EXECUTIVE SUMMARY

The COVID-19 pandemic in the Philippines is part of the worldwide pandemic of corona virus disease
2019 caused by acute respiratory syndrome. The first case in the Philippines was identified on January 30, 2020
and its first local transmission on March 7, 2020.Since then, the virus has spread with at least one case being
recorded in the country’s 81 provinces. This pandemic has led to a dramatic loss of human life and presents an
unprecedented challenge to public health, food system, world work and most especially in the educational
system of every country.

“Education cannot wait, Education must continue even in the midst of disasters”, (Sec. Leonor M.
Briones, Department of Education) COVID-19 is more than a disaster and in order to continue the education of
our children, we need to come up and institutionalize school’s Contingency Plan.

Disaster Preparedness in school, through drills and exercises are significant to raise individual’s
awareness and how to protect the lives and properties during and after the disaster, at the same time, it trains
the entire community, where the school is located, and test the various elements of plans in order to evaluate
and improve it if necessary, especially when disaster is caused by unseen enemy like COVID-19, by creating and
establishing a Contingency Plan.

This plan is based on three major programs, under Disaster Risk Reduction Management System
(DRRMS) in accordance to the key thematic areas of RA 10121: Safe Learning Environment, Disaster Risk
Management and DRR in Education.

Contingency Planning projects scenario of natural and human induced hazard and at the same time,
elucidate, provide specific strategies to address capacity gaps and weaknesses in relation to the available
resources, both human and non-human, of the school. It is a long-term plan that must be done through multi-
sectoral representation to ensure effectivity.

I. BACKGROUND

Sitio Sikahoy is one of the sub-areas of Barangay San Jose, Bislig City, North-Eastern part of Mindanao. It
has a total population of 835, wherein 230 are school-aged children (142 are elementary level and 88 are
secondary level). Sikahoy National High School is under Bislig VIII District, geographically located beneath the
mountainous part of Barangay San Jose. It is approximately 7 kilo-meters from the national highway.

The main means of transportation of the school is riding habal-habal motorcycle and/or 4 wheeled
vehicles. Farming and small-scale mining are the main source of livelihood of the learners’ parents.

As to school personnel, there are 9 teaching, 1 non-teaching personnel and 1 school head Sikahoy NHS
composes.

For the past two years since the pandemic started, no Confirmed Covid-19 positive cases were reported
in the Sitio proper. Since the start of the “New Normal” Set-up of class the learners have shifted to modular
distance learning modality. And for the current school year, the senior high has shifted to Digital Offline modality
with the help of the PC tablets that DepEd have provided.

Moreover, this situation affects the decision making, especially in running the school, when school
personnel or learner will be contracted with virus and or presence of LSI, ROFW, PUM and PUI in the barangay.
This Contingency Plan gives the best possible response, prevention/ mitigation and protocols to above-
mentioned situations.

II. PLAN OBJECTIVES

This Contingency Plan focuses on the Response Action when school personnel, learner, parent or
community member is contracted, in closed contact with PUM, PUI, LSI, and ROFW and or with severe symptom/s
of COVID-19 and another deadly virus.

The Plan’s objectives are the following:

1. To promote school community’s protection amidst COVID-19;

2. To prevent panic when one gets contracted with the virus, in closed contact with PUI, PUM, LSI, ROFW and
or with severe COVID-19 symptom/s;

3. To anticipate the impact of possible damages to the school’s basic services;

4. To manage the risk during and after the impact of disaster and;

5. To develop synchronized response strategies and protocols.

The traffic management plan will instruct the learners, stakeholders and school
personnel the flow of walkways from entering and exiting the school premises.

IV. DISASTERS, IMPACT AND VULNERABILITIES

Hazard Profile

COVID-19 and other deadly virus is definitely school’s vulnerability. When classes were suspended last
March 13, 2020 due COVID-19, both teaching staff, learners and parents have limited knowledge on the
appropriate measures/ protocols to be observed if one gets contracted with the virus, in closed contact with PUI,
PUM, LSI, ROFW and or with severe symptom/s of the virus.

The prevention of individual that is considered as school goers, must still follow the minimum health
protocols to avoid the spread of virus. Most of the teachers are living on the high risk area of Bislig City (Mangagoy,
Poblacion and Tabon), so there are possibilities that the teacher may be a carrier of virus. That is why all the
teachers of Sikahoy NHS have taken the Covid-19 vaccines since December 2021 for the safety of the school
and the entire community of Sitio Sikahoy.

