods that all personnel and students will adhere to as the “new normal” in the
conduct of its operations:

each person must wear and must have in the person’s possession to be

performed by any person during the activity:

I. OUTSIDE CAMP:

A. GENERAL GUIDELINES

1. Exploit the use of teleconferencing to minimize physical contacts.


2. Coordination with the participants will be thru phone calls.
3. Documents like invitations, notices, and hand outs should be sent to the
participants thru emails days before the conference.
4. If physical meeting is necessary, choose a large, less frequented, and
nearest venue to all participants.
5. Check their COVID-19 safety protocol and enhance if necessary.
6. Keep the number of participants and meeting time to the minimum.
7.Bring alcohol/hand sanitizer, disposable face mask, and disposable glove.
8. Prepare the checklist, itinerary, and safety plan.
9. Wash hand if necessary.

B. ON THE DAY OF MEETING

1. Arrive on time.
2. Follow the safety procedure set forth in the venue. If deemed insufficient,
set additional safety precautions.
3. Offer alcohol, disposable face mask, and disposable glove to those whodo
not have any.
4. Always be alert as if the other participants were infected.
5. Stick to the agreed topics to minimize time spent in the venue.
6. Leave the venue the soonest possible time and no side trips.
7. Upon arrival at TRADOC, follow camp’s safety procedures.

II. INSIDE CAMP:

mission accomplishment.

A. GUIDELINES FOR ISOLATION FACILITY:

1. Room/Area Isolation

a. Place the personnel in a well-ventilated room/area,preferably with


toilet and bathroom.
b. No visitors allowed inside the quarantine facility.
c. Confine activities of each personnel in his/her room only. If this is
not possible, ensure that shared spaces are well ventilated (e.g. keep
windows open).

2. Use of Face Mask

a. Personnel should wear authorized face mask while inside the


facility except during sleeping.
b. Face mask (washable) should be washed regularly and disinfected
naturally with sunlight.

3. Hand Hygiene

a. Perform hand hygiene by washing hands with soap and water. If


hands are not visibly soiled, 70% alcohol or any alcohol-based hand rub
can be used.
b. When using soap and water, disposable paper towels to dry hand
is desirable. If not available, use dedicated cloth towels and replace/
wash it regularly.
c. Hand hygiene should also be performed before and after preparing
food, before eating, after using the toilet, and whenever hands
look dirty.

4. Respiratory Hygiene

a. Respiratory hygiene/cough etiquette should be practiced at all


times. Respiratory hygiene refers to the covering of the mouth and
nose when coughing or sneezing with surgical mask, using tissue,
flexed elbow, sleeves of cloths, or inside the neckline of shirts,
followed by hand hygiene.
b. Avoid direct contact with body fluids, particularly oral or respiratory
secretions.
c. Avoid other types of possible exposure to the virus or contaminated
items and immediate environment (e.g. avoid sharing toothbrush,
cigaretes, towels, washcloths, bed linen).

5. Food Handling

a. The assigned mess steward shall serve their plates/meal trays only
up to the room door.
b. After eating, plates/meal trays should be picked up at the room
door by the mess steward using disposable gloves to avoid
contamination. Perform hand hygiene afterwards.
c. Eating utensils and dishes should be cleaned with soap or detergent
and water after use and may be re used instead of being discarded.
d. No sharing of eating utensils, dishes and drinks.

6. Cleaning and Disinfection

a. Quarantined personnel are required to clean and disinfect


frequently touched surfaces such as beside tables, doorknobs,
bedframes, and other bedroom furnature daily with regular
households disinfectant containing a diluted bleach solution.
b. Clean and disinfect bathroom and toilet at least once daily with
regular household disinfectant containing diluted bleach solution.
c. Regularly clean clothes, bedclothes, bath and hand towels, etc.

7. Reporting

Personnel who developed COVID-19 symptoms should be


` immediately reported to TRADOC Medical Dispensary for proper disposition.
If there are no symptoms after fourteen (14) days, Medical Dispensary shall
issue medical certificate that said personnel is cleared from COVID symptoms
and may thereafter return back to their respective units.

GENERAL GUIDELINES:

Storage Area - an open or enclosed space where items or supplies


are stored or kept for a certain period of time.

Supply - item or material, or goods that is being used by individuals


or groups for a particular purpose. This is usually kept in a
safe and secure storage area.

Drop Point (DP) - a designated area wherein supplies are placed


prior to putting it inside the storage area. The place where items are
inspected for its completion and specification. Also, the place where
disinfecting of its boxes or containers is done.

A. GENERAL GUIDELINES:

1. Reschedule the Pre-AGI inspection to post units and take advantage of


the ECQ that will be placed.
2. The IG-Team to follow the health protocols laid down especially on
the prevention of mass gatherings and observance of Social Distancing.
3. Wearing of EPEs and OPEs are a must during the inspection and
exit briefing.

B. PROCEDURES:

1. On D-2 (2 days prior the scheduled Pre-AGI), the Entrance Briefing


presentation of the unit to be inspected will be collected.

2. On D-1 (a day prior the scheduled Pre-AGI), the collected Entrance


Briefing presentation will then be reproduced and distributed to
members of the inspection team as reference for their conduct
of inspection.

3. On D-Day:

a) The TRADOC Inspection Team to skip the usual call to the commander/
director/commandant of the unit to be inspected.
b) The Entrance Briefing of the unit to be inspected will be cancelled.
c) Inspectors from each G-Staff office will individually and directly proceed
to their respective counterparts and conduct the inspection on a one-
on-one scheme.

4. On D+1 (a day after the inspection) the findings of each G-Staff


representative/inspector will be collected and consolidated.

5. On D+2, the consolidated findings will be presented personally


(as an Exit Brief) to the unit commander/director/commandant
again following the prevention of mass gatherings andobservance
of Social Distancing:

a) The head inspector will do the introductions, then one-by-one, each


inspector will enter the briefing hall/venue and present individually his/
her findings.
b) After the first inspector has presented his/her findings, he/she will go
out of the hall and the next inspector will be called to present, and so
on, until all the inspectors can present.
c) After all the inspectors have presented their findings, the head
inspector will present the overall result/rating of the inspection.
d) End of the exit briefing

6. A directive will be sent to the concerned unit/center/school to correct


the findings.

E. PROCEDURES:

1. Person ( Civilian contractors and Workers)

a. Upon entry at the Gate 1 follow ingress/egress procedure.


b. MP will call the attention of concern office/ unit to confirm the entry
of civilian contractors and workers.

c. The concern office/ unit will guide the civilian contractors to their
designated area/ projects but in separate vehicles.

d. Concern unit shall inform HSBn who shall brief the rules, regulations
and camp security at the designated area.
e. Workers to always wear their PPE.

2. Person (Project Administrator PRAD)

a. Upon entry at the Gate 1 follow ingress/egress procedure.


b. MP will call the attention of concern office/ unit to confirm the
entry of project administrator.
c. The concern office/ unit will guide the PRAD to their designated
area/projects in separate vehicles.
d. In the construction area, always wear Hard Hat and EPE.
e. Concern office and PRAD must observe social distancing.

3. Delivery of Materials

a. Upon entry at the Gate 1 follow ingress/egress procedure.


b. MP will call the attention of concern office/ unit to confirm the
delivery of materials.
c. Concern office/ unit will guide the delivery truck to project area.
d. The driver will not disembark at his truck, only the contractors’
workers to unload the construction materials.
e. Once the construction materials are unloaded, concern office/ unit
to guide the delivery truck following exit protocol.
