1 Scope

The 2018 Saudi Fire Code (SBC-801) of the National Committee of Saudi
Building Code (NCSBC) in its entirety, with all references, amendments, errata,
and supplements thereto, shall constitute the Saudi Aramco Fire Code (SAFC),
except as modified by this standard. The provisions of the SAFC, hereinafter
referred to as “this Code,” shall apply to the design, construction, alteration,
moving, demolition, repair, and use of Saudi Aramco (SA) buildings and
facilities, except as superseded by B-Series standard for operating plants.
Operational processes and activities addressed in this Code shall also comply
with other company procedure and general instruction requirements.

For buildings where the application of SAES-B-801 or SAES-M-100 is


referenced by any B-Series standards and where a conflict occurs between
applicable B Series standards and SAES-B-801 or SAES-M-100, the B-Series
standards shall apply.
Note:

Most B-Series standards will be reserved for industrial plants as contained in the scoping
sections of those standards. However, some B-Series standards may apply to certain portions
of non-plant facilities, such as but not limited to, confined space areas (SAES-B-008), electrical
area classifications (SAES-B-068) eyewash and shower stations (SAES-B-069) and others.

SA buildings include buildings within SA facilities (onshore, offshore and


coastal), on SA capital project sites, and at locations covered under a SA Land
Use Permit, including newly installed, relocated or renovated buildings at
contractor camps/parks.
Note:

Additional requirements can be found for specific building types in applicable Mandatory Saudi
Aramco Engineering Requirements (MSAERs) that include, but are not limited to: SAES-M-009
and SAES-B-014 for blast resistant buildings, SAES-B-009 for offshore facilities, SAES-P-119
for substations, 12-SAMSS-014 for pre-engineered metal buildings, SAES-B-055 for plant
layouts, SAES-P-103 for battery rooms, and SAES-R-004 for architectural finishes.

2 Conflicts and Deviations

Any conflicts between this standard and any other applicable Mandatory Saudi
Aramco Engineering Requirements (MSAERs), shall be addressed to EK&RD
Coordinator.

Any deviation from the requirements herein shall follow internal company
procedure SAEP-302.

5 Modifications to Saudi Fire Code (SBC-801)

The following part, chapter and section numbers refer to the Saudi Fire Code
(SBC-801) (First Printing, 2018), which is part of this SAES. The text of each
paragraph below is an addition, modification, exception or deletion as noted.

5.1 CHAPTER 1 - ADMINISTRATION

Sec. 101.1 Title

(Modification) Modify this section to read: “These regulations


shall be known as the Saudi Aramco Fire Code,” hereinafter
referred to as “this Code.”

Sec. 101.2.1 Appendices

(Modification) Delete this section in its entirety and substitute:

Sec. 104.2 Applications and Permits

(Modification) Delete this section and substiutue the following


text. “The fire code official is authorized to receive
applications and review construction documents for
construction regulated by this Code, require permits for
operations regulated by this Code, inspect the premises and
enforce compliance with the provisions of this Code. Permits
shall comply with Section 105.1 of this Code.”

Sec. 104.3.1 Warrant

(Deletion) Delete in its entirety.

Sec. 104.8 Modifications

(Modification) Delete in its entirety and substitute the


following:

Procedures for waiving requirements of this Code shall be in


accordance with the provisions of SAEP-302.
Note:

Greater consideration for approval of a waiver is possible for proposed


alternatives that establish engineering equivalencies according to Section
104.9 of the SBC-801, that meet the intent and purpose of this Code, and
the proposed alternative does not lessen any life or fire safety
requirements.

Sec. 105.1 General

(Modification) Add the following sentence to the beginning of


this section. “The permit process shall comply with all the
requirements of Section 105, SAEP-303 and GI-0002.100.
All required operational permits (as set forth in Section 105.6)
in the SBC-801 usually occur in the second (“1.2”) sub-
section in specific chapters. Work permits required by GI-
0002.100 (Work Permit System) for potentially hazardous
activities shall be issued according to GI-0002.100.”

Sec. 106.1 Inspection Authority

(Modification) Delete entire paragraph and substitute the


following paragraphs: The following organizations shall
inspect and follow up on necessary corrective actions for
work during project construction:

• Inspection Department for projects under Project


Management control through the SAEP-1150, RFI
process.

