1.0 PURPOSE:
The objective of this Method Statement is to outline the Procedure and proper
sequence of activities involved in the erection, modification and dismantling of
scaffolding and to understand the Methodology in a safe approach in compliance with
the QSC - HSE Requirements.

2.0 SCOPE:
This Method Statement covers the minimum requirements for the erection, modification
and dismantling.

6.0 RESPONSIBILITY
The primary responsibility of carrying out all the activities mentioned in this method
statement rests with the site in charge unless mentioned otherwise.

6.1 Project manager:


Is responsible for the overall execution of work with his team to ensure all activities
involved in the scope are carried out in compliance with approved shop drawing and
specification.

6.2 Project Engineer:


Will directly supervises site team and has full control over site foremen and equipment
and is responsible to control the site quality during the work progress.

6.3 Surveyor:
Works directly at site to ensure that all the required information has been provided to
proceed with the works and that the works comply with project specifications and
method statements

6.4 Scaffolding inspector:


Will be responsible to planning and execution of the job. Inspection of the scaffolding at
all time.

6.5 Scaffolders And Skill Workers:


Will directly execute the job under the supervision of the scaffolding inspector.

7.0 MATERIALS/EQUIPMENT:
 Scaffolding.
 Hand tools.

8.0 PROCEDURE
Obtain safety document/permit to work, comply with stated precautions and necessary
actions to all prerequisite safety issues. Ensure that all working party personnel are
conversant with the contents. All the personnel involve in the job shall have valid third
party certificate. Scaffolding inspector shall have valid Third party certificate. Tool Box
Talk shall be given to all personnel before commencement of any activity.

Scaffold Erection
 Before erecting the scaffold, ensure the ground is level and compacted.
 Barricade the area and display warning signage.
 Prepare layout for adjustable base jacks, ledgers, and transoms for the first bay in
their approximate positions.
 Ensure base jacks are placed on the sole boards. See fig 2
 Then insert an adjustable base into each of the first pair of standards See Fig 1
 Connect the standards with a ledger in the lowest cup joint, by inserting the blades
into the bottom cups.

 Approximately level the ledger by raising or lowering the adjustable base and do not
lock the cuplock.

 With one erector still holding the first pair of standards, the second erector inserts an
adjustable base into the third standard and connects it to the first pair with a ledger.
 The cuplock can then be dropped into the locking position, then fix the fourth
standard and ledger. See Fig 3
 Level the scaffolding with spirit level; adjust the base jack to ensure the ledger and
transom are level.
 Ensure the bay is squared and correctly in the position for the purpose of erection.

 Extend the scaffold structure by connecting ledgers, transoms, and standards to the
existing bay checking the alignment of the standards as the scaffold progresses. See
Fig 4 &5.
 Fix a diagonal brace to the outer face and end face of the first bay.
 Working platform will be constructed using scaffold planks as decking and toeboards.
 Planks are supported by the flanges of transoms and toeboards are attached to
standards using toeboard clamps.

 Planks are now moved up to fully deck out the first lift. See Fig 6 & 7.
 When the planks are in place as a working platform, ledgers are positioned at 0.5m
and 0.95m above the planked level to form a guardrail and mid-rail on the outer face.

 Additional lifts of above 9 meters can be constructed by adding further standards into
spigots of the standards of the lower lift.
 Working levels will be fully decked out with planks and the outside face fitted with
guardrails, mid-rails, and toeboards at the required positions.
 Before the scaffold goes beyond each lift, bracing should be added to the outside
face and on the ends.
 Further bracing must be placed on the scaffold as it progresses in length and height.

 As the height of the scaffolding progresses, it is essential that scaffolds be tied to the
building or suitable structure to resist a minimum design to prevent inward or outward

movement of the scaffold.

 Connect the scaffold tube and right angle scaffold couplers to the standards and
anchor to the structure.
 Care must be taken that ties do not obstruct clear access along the full length of the
working and access platforms
 Where there is no structure to tie, tubes will be connected to the standards using
couplers and tied back to the scaffol. See fig 8

 Fix the ladders and secure with clap.