V. SCENARIO

COVID-19 Scenario

On September, 2021, 2:00 o’clock in the afternoon, the City Health Office of LGU Bislig informed the head
of Division Health and Nutrition Section that 1 teacher of Sikahoy NHS, who is in closed contact with CONFIRMED
POSITIVE with COVID-19 per RT-PCR (swab test) result. This teacher had a closed contact with the (7) co- teachers
during the module distribution in school on September, 2021. This case poses to the victim at risk of Post-Traumatic
Stress Disorder (PTSD), infecting others and causes panic to all involved during the module distribution

1. Impact on School Basic Services

After the day of the announcement of the case, the entire school is closed, clientele/ stakeholders
could no longer avail school’s basic services.

2. Impact on School Personnel/ Management of the School

The teacher who are in closed contact with the confirmed positive, become PUM. They are worry
about their health and the life of their family causing them to experience anxieties. The learning of the affected
learners will be halted until full recovery, personnel’s services will be limited which will give additional burden to
those who will be reporting and taking over the task that cannot be performed by the affected personnel,
discrimination may be experienced.

3. Impact on the Population

The case causes panic to the entire barangay/sitio. Some of the parents who were present during
the module distribution stay at home for quarantine while others continue doing daily life activities disregarding
minimum health standard and protocols.

VI. CONTINGENCY MEASURES AND STRENGTH

The Contingency Measures of this Plan Application will be illustrated in the tables below.

A. BEFORE DISASTER

When learner or school personnel is identified to be a close contact of confirmed case of COVID-19 or
other deadly virus in closed contact with PUI, PUM, LSI, ROFW and or with severe symptom/s of the disease.

XI. SYSTEM OF ACTIVATION/ DEACTIVATION

This Contingency Plan is activated when the RISK of COVID-19 and OTHER DEADLY VIRUS is present in the
school community and/or teaching personnel/ learner/ parents gets contracted, has closed contact with LSI,
ROFW, PUM, PUI or manifests symptom/s of this disease.

However, this Contingency Plan is automatically deactivated when the school community is FREE from risk
of the said virus, as declared by the proper authority.

XII-1. PROTOCOLS

A. During Printed Modular Distance Learning Modality

a. When a teaching personnel, gets contracted, with severe symptom/s with virus, or has closed-contact
with confirmed positive, LSI, ROFW, PUM, PUI and or person with severe symptom/s in the community.

1. Mandatory 7-14 days home quarantine, and shall wait for further advice by the proper authority.
His/her resumption to duty shall depend on the approval of the School COVID-19 TASK FORCE, upon
the recommendation of the H and N Section or proper authority. The victim shall be under the care
and supervision of City Health Office.

2. If the incident takes place inside the school campus the following shall be mandatorily observed:

2.1 Immediately, upon knowing the case, all school activities shall be suspended and inform
the BDRRMC where the incident takes place.

2.2 All closed- contact are obliged to follow no. 1

2.3 School campus shall be closed and anyone is prohibited to get inside. This must be
coordinated with the BDRRMC for proper lock down of the place, if necessary.

2.4 The resumption of teaching personnel/ re opening of the school/ school activity shall
depend on the approval of the TASK FORCE upon the recommendation of proper authority
and must follow strictly the guideline on the conduct of school decontamination, per DM 149,
s. 2020 dated 21 of May 2020 and other minimum health protocol and standard, guidelines,
order, school protocols, ordinance (City Ordinance 2020-14- Mandatory wearing of FACE
MASK and FACE SHEILD) are strictly complied with. Violation of any of these protocols is a
ground for denial in entering the school premise at all times.

2.5 Anyone who shall manifest any of the signs/symptoms of COVID-19 is obliged to inform
the TASK FORCE. Non-disclosure of one’s health condition is a violation of R.A. 11332.

2.6 After thermal scanning, hand washing/ sanitizing and filling of Health Declaration Form,
only 10 persons are allowed to enter the school premise, except when body temperature is
beyond 37 Degrees Celsius, every 5-10 minutes in all school activities.

3. Any part of this protocol which is in violation of LGU-IATF/Deped Guidelines shall be


cancelled/repealed accordingly, however, it shall not affect the validity and effectivity of the
remaining provisions.

b. When the learner/ parent gets contracted with virus or has exposed/ closed-contact with LSI, ROFW,
PUM, PUI in the community.