• Community Services Projects and Technical Support


for projects under their control

Any non-compliant conditions that are not corrected shall be


reported to the ALPD project representative.

Periodic inspections of existing buildings and facilities shall


comply with GI-0006.011 for Quarterly Safety Inspections.
Building owner management shall enforce the
implementation of this Code for existing buildings and report
non-compliant conditions to their ALPD office representative.
Any fire protection, alarm or firewater non-compliance issues
shall be reported to the Fire Protection Department according
to GI-1781.001.

General inspections shall be made as required to ascertain


compliance with this Code, and shall include, but not be
limited to, specific inspections listed in this Code. The
responsible project agency shall advise in writing the
Inspection Department or their duly designated
representatives of any required inspection. Request for
Inspection (RFI) should be prepared and submitted to the

Sec. 108 Board of Appeals

Sec. 110.1 General

new construction) or the Proponent (for existing construction),
and ALPD a full and detailed report of such inspection and
such unsafe condition.”

Sec. 110.2 Evacuation

(Modification) Delete this section in its entirety and substitute


“When an unsafe condition is revealed by an inspection
revealing an imminent danger to building occupants, ALPD
can request an immediate evacuation of the building by the

5.2 CHAPTER 2 - DEFINITIONS

Sec. 202 General Definitions

(Modification) Definitions contained in other Saudi Building


Codes shall also be valid for the SBC-801. The following
definitions (in capital letters) shall be modified as follows.

(Modification) APPROVED. “Acceptable to the Building


Official, who will render the final interpretation based on
SAES-B-801 requirements. The Proponent is to render the
final approval based on the interpretation provided by the
Building Official.”

(Addition) Wherever the term “BUILDING OFFICIAL”, “FIRE


CODE OFFICIAL” or “FIRE CHIEF” is used in this Code, it
shall mean the following:

The CFPE for the administration and interpretation of


requirements of this Code. Duly authorized representatives
may administer and interpret requirements of this Code as
described in Section 104.1.

Inspection Department and Project Agency for the


enforcement of this Code for new construction as outlined by
GI-0400.001.

The term FIRE CHIEF (or OFFICER) is permitted to be used


with reference to SA FrPD personnel in Sections 104.11,
508.1.1, 605.11.1.2.5, 907.6.6.1, 909.15, 912.2, 912.4,

3209.4, 3308.2 and 5706.6.2.1 of the SBC-801.

(Addition) “CANOPY. An open-sided, overhead roof structure


without walls for providing shade and weather protection from
sun rain and other elements. See the definition for
WEATHER SHELTER.”

(Modification) Add the following requirements to the definition


for COMBUSTIBLE LIQUID. A Combustible Liquid stored or
used at any temperature within 8°C (15°F) above its
flashpoint shall be considered to be a Flammable Liquid. A
Combustible Liquid stored or used outdoors that has a
flashpoint equal to or less than 54°C (130°F) shall be
considered a Flammable Liquid Facilities covered in the
scope of B-Series standards shall follow the Combustible
Liquid definition in SAES-B-008.”

(Addition) The term “FIRE FLOW” is defined as the required


flow rate of a water supply. The minimum residual pressure
shall be 20 pounds per square inch (psi) (or 138 kPa) at the
required fire flow according to the requirements in Appendix
B of the SBC-801.

(Addition) The term “FIRE SEPARATION DISTANCE (FSD)”


is defined as the distance measured from the face of a
building exterior wall to an imaginary point between two
buildings or the center of the street in front of the building.
This distance is measured perpendicular to the face of the
exterior wall. The FSD is important to limit the spread of fire
from one building to the adjacent buildings.

(Addition) The term “FIRE WATER SYSTEM” is defined as a


water utility system which provides the site water supply for
fire hydrants and other fire suppression system connections
to the water utility system. In terms of residential and support
facilities this will typically be a combination system serving
more than one water utility need, such as but limited to,
potable, irrigation, hydrant and fire suppression system
demands. SAES-S-040 and the SBC-801, Appendix B
provide calculation methods to determine system demands.