 Ensure ladders project at least 1 meter above the working landing platform.
 Secured at top and base and successive landing areas. Ladder should not be more
than 6 meters.
 Pitch ladders at a horizontal to the vertical slope of not less than 1 to 4 or more than
1 to 6. See fig 9.
 After the completion of the scaffolding platform, it will be inspected by a scaffolding
inspector and green Tag will be fix . See fig.10.

Modification
 Modification will be done as per QSC instruction in collaboration with scaffolding
standards.
 Change the Scaffolding green tag to red tag ( Not in use ).
 Obtain safety document/permit to work, comply with stated precautions and
necessary actions to all prerequisite safety issues. Ensure that all working party
personnel are conversant with the contents.
 The Supervisor shall hold a toolbox talk and fully brief the operatives of the work
taking place on their shift prior to works commencing. The names and signatures of
the operatives and supervision shall be recorded in this toolbox talk.

 The location where the scaffolds are to be modified, the method of statement and
JHA will be shown to the operatives by supervisor / PTW holder and the relevant
hazards and preventive/control measures will be explained.
 Scaffolding Inspector / Supervisor inspect the work location.
 The supervisor will ensure that adequate lighting is in place, and scaffold materials
being used are appropriate for the task.
 Barricade the area and signage
 Additional materials shall be transported / shifted to site if required
 For modification, if it is extension or dismantling, follow the same procedure
mentioned above.
 After completion of modification works, Scaffolding will be inspected by the certified
inspector.
Dismantling
 Obtain safety document/Permit to Work, comply with stated precautions and
necessary actions to all prerequisite safety issues. Ensure that all working party
personnel are conversant with the contents.
 The location where the scaffolds are to be dismantled, the method statement and
JHA will be shown to the operatives by site supervisor / PTW holder and the relevant
hazards and preventative/control measures will be explained.
 The operatives will sign the method statement to confirm the adequate transfer of this
information.
 The supervisor will initially inspect the scaffolds to ensure that ties and braces are still
intact and that platforms are clear of debris.
 Once satisfied that the scaffolds are safe to dismantle the work area will be
segregated by the specified means and an “incomplete” scaffold sign or similar will be
displayed on the scaffolds adjacent to the ladder access.
 The scaffold will then be dismantled methodically in accordance with SG4:10
incorporating the ‘Step up’ device and/or advanced guardrail system. If either method
is impracticable the double lanyard should be used as per SG4:10.
 Scaffolders and Supervisor will ensure that the structure remains stable and that it
does not become overloaded with dismantled materials at any time.

 No materials will be bombed, all fittings will be bagged or passed by hand to ground
level. All materials shall be carried to the agreed storage area; the site
supervisor/competent person shall ensure full compliance.
 The scaffolds will be dismantled in reverse order to the erection procedure.
 On completion, all materials will be cleared from the work area.
 A final visual check will be made by the supervisor/competent person and the area
cleared.
HEALTH, SAFETY AND ENVIRONMENTAL ASSESSMENTS
 Before commencing any work it shall be ensured that all permits are valid until the
completion of activity.
 All staff and workmen shall wear Personal Protective Equipment.
 Tool box meetings shall be conducted on every day before the start of the work.
 Safety Officer/Worksite supervisor shall be at site full time.
 Experienced personnel shall be deployed for the work.
 All personnel shall be cautioned while working near the pipes/cables.
 Temporary sheds shall be provided to workers while working at site.
 Drinking water shall be provided close to working area.
 Adequate illumination shall be provided for night.
 All scaffolding platform shall be provided with adequate illumination for night activities.
 Heat stress shall be one of the topic for tool box talk.
 Health and safety risk assessments shall be as per attached JHA.

9.0 QUALITY CONTROL


The inspection associated with production of precast elements will be carried-out in accordance
with approved methodology, and in compliance with project scope and specifications.
All equipment and tools that will be used for Repair of precast elements must be in good
condition and having valid calibration certificates
