Description of issue:

Today CSR are facing issues when pricing date is missing in the order line item. They are not able to
create delivery. Pricing date is redetermined at the time of invoice creation so pricing date should only
restrict billing document creation and should not restrict delivery document creation.

Functional solution:

Modify incompletion procedure to restrict only billing document creation when pricing date is missing in
the order(order type OR, item category TAN- standard item)