(Modification) Add the following requirements to the definition


for FLAMMABLE LIQUID. Facilities covered in the scope of
B-Series standards shall follow the Flammable Liquid

(Modification) “LISTED. “Equipment, materials, products or


services included in a list published by an internationally
recognized independent, third-party testing organization
reviewed by the Code Official and concerned with evaluation
of products or services produced by other companies, that
maintains periodic inspection of production of listed
equipment or materials or periodic evaluation of services and
whose listing states either that the equipment, material,
product or services meets identified standards or has been
independently tested and found suitable for a specific
purpose. A CE label, which is not validated by an
independent, third-party testing organization shall not be
considered a listed or labeled product within the scope of this
Code.

(Addition) Add the following definition for PRIVATE FIRE


SERVICE MAINS. “A private fire service main is the water
distribution utility piping and other devices for company
communities, residential and support facilities and Managed
Residential Parks or Scattered Contractor Camps as defined
in GI-0298.010.”

(Addition) The term “PROJECT MANAGEMENT


CONSTRUCTION CAMP (PMCCs)” is defined as a
designated area located on either private or Saudi Aramco
controlled land used for business use or residential
accommodation of contractor personnel working for Saudi
Aramco projects (PMCCs, see GI-0298.010). This does not
apply to Saudi Aramco residential camps or contractor
residential parks administered by or under the direction of
Community Services (CRPs and MRPs, see GI-0298.010).

(Addition) Add the following definition for REMOTE AREA


and SITES. “Remote areas and sites”. A location that is not
within or that serves the communities of Dhahran, Abqaiq,
Udhailiyah, Ras Tanura, Tanajib, Khurais, Haradh, Hawtah,
Shaybah, Saudi Aramco plant facilities, Contractor and
Managed Residential Parks or Scattered Contractor Camps
as defined in GI-0298.010 (05/03/2017 version), and
municipal (non-company) communities within the Kingdom.”

Project Management Construction Camps (PMCCs), drilling and workover


camps and pipeline facilities are considered to be Remote Areas and
Sites.

(Addition) “WEATHER SHELTER. A building structure


permanently open to the exterior on at least one side
providing weather protection. Small enclosed spaces within
the weather shelter are permitted only for spaces used for
protection of mechanical and electrical equipment. See the
definition for Canopy.”

5.3 CHAPTER 3 – GENERAL REQUIREMENTS

Sec. 312.2 Posts (for vehicle impact protection)

(Modification) Add the following text at the end of this section.


”Fire hydrants, other fire protection equipment, compressed
gas or flammable/combustible liquid storage containers, and
gas utility piping or electrical equipment that are subject to
vehicle impact shall be protected by guard posts.”

Sec. 319 Mobile Food Preparation Vehicles

(Addition) Add the following text. “Section 319 from the 2018
IFC shall apply to mobile food preparation vehicles.”

5.4 CHAPTER 4 – EMERGENCY PLANNING AND PREPAREDNESS

apparatus access road features or traffic calming (slowing)
road alterations shall be 14 percent (7.97 degrees). The
maximum total change in elevation shall be less than 450 mm
(1.5 feet) for every 16.8 meters (55 feet). Road swales and
rises with an area between different slopes that is less than
the length of fire apparatus shall be designed to permit
adequate ground clearance for fire apparatus. See Appendix
D, Fire Apparatus Access Roads, Section 103.2 of the SBC-
801.”

Section 503.4.1 Traffic calming devices

(Modification) Add the following text to the end of this section.


“All traffic calming devices for slowing traffic speed shall be
engineered according to the requirements of Section 503.2.8
and Appendix D of the SBC-801, and other civil engineering
traffic requirements to minimize sudden vertical deflection
and steepness effects. The use of speed bumps or other
devices not meeting these criteria is prohibited.”

Section 503.5 Required gates or barricades

Section 507.2 Type of water supply

(Modification) Add the following text to the end of this section.


“Fire water system for residential and other non-plant, support
services buildings shall meet the Appendix B requirements of
the SBC-801 for flow rate, minimum residual pressure and
duration. Residential and support buildings are permitted to
use combined fire water and utility water distribution systems
that comply with SAES-B-801, SAES-S-040 and NFPA 24.”