1. The victim shall be prohibited to claim/ retrieve the module/ other learning materials from school.
S/he must undergo 7-14 days quarantine or upon the instruction of the proper authority through the

BDRRMC. The distribution/retrieval of his/her modules/learning materials shall be coordinated to the
BDRRMC for the proper and appropriate disposition of the same.

2. If the victim has visited or has claimed/retrieved the module in the school, prior to the knowledge
that s/he has been infected or closed contact with, immediately upon knowing the case, all school
activities shall be suspended and school campus must be closed.

3. Teaching personnel that may in closed contact with, shall be obliged to follow protocol A. a. 1,
2.4 and 2.5 or upon the recommendation of proper authority depending on his/her health status.

4. The re-opening of the school/resumption of duty of the personnel and activities shall be decided
by the TASK FORCE or upon the recommendation of the proper authority, provided that the
guidelines on school decontamination (DM 149, s. 2020 dated 21 May 2020) and other minimum
health standards, school protocols, policy, order, ordinance (City Ordinance 2020-14- Mandatory of
wearing of FACE MASK and FACE SHEILD) are strictly complied with.

5. Any part of this protocol that maybe in violation of LGU-IATF/Deped Guidelines shall be repealed,
cancelled accordingly, however, the remaining provisions are still in effect and enforceable.

B. During Limited Face-to-Face Classes

a. Prior to the opening of the class, all protocols, orders, guidelines must be complied with.

b. Online logging IN/OUT shall be observed by the teaching personnel. While inside the school campus,
hand held radio must be used as a mean of communication to avoid unnecessary F2F contact. However,
if the document needs fresh signature of the employee, s/he must bring/use his/her own ball pen/writing
material to sign such document.

c. Hand washing facility and other health paraphernalia (forehead thermometer, alcohol/sanitizer/soap
water, foot bath must be available at the entrance gate/ class room all the time.

d. Isolation room must be ready all the time. Any learner, who shall manifest COVID-19 symptoms during
classes, must be automatically isolated’ following the procedures, provided that his/her rights must not be
prejudiced. The parent/guardian must be informed immediately.

C. Human Resource Line of Succession

When the head of the school and or his/her assistant or one next after the other, is unable to perform his/her
duty and responsibility due to contraction of COVID-19, and or has closed contact with LSI, ROFW, PUM, PUI, with

a. With COVID – 19 Virus Symptom/s before getting inside the school premises.

PROCEDURES:

1. Upon the arrival of school goers at the entrance gate, thermal scanning, hand washing, sanitizing
shall be mandatorily imposed. If his/her body temperature is beyond 37° C, he/she must be placed in the
screening/monitoring area located adjacent of the guard post.

2. While in the screening/monitoring area, the clinic teacher must elicit vital information (follow
procedures in filling out the HDF) about his/her health status.

3. The case must be coordinated with the barangay COVID – 19 Task Force. If body temperature
remains 37° C or even higher and or has manifested other COVID – 19 symptoms the parent/guardian of
learner, must be informed immediately.

4. They (learner/parent) shall be advised to go home/hospital or depending upon the assessment of
the task force, using barangay vehicle. However, teachers and other non-school goers who shall manifest
the same, shall be advised to go home and take appropriate measures.

b. Has manifested COVID – 19 Virus Symptom/s while classes are ongoing or the learner has incurred minor injury
inside the school premise.

PROCEDURES:

1. During classes hour, if the learner has manifested COVID – 19 symptom/s, s/he shall be then placed in the
isolation area. The class adviser must inform the clinic teacher/ COVID – 19 task force for proper disposition of the
case.

2. While the clinic teacher is assessing the learner in the isolation area, the SDRRM Coordinator shall inform the
barangay COVID – 19 task force for the provision of service vehicle needed and notification of the learner’s
parent/ guardian.

3. The parent/ guardian shall wait at the exit point/ gate to bring his/her child to the service vehicle that would
ferry them back home or to the hospital.

4. If the teacher manifested the same while classes on going, s/he shall then dismiss the learners. S/he shall take
appropriate measure/action (go home/hospital. including proper information to his/her learner for the next day
classes.)

5. If the learner has incurred minor injury for whatever reason, s/he shall be then brought to the clinic for treatment.
After which, s/he shall be back to the classroom.
