Dear Manlius Town Board and Supervisor:
The Confidentiality of this ‘Resignation Agreement’ Must be waived. Public has right to know why
town board or other political influence resulted in abrupt Resignation of Chief Michael Crowell.

Reportedly Chief of Police was under some type of ‘ investigation’ since December 15, 2022. Then
suddenly, March 16, 2023 Town of Manlius Board convenes an Emergency Executive Session and
voted on $147,000 Settlement. Town of Manlius posted this March 15, 2023 Not 48 hours prior to
Executive session. Which I understand is the time required.

Payout to Chief of police under veil of secrecy appears more like Hush Money than legitimate
‘Settlement’. Confidentiality clause prohibiting Talking to the press or anyone except his family and
legal counsel. Such Non Disclosure by Police Chief or Manlius Officials  Causes Justified Suspicion.

Last night performed a ‘Google Search’. Very few instances with payouts. Found State of Michigan
Gov. Gretchen Whitmer confidential settlement resignation agreement with HHS Director Robert
Gordan. Payout of $155,000 was construed as Hush Money. Secrecy caused Bipartisan Outrage.
Significant press coverage on Secret Agreement  caused the Governor and Ex-HHS Director to

Town of Manlius needs (also) to waive the Confidentiality clause and allow Chief of Police explain or
not what happened. Town of Manlius Board must state the reason for abrupt resignation and why
$147,000 dollars payout was justified.