(Modification) Add the following three exceptions to the end of


this section for the required flow rate, minimum residual
pressure and duration from Appendix B of the SBC-801.

“Exceptions 1, 2 and 3 below may be applied to a site


individually or in combination with each other”

(Exception 1) The SBC-801, Table B105.1 minimum fire-flow


and flow duration requirements for all sites with any building
having non-combustible (Type I or II), buildings with Group A,
B, R and U occupancies, having an individual building total
floor area not exceeding 350 m2 (3,767 ft2) and a building-to-
building separation distance of at least 6.1 meters (20 feet)
shall be reduced to 3,785.4 L/min (1,000 gpm) for one hour.
Fire-flow and flow duration for sites with buildings in excess of
350 m² (3,767 ft2) shall not be less than that specified in
SBC-801, Table B105.1. This exception may be applied to
the aggregate area of a group of smaller buildings to meet the
total area limitation for the exception, without meeting the
building-to-building separation requirement for the individual
group of smaller buildings.

(Exception 2) Remote sites with non-combustible, (Type I or


II), one or two story buildings with Group B, F, M, S, U, R-2
for bachelor company or contractor employee housing and
Group A with a calculated occupant load of less than 300
people occupancies having an individual building total floor
area not exceeding 1,200 m² (12,900 ft2) shall be permitted
to omit a fire water system if the buildings have a NFPA 13

fire sprinkler system with a 60 minute water supply, manual


and automatic NFPA 72 fire alarm system and have a
building-to-building separation distance of at least 6.1 meters
(20 feet). This exception may be applied to the aggregate
area of a group of smaller buildings to meet the total area
limitation for the exception, without meeting the building-to-
building separation requirement for the individual group of
smaller buildings.

(Exception 3) Remote sites with non-combustible, Type I or II,


single-story, Group B, F, S and U buildings shall be permitted
to omit a fire water system if all individual buildings on the site
are less than 250 m2 (2,691 ft2) of total floor area and have a
building-to-building separation distance of at least 18.3
meters (60 feet) from all buildings on the site and buildings
adjacent to the site. This exception is permitted for Group R-
2 camp accommodation buildings that are less than 100 m2
(1,076 ft2) of total floor area for Company and contractor
employees that comply with SAES-M-100 fire sprinkler
requirements or SAES-B-801, Section 903.2.8. This
exception may be applied to the aggregate area of a group of
smaller buildings to meet the total area limitation for the
exception, without meeting the building-to-building separation
requirement for the individual group of smaller buildings.”
Note:

The three 507.2 exceptions allow for a significant reduction for fire flow for
buildings with a reduced size meeting all the conditions of the exception.
These reduction methods account for unique conditions in remote and
other locations. See Table B103.3 for fire flow requirements for Project
Management Construction Camps (PMCCs) as defined in GI-0298.010.

Section 507.2.1 Private fire service mains

(Modification) Add the following text to the end of this


section. “Water utility systems used to provide fire water shall
comply with NFPA 24 unless further modified by SAES-B-
801. Looped or gridded water mains shall be used with
sectional control valves provided such that no more than four
fire hydrants are supplied by common piping between
sectional valves. Dead-end water lines serving fire hydrants
shall not be greater than 20.7 meters (68 feet). The minimum
distribution line size serving the fire flow demand for fire
hydrants or other building fire protection systems shall be 203

mm (8 inches). The minimum lateral line size serving an


individual hydrant shall be 152 mm (6 inches) and limited to a
maximum of 6.1 meters (20 feet) in length. Connections to
water-based, fire protection systems shall be based on the
engineered hydraulic demand of the systems. All water
supply systems used for fire water or fire protection systems
shall be hydraulically calculated with results for volume flow
rates and velocities, and residual pressures at each system
node and the most remote hydrant locations. The minimum
residual pressure at all points in the system for fire hydrants
is 138 kPa (20 psig).

Section 507.2.2 Water tanks

(Modification) Add the following text to the end of this section.


