The Criminal Justice Act of 1982 abolished the Borstal System in the United Kingdom, it

introduced as a replacement youth custody centers.


Golden Age of Penology: (1870 to 1880)
The highlights of the said period were as follows:
1870- began the foremost prison reform
- National Congress on Penitentiary and Reform Discipline was held.
-National Prison Association
1872 – International Prison Congress
-Assembly every 5 years wherein different countries attended to tackled improvement
of every prison system.
1876 – Elmira Reformatory was established and considered as the forerunner in modern
penology.
- Zebulon Brockway classify and segregate type of prisoners according to good behavior,
parole and indeterminate sentence.
1880- In Indiana, Massachusetts USA the first separate was established.

THE ADMINISTRATIVE ORGANIZATION AND MANAGEMENT OF INSTITUTION BASED


CORRECTIONS
 Bureau of Jail Management and Penology: By virtue of Republic Act 6975 the Jail
Bureau was created`
◦ REPUBLIC ACT NO. 6975 This Act shall be known as the “Department of the
Interior and Local Government Act of 1990.”
◦ Composition of the personnel of the BJMP was to be taken from the Jail
Management and Penology Service as constituted under P.D. 765
◦ Presidential Decree 765, known as the Police Integration Law
 Vested with the authority to exercise supervision and control over all city and
municipal jails.

 Provincial jail will be supervised and controlled provincial government within its
jurisdiction.
 The operational expenses of the city and municipal jails will be burdened by the
BJMP.

ORGANIZATION OF THE BJMP


 Jail Bureau shall be headed by a chief who shall be assisted by a deputy chief as
prescribed by RA 6975.

 Composed of all city and municipal jails each headed by a warden.

 Chief of the Jail Bureau shall recommend to the Secretary of the DILG.
 DILG Secretary Benjamin “Benhur” Abalos Jr.

 ESTABLISHMENT OF DISTRICT, CITY, MUNICIPAL JAILS:


 Every district, city and municipality in the Philippines must established and maintain a
secured, dean, adequately equipped and sanitary jail for the custody and safekeeping of
any of the following:
1. a city or municipal prisoner
2. any fugitive from justice
3. a person detained awaiting investigation
4. an accused while waiting for the court’s judgment.
5. a violent mentally ill person who endangers himself or the safety of others

 Warden must be a graduate of any four year course preferably:


Psychology Psychiatry
Social Work Criminology
Nursing Sociology