“Fire water storage shall be provided by at least two storage
tanks, with each tank having a minimum capacity of 50
percent of the required total fire water volume. Fire water
storage tanks shall meet 32-SAMSS-005 and NFPA 22. The
lining and internals of tanks shall be compatible with all types
of water anticipated as being a source of fire water. A fire
water tank low level alarm shall be installed with monitoring
and annunciation at a constantly attended utilities personnel
location. All utility piping connections to a water storage tank,
other than suction lines to the fire water and jockey pumps,
shall be located at a point above the level required to contain
the minimum fire water volume required by Appendix B of the
SBC-801.”

Section 507.2.3 Fire Flow

(Addition) Add the following text for this section. “Fire flow
water supply capacity of the required system pressure shall
be provided by a reliable means at all times. Reliability is
achieved by one of the following methods.

System pressure provided by gravity means shall be


considered as meeting this requirement, if hydraulically
proven to meet SBC-801, Appendix B requirements at the
lowest water level in the storage tanks.

System pressure provided by mechanical pumps shall require


at least two duty pumps for the calculated fire flow, with a
limitation of an individual pump not providing more the 50

percent of the require fire flow. At least one additional


standby pump is required with a total standby capacity that is
equal to 50 percent of the required fire flow. Pumps can be
diesel-driven or electric-driven. All electrical pumps required
for fire flow shall be connected to an emergency power
supply as defined in Section 604 of the SBC-801 and P
Series standards. Emergency power duration shall be
determined from Appendix B of the SBC-801. Water utility
system pumps used for providing fire flow shall comply with
SAES-G-005 and shall be continuously monitored by the
water utility provider as required for fire pumps alarms and
signals in Section 907.6.6 and NFPA-20.

Fire flow demand shall be hydraulically calculated as required


by Appendix B of the SBC-801.”

Section 507.5 Fire hydrant systems

(Modification) Add the following text to the end of this section.


“Fire hydrants shall be spaced a maximum of 90 meters (300
feet) from each other along fire apparatus access roads and
public streets providing required access to buildings in
accordance with Section 503 and the following requirements.

1. Hydrants shall comply with 21-SAMSS-015.

2. The center of the large (“Storz”) hose connection shall


be not less than 457 mm (18 inches) and not more than
610 mm (24 inches) above final grade, working surface
adjacent to the hydrant.

3. Working surfaces around hydrants shall level and not be


more than 200 mm (8 inches) above or below road
grade of the fire access road.

4. The hydrant base inlet diameter shall be (153 mm) 6-


inches in diameter with an approved flat face ANSI
flange. The connection from the hydrant to the main
shall not be less than 153 mm (6 inch). An isolation
control valve shall be installed in each hydrant
connection within 6.1 meters (20 feet) of the hydrant.

5. Above grade piping connecting to the base of the


hydrant to the underground water main shall be

be a nonmetallic material.

6. Thrust blocking for fire hydrant risers shall be provided


according to both NFPA 24 and SAES-S-070
requirements.

7. Hydrants shall be numbered and clearly stenciled on the


riser to meet NFPA 291. The numbering system shall be
coordinated with the Fire Protection Department.

8. Street curbs or parking lot surfaces within 1.5 meters (5


feet) on all sides of fire hydrants shall be marked with
red paint with white letters stating NO PARKING - FIRE
HYDRANT.

9. Blue road “Cat’s Eye” retroreflective safety devices


(raised reflective pavement markers) shall be placed in
front of and perpendicular to the center of the hydrant
location. Refer to Appendix-C for more details.

Section 507.5.1.1 Hydrant for standpipe systems

(Modification) Expand the reference to “standpipe systems” in


the title to this section to include, “sprinkler, foam, water mist,
water spray and standpipe systems”.

Expand the scope of this section by replacing the text in this


section and exception, with the following text. “Buildings
equipped with a fire sprinkler, foam, water mist, water spray
or standpipe systems addressed in SBC-801, Sections 903,

This section requires the services of a licensed Fire Protection Engineer


who is approved by the Qualificatons Review Committee formed by the
Chief Fire Prevention Engineer, Loss Prevention Technical Services
Department, Fire Prevention/Project Support Division. Proposed
individuals shall be licensed as a fire protection engineer with a minimum
bachelor engineering degree and at least five years of work experience
and and continuing education for the fire protection, suppression, alarm
and smoke control systems, or water utility systems being submitted.

Sec. 901.2.3 Fire protection shop drawings

(Addition) Add the following section. “Shop drawings


submittals to the ALPD and FrPD for fire protection and alarm
systems shall be complete and in accordance with Section

conform as shop drawings. Shop drawings shall be reviewed
by the ALPD and FrPD prior to installation.”

Sec. 901.2.4 (Addition) Approved locations of fire protection and alarm


equipment

The field locations on plans for designed and installed key


components of new and renovated fire protection and alarm
systems shall be reviewed and finalized by the Fire Protection
Department. Key components include, but are not limited to
main fire sprinkler and standpipe riser rooms, fire pump
rooms, suppression system control valves, fire department
connections, fire command centers, fire alarm and smoke
control panels, annunciator panels, graphic maps, releasing
panels for fire suppression systems and emergency access
key boxes.

Sec. 901.4 Installation

water-based fire suppression system to an existing water
utility system is used, the suppression system designs shall
be based on a suppression system demand calculated
according to the appropriate NFPA standard and based on
results from two fire hydrant flow tests performed by the Fire
Protection Department according to NFPA 291 at different
times and conducted no more than 12 months prior to plan
submittal for review. The measured static and residual
pressures obtained from the hydrant flow tests shall be
reduced (de-rated) by ten percent and used for the design of
the suppression system. The hydraulic calculations of the
suppression system demand shall extend to the effective
point of the water supply where the hydraulic data of the
water supply are known. No other standard requirements or
engineering judgements shall be permitted or required to be
used for design or installation of the suppression system or
connection to the water utility system.”

Sec. 903.1 General

(Additions) The following additional requirements for sprinkler


systems shall apply:

All new and replacement system components shall be UL


listed and/or FM Approved, or listed to an equivalent standard
that is established by a review and resolved comments

7. Details of ceiling height and construction.

8. Height of all storage exceeding 3.66 meters with


complete details of the storage arrangement and
commodity classes.

9. Fire sprinkler types and locations, with distances


between fire sprinklers.

around the perimeter of the prayer area, and shall be
located such that travel distance from all points in the
prayer area are within 30.5 meters (100 feet) or less
from an exit and shall meet the additional means of
egress requirements of Section 3103.12 of this Code.

combustible, Type I or II construction.

Sec. 903.2.3 Group E

Sec. 903.2.4 Group F-1

“Detached substation buildings that are designed exclusively
to house electrical equipment for power distribution or
switching and are not part of other buildings shall be
exempted from having automatic sprinkler systems, but the
switchgear rooms and cable vaults shall be provided with
additional doors as detailed in Section 903.2.11.1(1) or (2).
In substation buildings, switchgear rooms and motor control
centers shall have two fire blankets and one basket-type
stretcher.”

(Addition) Add the following as an Exception (2). “An


automatic sprinkler system is not required for Canopies (as
defined in Chapter 2) used for shading Group F-1
occupancies, when the least horizontal dimension of the
canopy or weather shelter is 9.1 meters (30 feet) or less, the
building is entirely open along its longest side, all points
within the building are within 9.1 meters (30 feet) of the
building opening and fire apparatus access road and hydrants
are provided along the open longest side in accordance with
the SBC-801, Chapter 5.”

Sec. 903.2.5.1 Group H (General)

Sec. 903.2.6 Group I

(Addition) Add the text to this section, “An automatic sprinkler


system shall be provided throughout existing Group I-2 fire
areas according to Section 1103.5. The sprinkler system
shall be provided throughout the floor where the Group I-2
occupancy is located, and all floors between the Group I-2
occupancy and the level of exit discharge.”

Sec. 903.2.8 Group R

(Addition) Add the exception to this section.

“Exception: For Group R occupancies supporting


construction activities, that has no potential of housing
dependents, children, or people with an impaired ability for
self-evacuation an approved automatic sprinkler system shall
not be required if all the following conditions are met:

1. Every sleeping room has a side-hinged, swing-type


egress door opening directly to the outside of the building
at finished ground level or a second-floor exterior balcony
with two means of egress stairs.

2. Egress doors swing outward to the exterior of the building


or an exterior egress balcony, with access to the public
way.

3. Buildings are built with Type I or II, non-combustible


construction and limited to a maximum total floor area of
548 m2 (5,900 ft2).

• Smoke detectors are UL 268 listed, connected to a


monitoring panel and have sounder bases or UL 464
listed, audible horns for notification.

• Alarm, supervisory and trouble signals are received by


an on-site master fire alarm control panel and are
monitored at all times by on-site, qualified safety
personnel capable of and responsible for responding
to and mitigating a fire emergency and system faults or
failures.”

Sec. 903.2.9 Group S-1

(Modification) Add the following Exception.

Exception: “An automatic sprinkler system is not required for


Canopies (as defined in Chapter 2) used for shading Group
S-1 occupancies, when the least horizontal dimension of the
canopy or weather shelter is 9.1 meters (30 feet) or less, the
building is entirely open along its longest side, all points
within the building are within 9.1 meters (30 feet) of the
building opening and fire apparatus access road and hydrants
are provided along the open longest side in accordance with
the SBC-801, Chapter 5.”

Sec. 903.2.11 Special Building Areas and Hazards

(Addition) Add the following exception. “Exception: For Air


Insulated and Gas Insulated Switchgear Substations used for
power distribution and switching with additional doors for
switchgear rooms and cable vaults according to Section

Sec. 903.3.1.1.1 NFPA 13 sprinkler systems

(Modification) Add this text and the end of the section for fire
sprinkler omission in addition rooms or areas.

7. Fire sprinklers are not required at the top of elevator


hoistways when passenger elevator cars are non-
combustible or limited combustible and the interior car
materials meet the requirements of ASME A17.1 (flame
spread index of 75 or less and a smoke-developed index
of 450 or less, according to ASTM E84).

8. Fire sprinklers are not required in elevator machine


rooms, elevator machinery spaces, control spaces or
hoistways of traction elevators where all five conditions of
Section 8.15.5.3 of the 2016 NFPA 13 are met.

Sec. 903.3.1.1.3 Telecommunication Rooms and Equipment Areas (New


Addition to SBC-801)

(Addition) Add the following text. “If fire sprinkler systems are
required by SAES-M-100 or SAES-B-801, rooms and areas
with telecommunication equipment shall have fire sprinkler
protection. Quick-response, sidewall sprinklers with piping
outside these rooms shall be used for wet-pipe sprinkler
systems, whenever permitted by NFPA 13 and the listing
requirements for the sprinklers. The use of dry-barrel
sprinklers is optional. The use of double-interlock, pre-action
or water mist systems is required for larger, complex areas.”

Sec.903.3.1.1.4 Sprinkler-Protected Glazing (New Addition to SBC-801)

(Addition) Add the following section. “Where sprinklers are


optionally used in combination with glazing as an alternative
to a required fire-rated wall or window assembly, the sprinkler

1. Compliance with an International Code Council Evaluation


Service (ICC-ES) Evaluation Report (ESR), under Division
21 00 00-Fire Suppression, and Section 21 13 13-Wet-
Pipe Sprinkler Systems.

2. Sprinklers shall be listed as specific application window


sprinklers and comply with all manufacturer listing
requirements.

3. Sprinklers shall be supplied by a wet-pipe system.

4. Glazing shall be heat-strengthened, tempered, or glass


ceramic and shall be fixed.

5. Where the assembly is required to be protected from both


sides, sprinklers shall be installed on both sides of the
glazing.

6. The use of sprinkler-protected glazing shall be limited to


non-load-bearing walls.

7. The glazed assembly shall not have any horizontal


members that would interfere with uniform distribution of
water over the surface of the glazing, and there shall be
no obstructions between sprinklers and glazing that would
obstruct water distribution.

8. The water supply duration for the design area that


includes the window sprinklers shall not be less than the
required rating of the assembly.

Sec. 903.3.2 Quick-Response and Residential Sprinklers

(Addition) Add this text to the end of Item 1. “UL 1626 listed
residential sprinklers shall be used in all Group I-2 care
recipient sleeping units. All sprinklers installed in these NFPA
13 defined compartments shall be UL 1626 listed residential
sprinklers. Other light-hazard building areas not defined
above shall have quick-response listed sprinklers installed.”

(Addition) Add this text to the end of Item 3. “UL 1626 listed
residential sprinklers shall be used throughout all Group I-1
and Group R dwelling units and sleeping units and their

Sec. 903.4 Sprinkler system supervision and alarms

Sec. 903.4.1 Monitoring

(Modification) Add this text to the end of the section,

Sec. 903.4.2 Alarms

Sec. 903.5 Testing and Maintenance

Sec. 904.9 Halon systems

section. “Existing halon systems shall comply with the
recommendations of SAER-6119.”

Sec. 905.2 Installation standard

(Modification) Replace the first sentence of this section with


the following text. “Standpipe systems shall be installed in
accordance with this section, SAES-S-050 and NFPA 14, and

Sec. 905.3 Required installations

permitted to be designed and constructed.”

Sec. 905.3.1 Height

standpipe demand is capable of being manually provided by
firefighters according to the NFPA 14 (2019), Section 7.8.1
requirements of 690 kPa (100 psi) for the most remote 65 mm
(2-1/2 inch) hose connection outlet. This calculation shall be
based on fire department apparatus providing the required
standpipe flow rate at a maximum pressure of 1,207 kPa (175
psi) at any required fire department connection serving the
building standpipe or combination sprinkler/standpipe system.
Pressure within the sprinkler and/or standpipe or combination
sprinkler/standpipe systems shall not exceed 1,207 kPa (175
psi) anywhere in the building”
Note:

The intent of Exception 6 is to lessen the need for pressure reducing


valves and fire pumps in buildings to meet standpipe demand and rely of
Fire Protection Department trucks to provide the required manual Class I
standpipe, topmost outlet minimum pressure (690 kPa or 100 psi) and
flow rate. This will make the systems less expensive and overcome
potential reliability issues with pressure reducing valves and fire pumps,
where possible. The 2019 NFPA 14, Sections 5.4.1 and 7.7.3 limits this
exception to buildings not classified as high-rise buildings, but Exception 6
will allow the exception if supported by acceptable hydraulic calculations.

Sec. 905.3.9 Laboratory Buildings (New Addition to SBC-801)

(Addition) Add the following new section, “Standpipe systems


shall be installed where and as required by NFPA 45 for
laboratory buildings.”

Sec. 906.2 General Requirements

New. 912.1.1 Fire Department Connection

connection shall normally be provided on a building when
required by NFPA standards, unless otherwise required by
FrPD. When more than one fire department connection
(FDC) exists on a building, all FDCs shall be interconnected
by 152 mm (6-inch) piping to allow all building water-based,
suppression systems to be supplied from any one FDC. An
outside, weather-proof, electrically operated, combination
horn/strobe device connected to activate by suppression
system water flow switches during water flow conditions shall

UL 464 and UL 1638 (or UL 1971) listed. The use of

(3) Contractor Camps shall be located more than 500 meters from pipelines,
highways, plants and well sites unless Building Risk Assessment, Quantitative
Risk Assessment or zoning maps requires more space.

(4) Any construction camp that is located more than 30 kilometers distance
away from any firefighting brigade shall have a dedicated trained firefighting
team.

(5) The fire-flow requirements can be reduced by 250 gpm if the contractor
camp does not have any residential buildings.

(6) The maximum building area for this table is 2000 m2. Buildings exceeding
2000 m2 in area shall follow SBC-801-Appendix-B

(7) The minimum separation distance between buildings or a building and an


ignition source (e.g. transformers, fuel tanks and generators) is 6 meter.

(8) The fire-flow requirements can be reduced to 500 gpm for 60 minutes if a
NFPA 13 or 13R fire sprinkler system is provided. The reduction of 250 gpm in
item (5) can be applied accumulatively.

(9) The minimum residual pressure at all points in the system is 20 psig (138
kPa).

Sec. D102.1 Access and loading

(Modification) Delete this section and replace it with the


following text. “Facilities, buildings or portions of buildings
hereafter constructed shall be accessible to fire department
appartus (trucks) by way of an approved fire apparatus
access road with an asphalt, concrete or other approved
driving surface capable of supporting the imposed load of fire
apparatus weighing at least 60,000 kilograms (130,000
pounds). The road surface shall be capable of supporting fire
apparatus outriggers at a point load of 358 kPA (52 psi).”
